MINUTES REGULAR COUNCIL MEETING MAY 19, 2014 6:30 P.M. PAGE 1 06800T ASSEMBLY Council of the Borough of Tarentum met in regular session on Monday, May 19, 2014, with Councilman President Tim Rappi Councilman Vice-President Hugh Fox; Councilman Eric Carter; Councilman Mike Gutonski; Councilman Raymond Kerr; and Councilman Tim Firko. Also present were Mayor Carl Magnettai Borough Manager William Rosseyi Solicitor David Regoli; and Chief William Vakulick. Councilman Varos was absent. RESOLUTION APPROVE MINUTES Upon motion by Councilman Gutonski, seconded by Councilman Fox, RESOLVED, this Council approves the Minutes of the Regular Council All Council members present were in favor and the Councilman Rapp stated a presentation will be given by Colin Diehl of the MRB Group regarding the mapping of the Borough's infrastructure. Manager, a representative of the MRB Group, an engineering, architecture, surveying firm out of Rochester, New York, regarding the GID Mobile and Web Application Contiguration for the Borough's electric infrastructure. This would provide the Borough with a more efficient means for emergency situations and fiscal responsiDil1ty in terms of mapping and managing structures. Mr. Diehl noted that it is a Cloud based mobile application system where everything is updated to the Borough's software which allows for real time mapping updating. A proposal was given to Council for their review, as well as a prochure with additional information. A discussion Meeting of April 21, 2014. resolution was adopted. PAGE 2 REGULAR COUNCIL MEETING : AUDIENCE At this point in the meeting, Council invites PARTICIPATION questions and comments from members of the audience. REMARKS: MR. LOVASIK Mr. Lovasik, West Tarentum, stated he again for the sixth time is asking Council to see what they can do about paving Conroy Way. He stated again he wants to bring up the drug problem in West Tarentum. The house at 217 has been raided twice and the residents were told to get a petition together with 30 signatures and the residents might be able to do something about the situation there. The police have been to that address three times in the past three weeks. He stated it seems that every week somebody else is moving in that building. He asked if anything could be done with that building to keep the drugs from Chief Vakulick stated the drug problem is being being sold there. REMARKS: CHIEF VAKULICK REMARKS: BOROUGH MANAGER ROSSEY REMARKS: COUNCILMAN RAPP addressed as fast as possible. A discussion was held. Borough Manager Rossey stated Conroy Way is on the list for paving this year. Councilman Rapp stated, under President's Comments, stated there was an article in the paper that Tarentum got a bronze certification From Sustainable Community Essentials. The only community in the Alle-Kiski Valley that got it. Tarentum received the award for good government practices and policies by helping to save money, reserving energy resources and bringing efficiency to Tarentum's operations. PAGE 3 100392 reminded everyone to remember to vote on election Councilman Rapp asked for a report from the Mayor Magnetta stated for the month of April 2014, there were 499 calls for service which is a plus of 155 from 2013; action necessary 332 which is a minus 8 from 2013; no action necessary 167; 30 arrests which is a plus 14 from 2013; 153 citations issued which is a plus 36 from 2013; total accidents 12 which is a minus 3 from 2013, accidents with injuries none which is a minus 2 from 2013; fines collected $3,288.14 which is a minus $3,236.41 from 2013; fines collected for year $15,456.16 which is a minus $14,931.34 from 2013; parking tickets issued 37 which is a minus Mayor Magnetta stated on May 1st, he spoke at the park for National Day of Prayer. On May gth, attended the Allegheny County Boroughs' Association Dinner meeting. On May 14th worked at the T'arentum Recreation Board's Senior Bingo which was a huge success. On May 17th, attended meeting at Central Presbyterian Church with Pittsburgh History and Landmark Association representative regarding the church's window project. He stated it is amazing what this church is doing with a small congregation. He stated on Sunday, he will be speaking at the VFW Brackenridge Memorial Day Service. The parade will begin at 1:00 p.m. He stated organizations in Pennsylvania are backing the use of radar guns by local police. The bill is being sponsored by our state senator. PAGE 4 100393 REMARKS: COUNCILMAN RAPP REMARKS: CHIEF VAKULICK Councilman Rapp asked for a report from the Chief of Police. Chief Vakulick stated the Borough Manager and he attended the