MINUTES REGULAR COUNCIL MEETING JUNE 16, 2014 6:30 P.M. PAGE 1 100400 ASSEMBLY Council of the Borough of Tarentum met in regular session on Monday, June 16, 2014, with Councilman President Tim Rapp; Councilman Vice-President Hugh Fox; Councilman Mike Gutonski; Councilman Eric Carter; Councilman Pete Varos; and Councilman Raymond Kerr. Also present were Mayor Carl Magnetta; Borough Manager William Rossey; Solicitor David Regoli; and Police Chief Vakulick. Councilman Firko was absent. RESOLUTION APPROVE MINUTES Upon motion by Councilman Varos, seconded by Councilman Kerr, RESOLVED, this Council approves the Minutes of the Regular Council All Council members present were in favor and the At this point in the meeting, Council invites Meeting of May 19, 2014. resolution was adopted. MILLER Mr. Miller, 712 Laurel Lane, stated his residence borders Tarentum and his neighbor across the alley at 711 East gth Avenue has extremely large trees that are overhanging onto his house. Code Enforcement was to send this neighbor a letter requesting that he take care of the overhanging trees. He stated the neighbor feels that the trees are the Borough's responsibility because they're outside his fence and the Borough is stating the trees are on his property. Borough Manager Rossey stated if the trees are on Mr. Miller's property, Mr. Miller has a right to trim the trees back from his property, provided that no damage is done to damage the trees. A discussion was held regarding the large trees and what can be done to remedy the problem. REMARKS: BOROUGH MANAGER ROSSEY 100401 MINUTES REGULAR COUNCIL MEETING JUNE 16, 2014 6:30 P.M. PAGE 2 REMARKS: MR. LOVASIK Mr. Lovasik congratulated Mr. Rossey on his marriage. He stated he is still trying to get Conroy Way paved and the cars off the alley. The cars are gone, with the exception of the 200 Block. He stated he met the landlord from New York City and spoke with him about getting the cars off the alley and making parking in the yards. The landlord stated it would be nice, but it's too expensive for him to do and the liability was too high. He stated maybe Council can get together with the landlord and see if Councilman Rapp stated, under President's Report, Councilman Rapp asked for a report from the Mayor Magnetta stated, under the Mayor's Report for May 2014, there were 465 calls for service which is a plus of 43 from 2013; actions necessary calls were 334 which is a plus 12 from 2013; no action necessary calls were 131; arrests 25 which is a plus 7 from 2013; citations issued 143 which is a plus 22 from 2013; total accidents 9 which is a minus 5 from 2013; accidents with injuries zero which is equal to 2013; fines collected $2,415.21 which is a minus of $2,011.41 from 2013; fines collected for year $17,871.37 which is a minus $14,432.60 from 2013; parking tickets issued 38 which is a plus 5 from 2013. Mayor Magnetta stated on May 25, he spoke to the Brackenridge Legion, Tarentum VFW Memorial Day ceremony. On June 5, attended the Allegheny County Mayor Association Executive Board meeting. He stated he attended the Recreation Board meeting and on June 4, spoke at the Tarentum Elks Flag Day ceremony. He stated this afternoon he anything can be done. Councilman Rapp asked for a report from the Chief REMARKS: COUNCILMAN RAPP REMARKS: CHIEF VAKULICK REMARKS: COUNCILMAN RAPP REMARKS: BOROUGH MANAGER ROSSEY of Police. Chief Vakulick stated he had no report. Councilman Rapp asked for a report from the Borough Manager. Borough Manager Rossey stated the Borough received one hundred fifty thousand dollars CDBG money for Streetscape. He stated because Council has done sO much in the Borough and able to show a very positive cooperation in the Borough, the County asked if the Borough could spend another five hundred thousand dollars in the Borough. He stated the County is giving this money for work on the downtown and part of that money is going to be earmarked to bring the antique steam locomotive from McKees Rocks into Tarentum for display. He stated a pavilion can be made to display the locomotive and have it as a destination tourist attraction in the Borough. He stated NortOlk-Southern Railroad is behind the idea of displaying the locomotive and preserving history of the railroad. He stated the money can also be used to pave the Train Station parking lot and to widen 5th Avenue from Corbet Street to Lock Street. He stated the railroad is also receptive to the Borough taking ten to twelve feet of their right-of-way along the tracks and widening that road for diagonal parking the whole way down which would be additional parking spots and widen the road to make it easier to drive 00403 MINUTES REGULAR COUNCIL MEETING JUNE 16, 2014 6:30 P.M. Solicitor Regoli stated the subdivision has been recorded. The deed has been given to Mr. Rossey for the Parking Authority to transfer the Station and the parking lot. Councilman Gutonski stated the report for Eureka Hose Company for May 2014, 27 fire calls resulting in 94 personnel hours; 215 EMS calls resulting in 996 personnel hours with a total of 69 hours for training. The report for Highland Hose for the month of May 2014, 9 fire calls; 133 man hours; and 126 man hours for retraining. Councilman Rapp asked for a report from Property 2 Zoning, Library & Health Committee. Councilman Varos stated he had no report. REMARKS: COUNCILMAN RAPP REMARKS: COUNCILMAN VAROS REMARKS: COUNCILMAN RAPP RESOLUTION GRANT PERMISSION Councilman Rapp asked for a report from Streets & Sanitary Sewers Committee. Upon motion by Councilman Carter, seconded by Councilman Gutonski, RESOLVED, this Council grants Jamie Bombalski permission to hold a block party on Sunday, June 28, 2014, from 12:00 noon to 9:00 p.m., and to close Ormond Street from East 8th Avenue to East gth Avenue during this time. Please note the street will be accessible for emergency vehicles at all times. All Council members present were in favor and the Councilman Carter stated he is not prepared to make the motion for the Paving Contract for the Train Station parking lot. He stated the money that comes to pave that lot should be used to pave other streets in the Borough that need resolution was adopted. REMARKS: COUNCILMAN CARTER MINUTES REGULAR COUNCIL MEETING JUNE 16, 2014 6:30 P.M. PAGE 6 paved. 