PAGE 1 100116 COUNCIL MEETING ASSEMBLY Council of the Borough of Tarentum met in regular session on Monday, March 19, 2012, with Councilman President Tim Rapp; Councilman Vice- President Hugh Fox; Councilman Tim Firko; Councilman Pete Varos; Councilman Raymond Kerr; and Councilman Mike Gutonski Also present were Mayor Carl Magnetta; Borough Manager William Rossey; Solicitor David Strellec; and Chief William Vakulick. Councilman Carter was absent. RESOLUTION APPROVE MINUTES Upon motion by Councilman Varos, seconded by Councilman Gutonski, RESOLVED, this Council approves the Minutes of the Regular Council All Council members present were in favor and the At this point in the meeting, Council invites Meeting of February 20, 2012. resolution was adopted. PRESENTATION A presentation was made by Austin Ashe, Regional Sales Manager, for General Electric Lighting Solutions regarding the new LED Cobra Head Street Lighting. Mr. Ashe talked about the company of General Electric and the specifics of the Tarentum Borough Street Light Application and how it affects Tarentum, the way the LED lights work, the number of street lights needed, the financial aspects for the lights, the savings to the Borough with the LED lights and the costs of maintaining the lights. A question and answer session was held after the presentation. MINUTES REGULAR COUNCIL MEETING MARCH 19, 2012 6:30 P.M. PAGE 2 100117 REMARKS: COUNCILMAN RAPP Councilman Rapp stated, under President's Comments, another conference call was held with Congressman Critz office regarding the Bull Creek dredging and what they are going to do now is try to use the money not spent on equipment and maybe try to get more work done further back on the creek. He stated it doesn't look like Tarentum is going to get any equipment. On March 1, met with Mr. Ashe and Mr. Bartus regarding the streetlights. On March 7, attended a street sweeping demonstration at the garage. On the same date in the afternoon attended the streetscape bid opening. He stated on March 8, Mr. Rossey and he met with two gentlemen on getting trees for streetscape. On March 9, met with personnel from First National Bank to look at what is out there for financing. He stated attended a Tarentum Business District Financial Committee meeting. He stated there is a new business in West Tarentum called West Tarentum Classic Cuts, formerly Bill's Barbershop. Councilman Rapp asked for a report from the Mayor Magnetta stated, for the month of February 2012, there were 371 calls for service which was a minus 90 from 2011; 23 arrests which is a minus 2 from 2011; 223 citations which is a minus of 87 from 2011; total accidents 13 which is a plus of 5 from 2011, injuries 2 the same as 2011; fines collected $7,080.07 which is a plus of $1,388.07; fines collected for year $14,086.50 which is a plus of $4,539.04 from 2011; parking tickets issued 121 which is a minus of 41 from 2011. He stated there is going to be an informational town hall meeting hosted by Allegheny County Executive Rich Fitzgerald on Wednesday, at the Harmar House, from 7:00 p.m. to 9:00 p.m., regarding any concerns about the reassessments. PAGE 3 will be held to explain the process and to assist people on how to file for an appeal if they don't agree with their reassessment. PAGE 5 100120 REMARKS: COUNCILMAN FIRKO Councilman Firko stated discussion to be held regarding the draft proposal from Domenic D'Andrea from SPC, on the upgrading of the traffic signals at Corbet Street and East 10th Avenue and the traffic signals along West 7th Borough Manager Rossey stated SPC works with PennDOT upgrading traffic signals. He stated the Borough applied a couple years ago to a Sync-Up Program which syncs up traffic signals to make traffic more efficient, as far as the timing of the lights. He stated the program didn't have funding the first year and now funding is available to work on the Borough's project improving the lights at Corbet and 10th Avenue and the three intersections along West 7th Avenue. In the draft they sent, they agreed that Corbet Street and 10th Avenue lights definitely need to be switched out, improved, changed and put a turning lane light in for turning left down onto 10th Avenue and sO forth. He stated they will also do a traffic study on West 7th Avenue and when they do the study on West 7th Avenue, if they deem some of those lights to be not necessary anymore, with the Borough signing the agreement for them to improve Corbet Street and 10th Avenue, the Borough has to go by the traffic study. So, if they say signals are not needed at certain streets, stop signs will be put in place of the signals. He stated that is what the Borough Councilman Gutonski stated they did a traffic study previously on West 7th Avenue and they determined that at least