REMARKS: ATTORNEY REGOLI Attorney Regoli stated he was the solicitor for Tarentum Borough for the last seven months or sO after the passing of Solicitor Strellec and is tendering his resignation due to his appointment as a judge in Westmoreland County. He stated he personally wanted to come to the meeting to thank each and every Council member and citizens of the Borough for giving him the opportunity to serve Councilman Rapp stated, under President's Comments, stated in the last month he attended the Recreation Board meeting and concert in the park last week which had a good crowd and did a walk around with Mr. Rossey and the architect for Councilman Rapp asked for a report from the the Borough of Tarentum. PAGE 2 100410 REMARKS: MAYOR MAGNETTA Mayor Magnetta stated for the month of June 2014, there were 479 calls for service which is a plus of 66 from 2013; action necessary 355; no action necessary 124; 19 arrests which is a minus 31 from 2013; 118 citations issued which is a plus 6 from 2013; total accidents 9 which is equal to 2013, accidents with injuries none which is a minus 1 from 2013; fines collected $3,672.22 Which is a minus $331.58 from 2013; fines collected for year $21,543.59 which is a minus $16,847.51 from 2013; parking tickets issued 10 Mayor Magnetta stated for the past month on June 14, he spoke at the Elks for a Flag Day program. On July 2, worked the concert at the park. On July 3, worked the fireworks event for Summit Hose. On July 5, performed a wedding at the gazebo and no fees were accepted. On July 10, attended the Allegheny County Mayor Association dinner meeting in Harmar Township. He stated he attended the Recreation Board meeting and worked at the concert in the park last Wednesday. Councilman Rapp asked for a report from the Chief which is a minus 41 from 2013. REMARKS: COUNCILMAN RAPP REMARKS: CHIEF VAKULICK of Police. Chief Vakulick stated the cameras have been installed in four police cars which include audio and video. He stated funding for the cameras was through a grant from the Department of Agriculture Rural Development Community Councilman Rapp asked for a report from the Facilities. PAGE 3 100411 REMARKS: BOROUGH MANAGER ROSSEY Borough Manager Rossey stated as of this afternoon, a sinkhole developed on East gth Avenue and it's being worked on now. He stated it looks like a sewer line collapsed and there's a water break also. He stated a grant from the County for $500,000 has been received to repair the Fourth Street Bridge. He stated the total amount to repair the bridge will be $1.2 million dollars. He stated an application has been submitted to PennDOT for a grant and he is waiting to hear if the Borough will receive any grant money from them. He stated letters have been sent to all elected officials asking them for their help in pushing for grant funds for the bridge repair. He stated $700,000 is needed in A discussion was held regarding what the Borough would do if it doesn't receive further grant money and how the bridge would be funded by the Borough Manager Rossey reminded everyone to sign the sign-in sheet that is on the table, by the door, sO there is a record of who attends the meetings. He stated Ms. Landa is here and would like to thank her personally for the work she does on the gardens for Streetscape. He stated she also walks through the town and the park and helps keep it clean by pulling weeds and picking Councilman Rapp asked for a report from Administrative, Employee Relations, Finance Upon motion by Councilman Gutonski, seconded by Councilman Kerr, RESOLVED, this Council approves grant money to repair the bridge. Upon motion by Councilman Gutonski, seconded by Councilman Kerr, RESOLVED, this Council passes Resolution 14-12, opposing the expansion of federal control under the Clean Water Act. All Council members present were in favor and the Councilman Gutonski stated he spoke with the foreman at the Water Plant and he was informed that an employee there is going to be retiring in August and the foreman feels that there is a need to hire someone to replace him. He stated he would like Council to think about hiring someone to replace the retiring employee. He stated Mr. Bowser comes to the meetings every month and he has an issue with this bill from Busy Beaver, $181.72. There is a lot that a tenant has Cleaned up and bought materials from Busy Beaver to make the lot look nice and continues to resolution was adopted. Upon motion by Councilman Firko, seconded by Councilman Kerr, RESOLVED, this Council adopts the 2012 International Fire Code, as written by the International Code Council, addressing conditions hazardous to life and property from fire, explosion, handling or use of hazardous materials and the use and occupancy of buildings and premises within Tarentum Borough. All Council members present were in favor and the Councilman Firko stated there was a lot of questions regarding what people are allowed to do when it comes to open burning. He stated fire pits are becoming widely popular throughout the region and asked the code enforcement officer to resolution was adopted. REMARKS: COUNCILMAN FIRKO REMARKS: COUNCILMAN RAPP RESOLUTION ADVERTISE PUBLIC AUCTION Upon motion by Councilman Kerr, seconded by Councilman Varos, RESOLVED, this Council agrees to advertise for Public Auction the sale of the Borough owned property identified as Block & Lot 1223-M-315 (Building at 101 Station Drive commonly known as the Tarentum Station Restaurant). REMARKS: BOROUGH MANAGER ROSSEY Borough Manager Rossey stated the Borough isn't in the business to be a landlord and the matter has been discussed and it has nothing to do with the business at Tarentum Station, the business isn't closing. The Borough is selling the building to get out of the landlord business and the responsibility for maintaining the building and paying insurance on the building. He stated the funds received from the sale will be used to buy a backhoe since the Borough's backhoe is 16 years old and a small excavator to be used for water breaks and different repairs within the Borough. Currently it reads not to exceed forty-two feet (42') in width and fourteen feet Borough Manager Rossey stated Mr. Grim who would like to put a billboard on his property along Route 28 made a miscalculation regarding the size of the billboard and asked if Council could amend the ordinance sO his billboard would be in compliance with the ordinance. PAGE 9 REMARKS: COUNCILMAN FOX Councilman Fox stated the concert in the park that was held last week had a good turnout and another concert will be held at the end of the month. The concert that was rained out will be held on the 20th of this month. He stated the blanket that was discussed that represents the Borough of Tarentum has been received and will be on display at the Borough building for anyone who wishes to order one. The cost of the blanket will be $35.00. He stated the Recreation Board members do a fantastic job and do everything for free. Any money made from the Snack Shack is put back into the fund. Councilman Rapp asked for a report from Redevelopment & Revitalization Committee. Borough Manager Rossey stated he had no report. Mr. Lovasik, West Tarentum, stated he notified code entorcement regarding property at 209 Conroy Way, a double house, and the West 6th Avenue double house. The building is in deterioration that it has to be looked at. The building is owned by someone who works for Nick's Chevrolet. He stated the owner stated he was going to occupy the structure and it's still in disarray. He stated rodents are around the building, the grass is very high and there's garbage all around it. He stated he's bringing it to Council's attention sO that the property gets taken care of. Mr. Mangol stated the property at 132 East gth Avenue owned by Bill Woods, his mother passed away ten years ago and he is not keeping up with the property. He stated the last two years he had to call the Borough to have them come up and cut the grass. He stated this year he has cut the grass himself. The house has been broken into and the copper was stolen out of it, the roof leaks, ceilings have caved in and the property can't be sold in such a condition. He stated the house needs torn down.
