PAGE 1 100299 ASSEMBLY Council of the Borough of Tarentum met in regular session on Monday, August 19, 2013, with Councilman President Tim Rapp; Councilman Vice- President Hugh Fox; Councilman Tim Firko; Councilman Mike Gutonski; Councilman Eric Carter; Councilman Raymond Kerr; and Councilman Pete Varos. Also present were Borough Manager Rosseyi Solicitor David Strelleci and Police Chief Upon motion by Councilman Varos, seconded by Councilman Gutonski, RESOLVED, this Council approves the Minutes of the Regular Council All Council members present were in favor and the At this point in the meeting, Council invites Vakulick. BOWSER Mr. Bowser, 314 West 8th Avenue, stated the last three months that he has been checking the police presence in West Tarentum has improved very much Mr. Davidek, 230 Davidson Street, stated there has been two articles for the sale of the Train Station. He stated instead of selling the Train Station, the rent should be raised to cover the taxes on the property. He stated he thinks Council is making a mistake in selling the Train Borough Manager Rossey stated Mr. Greco is a good businessman and does a lot for the Borough. The Borough is trying to let him recoup some of his investment by collecting the lower rent. If anything major would happen on that property, the expense would be greater than what is collected in rent. The Borough is selling the building and which is good. REMARKS: MR. Councilman Rapp asked for a report from the Chief Vakulick stated, under the Mayor's Report, July 18, 19, 20 he attended the PA Mayor's Association Conference in Pittsburgh and was a very informative conference. On July 24, he attended and worked the Recreation Board's concert in the park. On July 28, he attended the First Baptist Church program in the park. On August 1, he attended and presented a recognition plaque to Dr. Lawrence Ferlan for 50 years of service to Tarentum residents and Allegheny Valley Hospital. On August 2, he attended the Abundant Joy Church program and festivities in the park. On August 7, he attended and worked the Recreation Board's concert in the park. On August 15, he attended the Allegheny County mayor's Association Executive Board meeting in The Calls for Service report for July 2013, there were 346 calls for service; 25 arrests; 73 citations issued; 14 total accidents with zero injuries; fines collected $6,163.65; fines collected for the year $44,558.80; 50 parking Councilman Rapp asked for a report from the Chief the sale of the Train Station. PAGE 3 100301 REMARKS: CHIEF VAKULICK Chief Vakulick stated two search warrants were executed in the last month. One at 414 Walters Way where three arrests were made for drugs. The other warrant was for 1309 Bakers Town Road where four arrests were made for drugs. He stated a letter was received from Highlands Marching Band Boosters for a tag day door to door. A letter needs to be sent giving them permission to do Councilman Rapp asked for a report from the that. REMARKS: COUNCILMAN RAPP REMARKS: BOROUGH MANAGER ROSSEY Borough Manager. Borough Manager Rossey stated a report has been received indicating that the Borough's insurance rating for fire protection and water system has gone to an ISO rating of three. The last rating was a four. The Borough has improved on its rating. He stated the better the ISO rating the rates are better for homeowners insurance and insurance on property. Councilman Rapp asked for a report from the REMARKS: COUNCILMAN RAPP REMARKS: SOLICITOR STRELLEC Solicitor. Solicitor Strellec stated last month Ordinance 13-03 was passed adopting the police pension plan, as amended. This evening, Council will be adopting 13-04 which repeals 13-03 for the reason 13-03 inadvertently re-established a killed in service benefit paid by the Borough, when in the year 2006, the Commonwealth took over that as an option. PAGE 4 100302 REMARKS: COUNCILMAN RAPP RESOLUTION PAY BILLS Councilman Rapp asked for a report from Administrative, Employee Relations, Finance Upon motion by Councilman Fox, seconded by Councilman Kerr, RESOLVED, this Council approves the payment of the August 2013 bills. Upon roll call, the resolution was adopted with seven (7) affirmative votes. Upon motion by Councilman Fox, seconded by Councilman Carter, RESOLVED, this Council grants Ken Misejka FMLA beginning Friday, August 2, All Council members present were in favor and the Councilman Rapp asked for a report from the Committee. REMARKS: COUNCILMAN RAPP RESOLUTION ACCEPT BID Upon motion by Councilman Gutonski, seconded by Councilman Carter, RESOLVED, this Council accepts the bid from R. A. Monzo Construction Co., in the amount of $17,572.85, to replace the 16" water supply line in the Water Treatment Plant. PAGE 5 100303 RESOLUTION ORDINANCE 13-04 Upon motion by Councilman Firko, seconded by Councilman Fox, RESOLVED, this Council passes Ordinance 13-04 passing into law the Borough of Tarentum Police Pension Plan, as amended. Upon roll call, the resolution was adopted with Councilman Firko stated Highland Hose report from June 18 to August 19, there were 22 total alarms; spent 234 man hours; responded to 7 automatic fire alarms; 8 transformer alarms; 1 structure fire; 1 vehicle fire; 1 vehicle into a house; 1 call of trees down on a house; 1 MDA motor vehicle accident; and 1 water flow fire alarm. Eureka Hose report for July, they had 35 alarms; 7 automatic fire alarms; 7 motor vehicle accidents; 5 water rescue related calls; 1 flooding; 3 wires or transformer calls; 3 physical rescues or searches; 2 times assisted police department; 1 smoke investigation; 2 vehicle fires; 1 EMS assist; 1 mulch fire; 2 residential structure fires; representing 202 personnel hours; responded Mutual Aid 8 times out of the Borough to Frazer, Pittsburgh and Baldwin. REMARKS: COUNCILMAN RAPP RESOLUTION 13-08 Upon motion by Councilman Kerr, seconded by Councilman Carter, RESOLVED, this Council passes Resolution 13-08 approving that the acquisition and subsequent disposition of numerous parcels of vacant property known as Lot and Block Numbers 1223-L-00203 would be in accord with the Comprehensive Plan of the Municipality. PAGE 10 100308 REMARKS: MR. LOVASIK Mr. Lovasik, 211 West 7th Avenue Rear, thanked Council for demolishing the building at 213 and filling it in. It was a very nice job. He stated next door to his property there is a vacant lot full of cars that are bringing in rodents. There is also a lot of garbage there. He stated the owner of the cars was notified and they were going to have them taken care of, but that was a month ago and the cars are still Borough Manager Rossey stated he would look into there.
