PAGE 1 100259 ASSEMBLY Council of the Borough of Tarentum met in regular session on Monday, April 15, 2013, with Councilman President Tim Rapp; Councilman Vice- President Hugh Fox; Councilman Tim Firko; Councilman Mike Gutonski; Councilman Eric Carter; and Councilman Raymond Kerr. Also present were Solicitor David Strellec; Police Chief Vakulick; and Lou Ann Homa, Secretary. Councilman Varos was absent. RESOLUTION APPROVE MINUTES Upon motion by Councilman Gutonski, seconded by Councilman Fox, RESOLVED, this Council approves the Minutes of the Regular Council Meeting of All Council members present were in favor and the At this point in the meeting, Council invites March 18, 2013. resolution was adopted. LOVASIK Mr. Lovasik, West 7th Avenue, stated last meeting he mentioned about repaving Conroy Way and nothing has been done sO far and the road is pretty rough on a car. The ruts are getting deeper and need to be covered, if the road can't Councilman Rapp stated a list is being made for be repaved. REMARKS: COUNCILMAN RAPP REMARKS: COUNCILMAN FOX REMARKS: MR. LOVASIK streets to be repaved. Councilman Fox stated someone will look at the street to see if it needs patched. PAGE 2 106260 COUNCIL MEETING REMARKS: COUNCILMAN GUTONSKI REMARKS: COUNCILMAN RAPP Councilman Gutonski stated the contractor is the water and it is metered. Councilman Rapp stated, under President's Report, Mr. Rossey and Mayor Magnetta are in Harrisburg to receive the Governor's Award for Local Government Excellence, on behalf of Tarentum Borough. He stated April 4 through 7, Councilman Fox, Mr. Rossey, Mayor Magnetta and he attended the conference of the Allegheny League of Municipalities held at Seven Springs and received recognition as a banner community in Allegheny County. Tarentum was mentioned many times during the conference. He stated Mr. Rossey spoke regarding Tarentum's LED street lights which was well received. On April 20, this weekend, at Pittsburgh Mills Mall, near Dick's Sporting Goods Store, in the parking lot, there's going to be a hard to recycle free collection which will collect items such as TV's, stereo's, computers and sO on, from 9:00 a.m. to 1:00 p.m. There is a charge for batteries and fluorescent lights. He stated Mr. Rossey is working on a program with Waste Management to get items of this type picked up. On April 27, at 9:00 a.m., at the Train Station, a community tree planting will be held. On May 1, at Carnegie Mellon, 7:30 p.m., the students that did the project on vacant lots in the Borough will have suggestions on what can be done with those lots. He stated Barbara Bernard is going to retire from the Borough Office and the Borough needs to advertise for the position and to hire someone so that person can be trained Upon motion by Councilman Gutonski, seconded by Councilman Firko, RESOLVED, this Council agrees to advertise for the position held by Barbara Bernard in the Borough Office. All Council members present were in favor and the Councilman Rapp stated there is no Mayor's Report Councilman Rapp asked for a report from the Chief Vakulick stated there were 297 calls for service; 48 arrests; 102 citations issued; 5 accidents with 2 injuries; fines collected for the month $6,271.25; fines collected for the year $23,862.90; 47 parking tickets issued. Chief Vakulick stated, under public safety, he would like Council to approve the start of the process to hire another full-time police officer. Officer Hickenboth has resigned and has taken a job with the Monroeville Police Department. He stated he is in the process of getting the cost for upgrading the traffic lights in West Tarentum. He stated there are a couple different ways that can be discussed such as upgrading some of the better lights or putting LED inserts in them and continue to use the lights. He stated there is an issue at Grantham that you can't see the traffic light and it's the same way at Center A discussion was held regarding placing poles to extend out over the roads where needed; the type of poles, the costs of the poles, the weight of the lights for the poles; PennDOT requirements; and the company who would place the poles and resolution was adopted. since he is out of town. Councilman Rapp asked for a report from Administrative, Employee Relations, Finance Upon motion by Councilman Fox, seconded by Councilman Gutonski, RESOLVED, this Council approves the payment of the April 2013 bills. March 18 to April 15, 2013, there were 18 alarms; 224 man hours; 8 automatic fire alarms; 2 structure fires; 1 false call; 1 rescue; 1 smoke investigation Hazmat; 1 motor vehicle accident; 2 electrical and 2 mutual aid responses.