Allegheny County Emergency Management meeting in February regarding the County 911 upgrading of the dispatch center. He stated discussion was held regarding the monies Emergency Management is going to put into Tarentum's system that they're using. He stated before Emergency Management puts the money into the system, they would like ownership of Tarentum's license and equipment. He stated Emergency Management has been paying the maintenance and taking care of it since 2008. A discussion was held. RESOLUTION TRANSFER LICENSE Upon motion by Councilman Firko, seconded by Councilman Fox, RESOLVED, this Council agrees to transfer the licenses to trequencies 4601625 and 4652875 to Allegheny County Emergency Management. All Council members present were in favor and the Chief Vakulick stated the Police Department applied for a grant through the Department of Agriculture under the Community Facilities Program for in-car cameras. The project cost is $29,915.00. The grant will cover $22,400.00 and the Borough's responsibility is $7,515.00. He also referred back to the conversation that he had with the Borough Manager in February to make sure we had the funds for our portion of this grant. Under the grant we are required to open a separate checking account and have it under Tarentum Borough Equipment Account. He stated he would meet with a representative from the Department of Agriculture, the Borough Manager on resolution was adopted. PAGE 5 100394 Thursday, May 22, 2014, at 10:00 a.m., to go over Councilman Rapp asked for a report from the the final paperwork. Borough Manager. REMARKS: COUNCILMAN RAPP REMARKS: BOROUGH MANAGER ROSSEY Borough Manager Rossey stated Nortolk-Southern Railroad made repairs over the weekend to the Grantham Street crossing at the lower end. The railroad is to come back and repair Corbet Street crossing as well. He stated the paving is out for bid and will be ready for next meeting. He stated the filters and drag units are being replaced at the Water Plant. The next step will be the relocation of the water tanks. He stated alternative sites have been investigated and the site that seems to be the best alternative would be the Sebak property at the top of West 12th. It is flat and would work to build new tanks. A small booster would need to be built to service about a dozen residents sitting above the property. He stated he spoke with Mr. Sebak and he has agreed to let the Borough on the property to do core drilling to sample the ground to make sure it's stable enough to hold the water tanks. Mr. Sebak is also willing to negotiate for the Councilman Rapp asked for a report from the property. Solicitor. Borough Manager Rossey stated this will allow for the real estate taxes for the Borough to be put into the computer and also be able to do the school taxes. Councilman Rapp asked for a report from the Electric Committee. Upon motion by Councilman Kerr, seconded by Councilman Carter, RESOLVED, this Council accepts the proposal from MRB Group for the GIS Mobile and Web Application Configuration for the Electric Utilities Intrastructure in the Borough, Councilman Firko stated he would like to have assurances for the next three years that the system doesn't go obsolete and would like it in writing which would protect the Borough's assets. PAGE 8 100397 RESOLUTION 14-10 Upon motion by Councilman Firko, seconded by Councilman Kerr, RESOLVED, this Council passes Resolution 14-10, supporting Senate Bill 1340 and House Bill 1272 enabling all municipal police to use the same motor vehicle speed-timing equipment All Council members present were in favor and the Councilman Firko stated Highland Hose Company report for April 2014, there were 9 fire calls representing 577.98 man hours and 3 training sessions representing 110 man hours. Eureka Fire and Rescue report for April 2014, there were 27 fire calls representing 121 personnel hours and 218 EMS calls representing 873 personnel hours. Summit Hose Company report for the month of April 2014, there were 7 total calls representing 184 man hours and total details other than fires are Councilman Firko stated this week is EMS week. Upon motion by Councilman Fox, seconded by Councilman Kerr, RESOLVED, this Council grants the Rams Youth Football organization permission to use Dreshar Stadium on Sunday, June 22, 2014, from 12:00 noon to 6:00 p.m., to hold a picnic. All Council members present were in favor and the Councilman Fox stated the Recreation Board held a bingo at Dalton's Edge last week, with 80 to 85 people attending. Dinner was served along with prizes to the winners. He stated the concert series have been announced.
