100336 MINUTES REGULAR COUNCIL MEETING DECEMBER 16, 2013 6:30 P.M. PAGE 1 ASSEMBLY Council of the Borough of Tarentum met in regular session on Monday, December 16, 2013, with Councilman President Tim Rapp; Councilman Vice- President Hugh Fox; Councilman Tim Firko; Councilman Mike Gutonski; and Councilman Raymond Kerr; and Councilman Pete Varos. Also present were Mayor Carl Magnettai Borough Manager William Rossey; Solicitor David Regoli; and Chief William Vakulick. Councilman Carter was absent. RESOLUTION APPROVE MINUTES Upon motion by Councilman Varos, seconded by Councilman Fox, RESOLVED, this Council approves the Minutes of the Regular Council Meeting of November 18, 2013. All Council members present were in favor and the resolution was adopted. At this point in the meeting, Council invites AUDIENCE PARTICIPATION questions and comments from members of the audience. REMARKS: MS. WHITE Ms. White stated the garbage on Ross Alley hasn't been picked up because of a van and trailer parked in the alley. The last garbage collection day the van wasn't parked there and the garbage still wasn't picked up. Borough Manager Rossey stated a call was made to Waste Management and they were to take care of the matter. He stated the code enforcement officer talked to the person about parking the van and trailer at the end of the street instead of in the alley. LOVASIK Mr. Lovasik stated for the fourth time, he's asking Council to pave 200 Conroy Way. He stated Council can at least fill the potholes so vehicle Councilman Gutonski stated that the potholes were tires won't get damaged. REMARKS: COUNCILMAN GUTONSKI REMARKS: MR. LOVASIK patched. Mr. Lovasik stated the potholes were patched and those patches are worn down already. He stated his niece lives in front of him and there are problems with drug situations down on West 7th Avenue. People are going in and out of certain places all the time. He asked if any police surveillance can be started at these places. Mayor Magnetta stated that the police are doing an excellent job regarding these problems, but it's not publicized on what is going on with any type of surveillance. There have been many raids not only in Tarentum, but around the whole valley. He stated on November 25, the Mayor, Borough Manager and he attended a luncheon with the new state senator. On December 4, attended Tarentum Business meeting. He stated the evening of December 4, Councilman Fox, Mayor Magnetta, local business people and he met at the Train Station to discuss the placing of ornamental plantings along Route 366 from Bull Creek to Grandview School. Borough Manager Rossey stated under the Water Committee, Ordinance 14-02, an addition has been made for the water haulers who have been hauling water for the fracking companies. The Borough will be raising the rates to a flat rate. A meter and replacement hydrant will be installed so the water can be metered. Solicitor Regoli stated the resolution for the pole attachment agreements have been prepared for Council's review. If Council approves the resolution, it will be advertised and Council can vote on the resolution next meeting. He stated he received a letter from Attorney DeAngelis regarding the cemetery in Brackenridge. He noted that no part of the cemetery is in Tarentum Borough. PAGE 5 REMARKS: BOROUGH MANAGER ROSSEY Borough Manager Rossey stated when he spoke with Brackenridge, he indicated that if they needed help cutting the grass, that the summer help may be able to help out due to a lot of civil war people from Tarentum being buried there. Ms. Landa stated she doesn't see a reason to give the library an increase in funds. She stated the library may not use the money to take care of the library here, but to use it at other places. Councilman Fox stated the Christmas parade was held and it was a fantastic turnout and everything went well. The Recreation Board did the Christmas bingo at Dalton's Edge where about 90 people attended. There was food, cake, gifts and baskets given away. He stated the Christmas in the Park was held which was very nice and a lot of treats and food was given out. He thanked all the volunteers that helped with the events. He stated the Recreation Board is looking at the possibility of a newsletter to inform the residents of what is going on and when. PAGE 12 REMARKS: BOROUGH MANAGER ROSSEY Borough Manager Rossey stated a new Code Enforcement Officer was hired last month and Council suggested to look into some kind of continuing education for him. Allegheny County Community College has a four day class beginning in January regarding the Property Maintenance Code which the Code Enforcement Officer will be attending. He stated in February, the state is having a four day class near Harrisburg in which if he passes the class, he will be certified on inspections for occupancy. The Borough would then save money by doing its own occupancy inspections instead of paying a third party. A discussion was held regarding the savings to Borough Manager Rossey stated Code Enforcement was out today writing citations for snow removal. Residents and businesses have 24 hours to clean their sidewalks. Fines begin at $50.00. He stated residents were given a warning last week and today Code Enforcement went back to those places to see if anything was done.
