MINUTES REGULAR COUNCIL MEETING February 20, 2012 6:30 P.M. PAGE 1 200104 ASSEMBLY Council of the Borough of Tarentum met in regular session on Monday, February 20, 2012, with Councilman President Tim Rapp; Councilman Vice- President Hugh Fox; Councilman Tim Firko; Councilman Eric Carter; Councilman Mike Gutonski; and Councilman Raymond Kerr. Also present were Mayor Carl Magnetta; Borough Manager William Rossey; Solicitor David Strellec; and Chief William Vakulick. Councilman Varos was absent. A correction was made to the January minutes that Councilman Gutonski did attend the meeting. Councilman Gutonski's name was inadvertently left out of the Councilmen attending. Upon motion by Councilman Fox, seconded by Councilman Kerr, RESOLVED, this Council approves the Minutes of the Regular Council Meeting of January 16, 2012, with the correction. AUDIENCE PARTICIPATION questions and comments from members of the audience. REMARKS: Mr. Stoebner, Highland Hose, stated for the total of 218 man hours; 2 motor vehicle accidents; 4 odor investigations; 2 structure fires/ 4 automatic fire alarms; 1 brush fire; 1 false alarm; and 5 mutual aid calls. Mr. James, Eureka Hose, stated for the month of January 2012, there were 32 fire calls and 215 MR. STOEBNER month of January 2012, there were 14 alarms; REMARKS: MR. JAMES E.M.S. calls. PAGE 2 i.01C5 REMARKS: COUNCILMAN RAPP Councilman Rapp stated, under President's Comments, with the elections coming up, attending a lot of functions and being asked for Tarentum's support and taking the opportunity to also ask for their support. He stated on January 19, attended River Trails meeting with Mr. Rossey and surrounding communities to discuss the bike trail for along the river. On January 19 and 23, executive sessions were held to discuss personnel issues. On January 20, attended Tarentum Business Area Advisory Committee meeting. He stated on January 25, walked around town with Mr. Rossey delivering business licenses and met some of the business owners. On January 26, met with Highlands School District Superintendent and their business manager along with Mr. Rossey to discuss options for Grandview playground and the Borough Engineer also examined the playground for some ideas. He stated evening of January 26, attended campaign kick-off for State Representative Dermody at Harmar Township, along with Mayor Magnetta, Councilman Fox and Mr. Rossey and also met new congressman and newly elected local officials. On February 1, attended a conference call with Mr. Rossey and representative from Mr. Dermody's office to discuss status of the Bull Creek dredging. He stated the County is not willing to give the equipment the Borough was suppose to get. He stated that matter is still being discussed. On February 2, attended another bike trail meeting with local communities and County representatives. He stated part of the discussion was to contact Allegheny Ludlum officials to see if they can help out in any way for the bike trail. He stated after attending a Brackenridge Council meeting, he thanks this Council for working together and getting things done. On February 4, attended Allegheny County Boroughs Association dinner at Station Square MINUTES REGULAR COUNCIL MEETING FEBRUARY 20, 2012 6:30 P.M. PAGE 3 100106 with Mr. Rossey, Mayor Magnetta and Councilman Fox. On February 7, attended a spray park meeting with Mayor Magnetta, Mr. Rossey, the Borough Engineer, County representatives and the contractor to discuss the upcoming spray park. On February 10, attended another Tarentum Business Advisory Committee meeting. He stated that evening attended Valley Democratic Committee meeting in Harmarville with Mr. Rossey, Mayor Magnetta and Councilman Fox. On February 12, attended Democratic Endorsement on the South Councilman Rapp asked for a report from the Mayor Magnetta stated he attended most of the functions and meetings that was stated by Councilman Rapp. He stated for the month of January 2012, there were 372 calls for service which was minus 111 from 20122; arrests were a minus 13 from 2011; citations issued were a minus 73 from 2011; total accidents were plus 1 over 2011, nonreportable accidents were minus 1 from 2011, reportable accidents were plus 2 from 2011, and there were no injuries; fines collected $8,077.97 which was a plus of $1,071.51 from 2011; fines collected for year $10,157.30 which was a plus of $3,150.84 from 2011; parking tickets issued 93 which is a plus of 27 from 2011. He stated the calls for service is down as well as injuries which indicates the Police Department is doing a wonderful job and are to be Mayor Magnetta introduced Jim Burn who is the Borough's representative on County Council. PAGE 4 100107 DISCUSSION Mr. Burn addressed and discussed with Council and members of the audience regarding any questions or concerns they had. One of the subjects discussed was regarding the Bull Creek project and the needed equipment for the Borough. Councilman Rapp asked for a report from the REMARKS: COUNCILMAN RAPP REMARKS: CHIEF VAKULICK Chief of Police. Chief Vakulick stated he discussed with PennDOT regarding the school zone lights and their engineer was there to watch the school children and the lights, but the lights are still staying the same. He stated Representative Dermody is trying to help with the school zone lights. He stated discussions have been held with the School District and the Transportation Director regarding the school zone lights and the only problem seems to be with PennDOT not acting on the request to have the school zone lights on longer to slow down traffic and for the children A discussion was held regarding the school zone lights and what further can be done to solve the Councilman Rapp asked for a report from the to safely cross