one, if not all, of the lights weren't needed. PAGE 6 100121 MEETING REMARKS: BOROUGH MANAGER ROSSEY Borough Manager Rossey stated it is whatever their engineer states in the study. He stated he will meet with them and see if a study can be done with the Borough being able to agree or disagree with the study and recommendations. A discussion was held regarding the study and the safety issues of removing traffic signals at Councilman Firko stated regarding the upgrading of the radios, he is still working on getting a cost of the radios and also, if the repeater can be placed on the Comcast tower. The radio upgrade must be in place by the end of the year. He stated he will update Council next meeting on the costs of the radios. He stated last month Council received a list of the fire companies that went through the safety course and their participation and Highlands Fire Company will also get the full allotment for participation. He stated he is still trying to get one report from all the fire companies. Eureka has submitted a report which indicates, for the month of February, 24 fire rescue calls; 9 motor vehicle crashes; 5 automatic fire alarms; 4 odor investigations; 1 river rescue; 5 miscellaneous responsesi and also did Brackenridge and other mutual aid towns 7 calls; and 232 EMS calls. He stated Summit Hose got the fire grant from U.S. Firemen's Administration for $280,000, for a new fire engine. Councilman Varos stated he had no report. Councilman Gutonski stated the welcome to Tarentum signs are deteriorating rapidly. He stated he called and got prices for new signs from the original company they were purchased. The bigger signs would cost $550 each and the smaller signs would cost around $350 each. A discussion was held regarding the replacement of the signs and the costs involved. It was noted that the signs were purchased about eight years ago and money is budgeted for sign replacement. Due to the concrete spill in Brackenridge, the trucks were hauling concrete down Corbet Street and concrete was the whole way up to Bridge Street along the curb. A discussion was held. He commended the fire companies for going after grants to help get new equipment and fire trucks. He stated he is Councilman Fox stated the Recreation Board will help the women of the Moose with the Easter Egg Hunt on April 7, 012, by the band shell, at 9:00 a.m. He stated progress is being made regarding the concerts in the park, with a list coming out Councilman Rapp asked for a report from AVN/COG resolution was adopted. MINUTES REGULAR COUNCIL MEETING MARCH 19, 2012 6:30 P.M. PAGE 11 100126 REMARKS: BOROUGH MANAGER ROSSEY Borough Manager Rossey stated this spring and summer thanks to some grants received and the Borough's match on some of the projects, the streetscape and downtown business district, the Borough will be spending over $350,000 on streetlights, new sidewalks, trees and landscaping areas the whole downtown business district from the bridge passed the Train Station. He stated this is part of the Allegheny together Program that was started five years ago and Tarentum was one of the first four pilot communities in that program. He stated Allegheny County Executive Fitzgerald is one hundred percent behind the program and has agreed to come to Tarentum on April 2, at 2:00 p.m., to do a press conference on the success and use Tarentum as an example of what this Allegheny together Program can do for other communities. He urged everyone to try and attend the press conference. Councilman Fox stated Highland School Board meeting is this evening and there are rumors that some members of the School Board are looking to close Grandview Elementary again and some members are opposed to the closing and fighting to keep it open. He stated the School Board meetings are not well attended and those who oppose the closing need to be heard. He urged everyone to call the School Board members and let them know if they're opposed to the closing of the REMARKS: COUNCILMAN FOX Grandview School. REMARKS: COUNCILMAN FIRKO REMARKS: SOLICITOR STRELLEC Councilman Firko stated a request has been made for a zoning change and asked if this request goes before the Zoning Hearing Board. Solicitor Strellec stated the request is for Council to rezone the owner's property commercial. PAGE 12 100127 Zoning Ordinance, did an overlay to permit billboards on that property in question. He stated PennDOT said it has to be zoned commercial if billboards are to be placed on that property, sO the owner is requesting a change to commercial. A discussion was held regarding the rezoning of the tract of land and the type of billboards to be placed on that tract of land. Council decided to review the Zoning Ordinance and the request for a change before a decision is made.
