PAGE 1 T2VOOT ASSEMBLY Council of the Borough of Tarentum met in regular session on Monday, August 18, 2014, with Councilman President Tim Rapp; Councilman Vice- President Hugh Fox; Councilman Mike Gutonski; Councilman Eric Carter; Councilman Tim Firko; Councilman Pete Varos; and Councilman Raymond Kerr. LOVASIK Mr. Lovasik stated in today's paper, there is an article that Frazer, Winfield and Harrison Townships received awards. He asked whether Tarentum was given an award. ROSSEY REMARKS: COUNCILMAN GUTONSKI Borough Manager Rossey stated Tarentum was the first one to receive the award earlier this year. Ms. Rossey asked if there was a dollar limit for reimbursing a resident who takes care of a vacant Councilman Gutonski stated there is a certain amount that the Manager can approve without property next to their home. going through Council. MANGOL Mr. Mangol, 130 East 8th Avenue, stated he is having problems with the neighbors and the neighbors are placing their garbage cans with no lids on part of his property. Flies are everywhere around them. He stated he offered to give them lids for the garbage cans and they refused them. He stated he tried to move the cans away from his house and the neighbor threatened him. He stated he reported it to the police and nothing was done. He stated the neighbors are constantly calling his family names, swearing, screaming and yelling. Chief Vakulick stated a hearing is scheduled in front of the District Justice on September 11 and the matter will be taken care of then. A discussion was held regarding the issues with Mr. Eiseman, East 10th Avenue, stated there is a house that was sold on the 500 Block that is going to be turned into a Section 8 house and is concerned about devaluing his property. PAGE 3 100423 REMARKS: BOROUGH MANAGER ROSSEY Borough Manager Rossey stated the Planning Commission is holding a meeting at the end of the month and the owner is going to ask for a variance on that property. The owner would like to turn the house into a duplex and rent it out, but he didn't ask for Section 8. He stated there is an ordinance that will be followed. He stated a public hearing will be held before the next Council meeting to address the issue and the public can express their concerns. A discussion was held. REMARKS: COUNCILMAN RAPP Councilman Rapp stated, under President's Report, on July 29, Councilman Gutonski, Mr. Rossey and he took a tour of the water plant to see how the work being done there is progressing. On July 30, August 3 and August 6, attended and helped with the concerts in the park. He stated on July 31, Mr. Rossey and he met with representatives from Range Resources who is looking to drill for gas. He stated on August 7, Mr. Rossey and he walked over to Solicitor Clark's office and Councilman Rapp asked for a report from the Mayor Magnetta stated, under the Mayor's Report for July 2014, there were 481 calls for service which is a plus of 135 from 2013; actions necessary calls were 353 which is a plus 7 from 2013; no action necessary calls were 182; arrests 15 which is a minus 10 from 2013; citations issued 126 which is a plus 53 from 2013; total accidents 12 which is a minus 2 from 2013; accidents with injuries zero which is equal to 2013; fines collected $2,997.35 which is a minus of $1,366.30 from 2013; fines collected for year $24,540.94 which is a minus $20,017.83 from 2013; talked with him. PAGE 4 100424 parking tickets issued 11 which is a minus 41 Mayor Magnetta stated he would like to make a recommendation to Council that the Borough hire Shelly Williams who is presently a part time Police Department secretary. He stated according to his figures, there is money in the budget to cover the hiring. He stated Ms. Williams is doing a fantastic job and can also serve as a backup for the front desk in the Borough's office. He stated he is recommending the Borough pay Ms. Williams $15.00 per hour plus benefits. He stated this would be a nonunion position. A discussion was held regarding hiring nonunion as opposed to union and what effect the Union contract had on nonunion workers. The President of the Union indicated that the Union had no objections if the Borough hired Ms. Williams as a Councilman Rapp asked for a report from the Chief from 2013. nonunion employee. of Police. REMARKS: COUNCILMAN RAPP REMARKS: CHIEF VAKULICK REMARKS: COUNCILMAN RAPP REMARKS: BOROUGH MANAGER ROSSEY Chief Vakulick stated PennDOT will be milling and paving from 6:00 p.m. to 4:00 a.m. The milling will take place Thursday and Friday and paving Councilman Rapp asked for a report from the Saturday night. Borough Manager. Borough Manager Rossey stated the house at 200 West 12th Avenue the owner has been deceased for many years and the house is abandoned. PAGE 5 100425 contacted and one came to look at the property and to take the house down and clear the property it was estimated at $8,000. The house is completely covered with trees and brush which will be cleared along with the house. He stated he will get two more bids for demolition. He stated Councilman Rapp and he met with Range Resources regarding the KOZ property for drilling. A proposed contract was given to the Borough from a gas broker that is interested and indicating that the Borough can receive around $5,000 an acre, plus around 15% royalties. There is about 65 acres in that area. He stated a letter was received from EQT Gas who is interested in Riverview Park property and they're offering $2,500 an acre. EQT Gas indicated they would drill about a mile under the park. He stated this is an opportunity for the Borough. A discussion was held regarding the requests from Range Resources and EQT Gas and what funds the Borough would receive upfront and how funds would be received in the future. Also discussed how the drilling in the park would affect the park and what public opinion would be regarding the Borough Manager Rossey stated the money the Borough would receive from the drilling would help to pay for the hiring of another full time employee. He discussed the MMO with Council and how the costs have gone up. He stated when Council hires a full time employee with benefits, they become a part of the pension plan which has been hit hard the last couple of years due to three employees retiring at age 62 and two early retirements. He stated he is looking for ways to get money into the Borough to keep it solvent. He stated the new website is up and running. He stated he spoke with Mr. Rossey who gave his reasons why he feels Council doesn't need to hire a replacement. He stated instead of putting in three million gallon tanks, to put in a million point five gallon tanks which Borough Manager Rossey stated putting in smaller may save money. He thanked Summit Hose for helping at the concert last week due to some volunteers being away.
