PAGE 1 100376 ASSEMBLY Council of the Borough of Tarentum met in regular session on Monday, April 21, 2014, with Councilman President Tim Rapp; Councilman Vice- President Hugh Fox; Councilman Tim Firko; Councilman Mike Gutonski; Councilman Pete Varos; and Councilman Raymond Kerr. Also present were Mayor Carl Magnetta; Borough Manager William Rossey; and Officer Matt Kaminski. SPEAR Ms. Spear, representing Penn State New Kensington, stated Penn State is starting a new town initiative this year and would like Council's permission to hang two banners in the Borough, for the month of May, to recognize and congratulate Penn State graduates. She stated over a hundred students come from the Tarentum area. She stated Penn State would prefer the banners be hung across the road and will need assistance to hang the banners and take them down. LANDA Councilman Gutonski stated that Penn State work together with the Public Works Department and Chief of Police in deciding where to hang the banners and that the banners are hung properly. Ms. Landa, East 6th Avenue, stated the names of the graduates could be placed on the bulletin Board that's on the front of the Borough Ms. Backo stated her father had a meat market and a home on West 7th Avenue. She stated she was suppose to be paid $5,000 for three rooms of bedroom furniture and other items. Borough Manager Rossey stated Attorney Strellec, who has passed away, worked with Ms. Backo's attorney, Mr. Krzton, regarding the matter. The property has many heirs and an estate was never set up. He stated Attorney Krzton was working with Ms. Backo to get her a power of attorney to sign the papers because the deed had never been transferred to the Borough and that's where the money Ms. Backo is referring to was to come from. Attorney Strellec was talking to Attorney Krzton regarding a little compensation for that property. He stated the Borough's attorney, Mr. Regoli, will contact Attorney Krzton and see if anything has been done regarding the estate. building. REMARKS: MS. RUPERT Ms. Rupert, East 3rd Avenue, stated she would like to put gravel by the electric substation sO she can park a car there. PAGE 3 100328 REMARKS: BOROUGH MANAGER ROSSEY Borough Manager Rossey stated the electric substation belongs to West Penn Power. He stated the property is in Brackenridge. He stated he will contact West Penn Power and see if anything can be done. A discussion was held. REMARKS: MS. RUPERT Ms. Rupert stated there is a white house that people were living in and then abandoned and there's food on the counter and it's a mess. She stated she's trying to fix her house and then you Councilman Fox stated he would look into the matter and see what can be done to rectify the Councilman Rapp stated, under President's Report, on March 18, Mr. Rossey, Mr. James and he had a meeting to discuss the Bull Creek Project. On March 19, a meeting was held with representatives from Brackenridge and Harrison Township to talk about the bike trail that the county wants to put in from Pittsburgh up to Erie. On March 20, a meeting was held with the Borough's new electrical contractors and discussed their services and what the Borough would like them to do. He stated Mayor Magnetta, Mr. Rossey and he met with PennDOT officials regarding an agility agreement to help each other out. He stated on April 2, Mr. Rossey and he attended the ceremony at the City County Building in Pittsburgh to accept the Borough's Banner Community Award from the county executive, for the second year in a row. He stated on April 3, he attended the Tarentum Business Community meeting. Councilman Rapp asked for a report from the have houses that are abandoned. PAGE 4 100379 REMARKS: MAYOR MAGNETTA Mayor Magnetta stated, under the Mayor's Report for March 2014, there were 482 calls for service which is a plus of 185 from 2013; actions necessary calls were 317 which is a plus 20 from 2013; no action necessary calls were 175; arrests 21 which is a minus 27 from 2013; citations issued 173 which is a plus 71 from 2013; total accidents 8 which is a plus 3 from 2013; accidents with injuries zero which is a minus 2 from 2013; fines collected $6,538.53 which is a plus $267.28 from 2013; fines collected for year $12,168.02 which is a minus $11,694.88 from 2013; Councilman Rapp asked for a report from the Chief parking tickets issued 10. REMARKS: COUNCILMAN RAPP REMARKS: OFFICER KAMINSKI REMARKS: COUNCILMAN RAPP REMARKS: BOROUGH MANAGER ROSSEY of Police. Officer Kaminski stated he had no report. Councilman Rapp asked for a report from the Borough Manager. Borough Manager Rossey stated the tax collector and he met with a representative of Logitech regarding a tax office program. He stated he contacted the school district to see if they may be interested in splitting the costs for the program. The tax collector will be collecting school district taxes also. The software costs $699.00. A new computer would be needed. Maintenance cost for the software is $1,200.00. The initial investment would be $3,200.00. This program will allow the Borough to print its own tax bills. Currently, the school district prints the Borough's tax bills. He stated the Allegheny County Borough Membership dinner is May 8. He stated anyone wishing to attend, let him know sO reservations can be made. He stated the subdivision of the Train Station Parking Lot is completed on behalf of the Borough. The plans were submitted to Allegheny County Planning Division which requires a public hearing on the matter which will be held May 6, at the Borough building, 11:00 a.m. He stated the Borough's electric provider is coming to the Borough Thursday morning to discuss the possibility of building the Borough's own generation plant. He stated they also want to help the Borough with the Marcellus Shale industry and gas wells and the Borough selling its own electric which could benefit the Borough. A discussion was held. Borough Manager Rossey stated the Borough received $150,000 CDBG money for Streetscape. A meeting will be held tomorrow morning to discuss where the money can be used. He stated $20,000 was received for the park to install the 20 decorative streetlights the Borough received two years ago through a grant. He stated with what the Borough received, the Allegheny County Economic Development Department along with the county executive would like to hold a ceremony this summer in the Borough and highlight what can be done when a community works together and they work with the community. The County would like to recognize Tarentum for its participation in the Streetscape and Allegheny Together Program. He stated Mr. Sebak owns the property and it's level. It would require a small booster to feed those few houses that sit above the tank. He stated there are three employees for the Street Department and the Borough needs to find money to hire another employee. He stated with all the work the Street Department is going to be doing with the grant monies received for different projects, another person is needed in that department. Borough Manager Rossey stated there's one property on Coe Street. The language used in the resolution is sent by the county for the vacant property program. He stated the neighbor next to the empty lot is buying the property. A discussion was held. Councilman Gutonski asked what the resolution is. REMARKS: COUNCILMAN GUTONSKI REMARKS: BOROUGH MANAGER ROSSEY Borough Manager Rossey stated the Borough has a summer and a winter maintenance agreement with PennDOT. The Borough cuts the grass, salts the roads which PennDOT pays the Borough to do. The agility agreement is when the Borough needs something done and doesn't have the proper equipment or filling potholes if they're in the area and PennDOT will help with that work and in exchange, the Borough will do extra things for PennDOT on a road such as street sweeping. A discussion was held regarding the exchange of services between PennDOT and the Borough and the savings to the Borough through the agreement. He stated he wrote a letter to the editor of the Valley News Dispatch regarding the 200 Block of Conroy Way to have it repaved. He stated part of the alley Borough Manager Rossey stated Conroy Way is on the list to be paved. He stated the catch basin is being rebuilt and a plate was placed over it Mr. Lovasik stated the blocks on Conroy Way have parking spaces and asked if Council can block dropped and fell down.
