MINUTES REGULAR COUNCIL MEETING MAY 20, 2013 6:30 P.M. PAGE 1 100269 ASSEMBLY Council of the Borough of Tarentum met in regular session on Monday, May 20, 2013, with Councilman President Tim Rappi Councilman Vice-President Hugh Fox; Raymond Kerr; Councilman Eric Carter; Councilman Tim Firko; and Councilman Mike Gutonski. Also present were Mayor Carl Magnetta; Borough Manager William Rosseyi and Solicitor David Strellec. Councilman Varos was absent. REMARKS: COUNCILMAN GUTONSKI Councilman Gutonski stated the Police Department Mayor and Council are working very diligently as far as keeping up with the drug trafficking and the bad elements that have come into Tarentum. It is a daily effort for the Police Department to keep up with what is going on in the Borough and they're doing an excellent job. Mr. Bowser, West 8th Avenue, stated he hasn't received any money to repair the damage done to his houses by Green Thumb Excavating hired by the Borough to demolish houses. He stated he holds the Borough accountable for the damages done to his houses. He stated a bench can be purchased and an in memory of name plate can be placed on it. Donations can be brought to the Borough building to be placed in the Recreation Councilman Rapp stated, under President's Comments, on April 21, he attended a girl scout ceremony at Blessed Sacrament and presented an award. On April 27, attended the tree planting on 6th Avenue. He thanked the Borough Street Department workers for donating their time to help plant the trees. He stated on May 1, Councilman Fox, Borough Manager Rossey and he went to CMU to hear the presentation from students via the internet from Australia who did the study of vacant lots in the Borough. He stated on May 2, he attended the Recreation Board Councilman Rapp asked for a report from the Mayor Magnetta stated for the month of April 2013, there were 344 calls for service which is a minus 3 from 2012; 16 arrests which is a minus 8 from 2012; 117 citations issued which is a minus 38 from 2012; total accidents 15 which is a plus 1 from 2012, accidents with injuries 2 which is the same as 2012; fines collected $6,524.55 which is a minus of $898.35 from 2012; fines collected for year $30,387.50 which is a minus $5,302.90 Mayor Magnetta stated Mr. Rossey and he went to Harrisburg to receive the Governor's Award for Local Government Excellence. He stated everyone is talking about Tarentum's LED lighting and they want to know how Tarentum did it. He stated he Board's mail box. REMARKS: COUNCILMAN RAPP meeting. Mayor. On April 16, attended a school safety meeting at Highlands High School Community Center. He stated on May 2, he spoke at the Day of Prayer at the Park. On May 8, attended Tarentum's Historical Society banquet and program. Chief Vakulick stated he will discuss the traffic lights under Public Safety. Councilman Rapp asked for a report from the Borough Manager. Borough Manager Rossey stated he attended the State Borough's Association conference at Hershey. He stated he is on the Board of Directors representing Allegheny County. He stated at the banquet in Harrisburg, the Lt. Governor presented Tarentum's award and gave a speech in which he talked about Tarentum. Tarentum was the only community in the speech. He stated Barbara Bernard is going to retire the end of July and payroll is now done in-house. He stated he would like Council's permission to get information regarding ADP to do payroll. He stated he would like to start interviewing for Ms. Bernard's position. The Borough received about three dozen applications sO far and they keep coming. He stated the Borough's accountant, Mr. Hill, is willing to sit in on the interviews and review the resumes' to be sure the applicant has good accounting skills and background. Councilman Firko stated Eureka Hose submitted an incident report for April 2013, there were 30 alarms; 9 automatic fire alarms; 4 motor vehicle accidents; 3 construction fires; 2 natural gas calls; 6 electrical fires in nature; 3 brush fires; 1 smoke investigation; one structural collapse; 1 water rescuei representing 70 personnel hours for the company. They responded out two other towns five times during the calls. EMS calls were 266 representing 1,090 personnel hours. He stated Council received information regarding the LED traffic lights for West Tarentum intersections and Chief Vakulick will Chief Vakulick stated Center Street has two wooden poles at opposite corners, sO a cable can be stretched across West 7th which will put the lights out over the road. The side streets coming down the hill and going up the hill would still be on the side the way they are now. The crafts in the park will be held every Friday starting June 14, at 11:00 a.m., for six weeks. He stated a meeting was held with Summit Hose and the Recreation Board will be helping them with their Fall Festival to be held September 26 and 27, 2013, 6:00 p.m. to 10:00 p.m. and September 28, 2013, from 12:00 noon to 10:00 p.m. He stated that PRESBYTERIAN Thursday, August 1, 2013, from 5:00 p.m. to resolution was adopted.
