PAGE 1 100129 ASSEMBLY Council of the Borough of Tarentum met in regular session on Monday, April 16, 2012, with Councilman President Tim Rappi Councilman Vice- President Hugh Fox; Councilman Tim Firko; Councilman Eric Carter; Councilman Mike Gutonski; Councilman Raymond Kerr; and Councilman Pete Varos. Also present were Mayor Carl Magnettai Borough Manager William Rossey; Solicitor David Strellec; and Chief William Vakulick. REMARKS: JOSEPH DAVIDEK Mr. Davidek, Davidson Street, stated the request of Ross Grimm for the zoning change along Route 28, that Council should approve the request because what Mr. Grimm wants to do there with the signage and what he was told is going to be good for Tarentum Borough. He asked if the Mr. Grimm should have gone to the Zoning Hearing Board and Solicitor Strellec stated the Zoning Hearing Board grants variances and this request is not a variance but a request for a change in zoning. SMITH Mr. Smith stated he has been in the Borough for 31 years and a lot has changed since then, especially the parking. He stated he owns a lot of houses and tenants tend to have two cars or more and there aren't enough places to park now on Summit Street. He stated he would like to make a parking lot from part of his land. He stated he has a surveyor drawing to show how wide and how long the streets are and what he would Borough Manager Rossey stated to submit the drawings to him and copies will be made for Council's review and then be placed on the agenda Mr. Smith asked if he replaced his fence if a Borough Manager Rossey stated a permit would be needed and suggested Mr. Smith call the office for further information regarding the fence. Mr. Lovasik, West 7th Avenue, stated in front of him is a dilapidated building in which he has been trying to get the owners to do something and has also written Mr. Rossey regarding the building. He stated there is someone interested in the property. He stated the barber next door said he would be interested in the property to extend his barber shop. He asked if anything is going to be done regarding the property. Councilman Gutonski stated he placed the property on his list as one of the buildings to be torn like to do. STOEBERNER Mr. Stoeberner, Highland Hose, stated there were 14 alarms; 5 automatic fire alarms; 3 structure fires; 3 motor vehicle accidents; 2 illegal fires; 3 mutual aid calls into the Borough of Councilman Rapp stated, under President's Comments, on April 10, Mr. Rossey and he went to Allegheny Ludlum for a street sweeper demonstration and to look at the street sweeper they are using. He stated the Borough could use a smaller street sweeper to get into the smaller streets. On April 13, attended Tarentum Area Business Association meeting and heard a proposal from two CMU students who are doing a project in the Borough regarding signage to find ways into the town. A formal proposal will be held in Pittsburgh, on April 25. He stated any member of Council can attend. He reminded everyone that April 24 is election day. He stated an Executive Session was held before the meeting regarding the upcoming police contract. He stated Council voted on doing away with the residency requirements because it is getting harder to find qualified police officers and extended it to a Councilman Rapp asked for a report from the Mayor Magnetta stated for the month of March 2012, there were 408 calls for service which is a plus of 29 from 2011; 19 arrests which is a minus 17 from 2011; 224 citations issued which is a plus of 38 from 2011; 10 total accidents which is a plus 2 over 2011, 6 nonreportable accidents which is a minus 1 from 2011, 4 reportable accidents which is a plus 3 from 2011, and there was one injury which is a plus one from 2011; fines collected $9,641.99 which is a minus of Brackenridge. PAGE 4 100132 $1,037.64 from 2011; fines collected for year $28,267.50 which is a plus of $13,501.04 from 2011; parking tickets issued 84 which is a minus of 101 from 2011. He stated the reason in the decline of parking tickets is that the message is getting through to some of the all day parkers that are parking in town where they are not suppose to park. The officers are tagging these cars and the fines are also being paid. Councilman Rapp asked for a report from the REMARKS: COUNCILMAN RAPP REMARKS: CHIEF VAKULICK Chief of Police. Chief Vakulick stated he received a fax from Harrison Township regarding a drug take back day at their municipal building in Natrona Heights. The public can drop off any unwanted drugs, no questions asked, to be disposed of properly. Borough Manager Rossey stated the SPC traffic signals upgrade and traffic study discussed last meeting where Council requested further information be gathered regarding the program, Council has been given that information. He stated whatever the study indicates the Borough must comply with it. He stated that Council has indicated it does not want the study done. He stated that Corbet Street is an issue with the traffic signal and 366 is being completely resurfaced in June coming off the expressway down across the bridge. Reno Trailer Sales & Service, for a price of $7,687.59, to be used to transport equipment and material needed for water breaks. Upon motion by Councilman Firko, seconded by Councilman Gutonski, RESOLVED, this Council agrees to reimburse Summit Hose Company $2,690.76 for repairs and maintenance to our building. Councilman Kerr stated a discussion to be held regarding zoning change request from Ross Grimm Councilman Kerr asked if the zoning were changed on the property, if the Borough would lose control of what can be placed on that property and if Mr. Grimm would sell the property, what kind of billboards could then be placed there. Mr. Grimm stated it is basically commercial and there are strict guidelines for commercial property. This property has no right-of-way into it. He stated it can only be commercial property Councilman Rapp stated PennDOT would have a say on property owned along Route 28. REMARKS: MR. He stated it would get people into downtown area to the different businesses, restaurants and sO on. A discussion was held regarding the properties that would be affected by the rezoning, the use of the property and what can be placed there. The properties were also reviewed by the Solicitor and it was determined that some of the properties Council may wish to consider selling since the Borough isn't using them. Upon motion by Councilman Fox, seconded by Councilman Gutonski, RESOLVED, this Council grants permission to First Baptist Church of Tarentum the use of Riverview Park, on Sunday, July 29, 2012, from 1:00 p.m. to 3:30 p.m., to hold a Fun Fest for the children of Tarentum, with a rain date of Sunday, August 5, 2012. All Council members present were in favor and the Councilman Fox stated the Recreation Board is getting ready for the year. The Recreation Board helped with the Easter Egg Hunt with the Moose on the April 7 and it was well attended. There will be summer concerts and a fall festival with Summit Hose, with more information on both to follow.
