MINUTES REGULAR COUNCIL MEETING MARCH 18, 2013 6:30 P.M. PAGE 1 100249 ASSEMBLY Council of the Borough of Tarentum met in regular session on Monday, March 18, 2013, with Councilman President Tim Rappi Councilman Vice- President Hugh Fox; Raymond Kerr; Councilman Eric Carter; Councilman Pete Varos; and Councilman Mike Gutonski. Also present were Mayor Carl Magnetta; Borough Manager William Rosseyi and Solicitor David Strellec. Councilman Firko was absent. RESOLUTION APPROVE MINUTES Upon motion by Councilman Varos, seconded by Councilman Fox, RESOLVED, this Council approves the Minutes of the Regular Council Meeting of February 18, 2013. All Council members present were in favor and the resolution was adopted. At this point in the meeting, Council invites AUDIENCE PARTICIPATION questions and comments from members of the audience. REMARKS: MR. BOWSER Mr. Bowser, West 8th Avenue, stated he sent a letter to Mr. Rossey and asked if any Councilmen have seen it. He stated he hasn't received any money to repair the damage done to his houses by Green Thumb Excavating hired by the Borough to Borough Manager Rossey stated a letter was received from Mr. Bowser's attorney, from the insurance company. The matter has been turned into the Borough's insurance company and the deductible was paid on Mr. Bowser's insurance. He stated the Borough was not obligated to pay the deductible to Mr. Bowser, but did anyway. He stated Green Thumb Excavating has not been paid and will not be paid until the Borough is satisfied that all work has been completed and damage done by them corrected. demolish houses. PAGE 2 100250 A lengthy discussion was held regarding the damage done to Mr. Bowser's houses, the costs for repairs, who is responsible for those repairs and the company who did the demolition in the Borough. Mr. Lovasik stated his niece and nephew moved into his property at 211 West 7th Avenue and are remodeling. Councilman Fox suggested a picture of what is to be placed in front of the house be brought in for the Borough Manager and Code Enforcement to see Councilman Rapp stated, under President's Comments, on February 20, Mr. Rossey and he met with Joe Greco in West Tarentum regarding ideas about signage in the industrial area. He stated on that date, also met with a representative from congressman Doyle's office who is setting up a satellite office next to the Mayor sO citizens can contact them with any concerns. On February 21, attended the Recreation Board meeting. He stated on February 22, Councilman Fox, the Mayor and he met with democratic candidates for the upcoming election in Harmarville. On February 28, attended the Tarentum business meeting. Councilman Rapp asked for a report from the Mayor Magnetta stated he had no incident report. He stated on February 17, he spoke at the Black History Month Program at the Historical Society. On February 22, attended a breakfast meeting at RIDC Park with Congressman Rothfus. He stated that evening he attended a major candidates rally in Harmarville. He stated on February 28, attended a meeting banquet at West Mifflin where he was elected and installed as Mayor At Large and a member of the Executive Board for the Allegheny County Mayors' Association. He stated he is very proud that Tarentum is featured in an article in a magazine that is distributed all what she is planning. Mayor. Tarentum is the only municipality in the United States that has one hundred percent LED lighting. He stated it is very gratifying that Tarentum is being recognized. He stated Mr. Rossey and he participated in a movie for GE being produced for a TV program. He stated Tarentum Borough is one of six municipalities to be awarded the Allegheny County Banner Award Community. He stated the award will be presented at the Allegheny League of Municipalities conference held in Harrisburg next month in which Mr. Rossey and he will attend to receive the award. He stated he is very honored to be the Mayor of Tarentum and it's an honor when everyone throughout the state recognizes Tarentum. REMARKS: COUNCILMAN RAPP REMARKS: BOROUGH MANAGER ROSSEY Councilman Rapp stated there is no police report. Councilman Rapp asked for a report from the Borough Manager Rossey stated he added two resolutions to the agenda for the 7th Avenue waterline replacement and the 4th Avenue Bridge replacement. He stated once he submits those applications, he asks Council to call the elected officials informing them l'arentum needs these projects and funding for them. He stated on Saturday, March 30, at 9:00 a.m., is the Easter egg hunt at the park and another Easter egg hunt will be held at 12:00 p.m., also at the park. The public is invited to both events. There were 19 fire alarms; 214 EMS calls; and total of Councilman Rapp asked for a report from Property Z Zoning, Library & Health Committee. 52 hours of training. Upon motion by Councilman Varos, seconded by Councilman Gutonski, RESOLVED, this Council agrees to purchase the property located at 114 West 7th Avenue, Lot & Block 1223-P-161 from Rosewood Property Management, LLC, for a price of $20,000.00. This money is from a DCED Grant. MINUTES REGULAR COUNCIL MEETING MARCH 18, 2013 6:30 P.M. PAGE 9 100257 REMARKS: BOROUGH MANAGER ROSSEY Borough Manager Rossey stated the Borough is getting trees for 6th Avenue and West 7th Avenue. Tree tenders are need. He stated Councilman Rapp and he are tree tenders, but more are needed to get more trees. The Public Works employees are signed up to become tree tenders. They will be attending a class in June to become certified tree tenders. He stated a dinner will be held Wednesday evening by the Tree Revitalization Organization and two of the volunteers will be attending with him to learn about the program. He stated next week a storm water seminar will be held in which a volunteer and he will be attending. He stated he appreciates these employees for stepping up to help the Borough. Councilman Fox stated two of his directors at his workplace who live about 40 miles away commented that the Borough's roads were the best roads during the wintertime. He stated he asked Mr. Rossey to let the street employees know that they are doing a good job keeping the streets clear of Mr. Bowser stated the streets in the Borough have always been taken care of when it snows. He stated West Tarentum needs some attention. Councilman Fox stated some good things will be happening in West Tarentum. He stated it takes Mr. Lovasik stated it's nice that Council is thinking about doing something with West Tarentum. He stated he would like to see some trees plant in West Tarentum.