100405 REMARKS: COUNCILMAN GUTONSKI Councilman Gutonski stated he looked at the list of streets given to Council to be paved and he personally feels that it's not Council's responsibility to pick the streets to be paved. He stated it's the Borough Manager's responsiDllity to pick the streets to be paved and Council's decision to agree with the list or not to agree. He stated the Borough Manager picked the streets to be paved and half of those streets don't need to be paved. He stated the streets that are in dire need of repaving aren't on the list. He stated he doesn't feel the effort has been put into the streets that need paved. He asked why the bid was given to Ron Gillette for paving when he created sO many problems in this Borough with the building he's suppose to be tearing down and leaving a pile of rubble and what he did with the Streetscape making many residents of the Borough upset. A discussion was held regarding the streets and why they were chosen to be repaved, the streets that are in most need of repaving, making a new list of streets to be repaved and why the parking lots are included in the repaving. A discussion was also held regarding Ron Gillette. It was noted that his bid was the lowest bid. Upon motion by Councilman Rapp, seconded by the 2014 Paving Contract to Ron Gillette, Inc., Upon roll call, the resolution was adopted with four (4) affirmative votes and two (2) negative votes. Councilman Carter and Councilman Gutonski RESOLUTION CONTRACT AWARD PAVING Councilman Kerr, RESOLVED, this Council awards at a bid price of $165,191.25. voting no. PAGE 7 100406 RESOLUTION AWARD PROJECT Upon motion by Councilman Carter, seconded by Councilman Kerr, RESOLVED, this Council awards the Handicap Ramp Project to Joe Palmieri Construction, at a bid price of $28,635.00. Upon roll call, the resolution was adopted with five (5) affirmative votes and one (1) negative vote. Councilman Gutonski voting no. Councilman Rapp asked for a report from Parks & REMARKS: COUNCILMAN RAPP REMARKS: COUNCILMAN FOX Recreation Committee. Councilman Fox stated the first concert in the park was rained out and the second one is scheduled for June 25th. He stated the Recreation Board is really busy this year with a lot of new ideas. There is going to be Story Time in the Park where stories will be read to the children on June 30th and July 28th, between 12:45 p.m. and 1:45 p.m. Crafts in the Park will be held beginning June 13th for six weeks. He stated a friend of his gave him a woven blanket of his town in Tennessee which shows different areas of his town. He stated the Recreation Board contacted the blanket maker to see if it could be done for Tarentum. He stated photos were taken of certain places and landmarks of the Borough to be sent to the blanket maker. The Recreation Board will have a blanket made and if the Board agrees, would sell the blankets as a fundraiser for the Recreation Board. He stated the Recreation Board has also started working on the Councilman Rapp asked for a report from AVN/COG Christmas parade. Committee. REMARKS: COUNCILMAN RAPP MINUTES REGULAR JUNE 16, 2014 6:30 P.M. PAGE 8 KLO47 COUNCIL MEETING REMARKS: COUNCILMAN FOX Councilman Fox stated a meeting is scheduled. He stated at the last meeting, a discussion was held with the other municipalities that are in the local COG the idea of purchasing equipment to share between municipalities. The COG can apply Councilman Rapp asked for a report from KOZ for grants for this purpose. Councilman Rapp asked for a report from Redevelopment & Revitalization Committee. Councilman Kerr stated he had no report. Mr. Bowser, 314 East 8th Avenue, stated the grass cutting on the property of 316 was a nice job. He stated the property owner spent his own money $181.00 to make that property look nice that the Borough told him they were going to get topsoil put on it and grass planted over a year and a half ago and never did. He stated this man should be reimbursed his money since the Borough didn't hold up to their end of the deal. He commended Councilman Gutonski on speaking up about what streets need to be paved and speaking up against Ron Gillette getting the bid for the paving. He stated Ron Gillette causes a lot of problems for Tarentum and Council is giving him more money. He stated Council should start taking care of the citizens of Tarentum. LANDA Ms. Landa, East 6th Avenue, stated some of the gates are opened to the docks and asked if they could be locked to keep children from going down to the river. She stated it's a safety issue. Borough Manager Rossey stated they are all rented and it's up to the dock owner to secure the gates. He stated he will send the dock owners a letter regarding the issue.