problem. REMARKS: COUNCILMAN RAPP REMARKS: BOROUGH MANAGER ROSSEY REMARKS: COUNCILMAN RAPP Borough Manager. Borough Manager Rossey stated Public Works Director David Hilliard's mother passed away and the viewing will be Tuesday from 2 p.m to 8:00 p.m., at Ajak Funeral Home in Creighton. PAGE 5 100108 REMARKS: SOLICITOR STRELLEC REMARKS: COUNCILMAN RAPP RESOLUTION PAY BILLS Solicitor Strellec stated he had no report. Councilman Rapp asked for a report from Administrative, Employee Relations, Finance Upon motion by Councilman Fox, seconded by Councilman Kerr, RESOLVED, this Council approves the payment of the February 2012 bills. Upon roll call, the resolution was adopted with Councilman Fox stated one person is needed to serve on the International Appeals Board, no term limit, and one person is needed to serve on the Planning Commission, four year term. Councilman Gutonski stated he received a call from Karen Marietti, Borough Tax Collector, informing him that over the last couple years, she has lost approximately $2,300 in revenue from taxes being collected by other entities. Ms. Marietti is asking if there is anything Council can do to help her in this situation. She pays $150 a month for rent which equals $1,800 per year. He asked if Council would consider lowering her rent from $150 to $125 per month. Mayor Magnetta stated the rent of $150 per month includes utilities, free parking, she pays for postage, but has use of the Borough's postage machine and use of the copy machine. PAGE 6 1.61C9 RESOLUTION LOWER RENT Upon motion by Councilman Gutonski, seconded by Councilman Firko, RESOLVED, this Council lowers the monthly rent of Karen Marietti, Tax Collector, from $150.00 to $125.00. Upon roll call, the resolution was adopted with four (4) affirmative votes and (2) negative votes. Councilman Fox and Councilman Rapp voting Councilman Rapp asked for a report from the no. REMARKS: COUNCILMAN RAPP REMARKS: COUNCILMAN GUTONSKI Water Committee. Councilman Gutonski stated Mr. Betts is taking great initiative with the waterlines and replaced a lot of hydrants and adding shut-off valves. Mr. Betts would like to add shut-off valves throughout the Borough in case of a waterline break in which the water could be shut off in a limited area at a time. He stated the cost for this work would be close to $300,000. He stated maybe Council could keep this project in mind for next year and do it a portion at a Borough Manager Rossey stated if there would be any monies left from the bond to do the water tanks and water plant, that the valve work could A discussion was held regarding the costs of the valves, which would include costs of engineering and other costs involved in the project. PAGE 7 100110 REMARKS: BOROUGH MANAGER ROSSEY Borough Manager Rossey stated the quotes received were from $8,000 to $10,000 for a new trailer. With a new trailer, you would have a warranty and the trailer would be set up correctly rather than a used trailer. He stated a final bid will be presented to the Board next Councilman Rapp asked for a report from the meeting. PAGE 8 100111 Borough Police Department into the Police Pension All Council members present were in favor and the Councilman Firko stated this past week the firefighters held their safety classes in the Borough building. He stated Council has received a list for their review regarding the providing of allotments. The fire companies will also receive it for their review. He stated he met with the Borough Manager, Mayor and Police Chief regarding the radios for the Public Works Department. The deadline is December 31, 2012 for the narrow banding mandate. He stated frequencies are being discontinued. The Police Department and Fire Departments are already in compliance with the mandate. The Public Works Department needs to be updated sO that during emergencies in the Borough, they would be able to have the correct frequency to know what is going on and where they would need to be. He stated once the quotes are received for the new radio for Public Works Department, it will be presented Plan for the year 2012. resolution was adopted. Upon motion by Councilman Kerr, seconded by Councilman Carter, RESOLVED, this Council passes Resolution 12-02, approving the acquisition and subsequent disposition of the vacant property known as Lot and Block 1223-G-132, 916 Dickey Street, in accord with the Comprehensive Plan of the Borough, to Richard and Sarah Geahry. PAGE 11 100114 REMARKS: COUNCILMAN RAPP REMARKS: BOROUGH MANAGER ROSSEY Councilman Rapp asked for a report from Redevelopment & Revitalization Committee. Borough Manager Rossey stated a bid opening will be held March 8th for the Streetscape Project. He stated the street lights should be here around April 7th, and installation will begin. He stated three interns from Carnegie Mellon University are here working for a semester on a way finding project in the Borough. The signage will help identify where the business district, Borough building, Police Department and sO on are in the Borough. The interns will also be working on a map/pamphlet of businesses and locations. He stated the interns will be working on a little parklet that use to be up by the news stand that Gatto's owns to make it a green space project and turn it into something more appealing in the middle of the business district. The interns are free to the Borough through Sustainable Pittsburgh. REMARKS: COUNCILMAN GUTONSKI Councilman Gutonski stated the Street Department is having issues with their two dump trucks when salt is in them, the brakes are getting hot and preventing them from coming to a complete stop. He stated there is a jake brake system that can be attached to the trucks that will essentially slow the engine down and helps the truck to stop.
