Also present was David Regoli, Esq., Solicitor for the Parking Authority. Chairman Davidek asked for citizens comments. CHAIRMAN DAVIDEK There were no comments. Chairman Davidek asked for a motion to approve Upon motion by Councilman Kerr, seconded by Councilman Rapp, RESOLVED, this Board approves Resolution No. 1 of 2014, accepting and approving the proposed subdivision plan dated December 11, 2013 by Alpha Engineering Company and labeled as Drawing Number B-15260 of the Tarentum Station Mayor Magnetta stated a gentleman called him regarding this process and he wanted to clarify and answer his question. He stated the gentleman stated that the solicitor found a loophole that this property could be sold to an individual without a bidding process. PAGE 1 100366 ASSEMBLY Council of the Borough of Tarentum met in regular session on Monday, March 17, 2014, with Councilman President Tim Rappi Councilman Vice- President Hugh Fox; Councilman Eric Carter; Councilman Mike Gutonski; Councilman Raymond Kerr; and Councilman Pete Varos. Also present were Mayor Carl Magnetta; Borough Manager William Rossey; Solicitor David Regoli; and Chief William Vakulick. Councilman Firko was absent. RESOLUTION APPROVE MINUTES Upon motion by Councilman Gutonski, seconded by Councilman Fox, RESOLVED, this Council approves the Minutes of the Regular Council Meeting of February 17, 2014. LANDA Ms. Landa, East 6th Avenue, stated there was a controversy over the water spray in the park and a meter was to be put in to monitor the actual usage of the water and asked if that matter was Borough Manager Rossey stated the controversy was with the Sewage Authority bill and it was resolved and a meter has been put in for the monitoring of the water usage for the spray in Ms. Pollick, East Tarentum, stated the alley where she lives has a lot of potholes and the concrete is breaking away from some of them and needs to be repaired or resurfaced and the street in front of the house also needs resurfaced. resolved. He stated Public Works Department can look at it and see what can be done to help resolve the problems. Mr. Paleroni stated last month for two days the electricity went out for three or four hours and last week it was out again for five hours. The outages are taking place every other month and Councilman Kerr stated the problem is a cutout on a pole on 6th Avenue. Mr. Murtland, Freeport, stated he heads the Prospect Cemetery in Brackenridge and the cemetery is falling on hard financial times and is looking for help with the maintenance of the cemetery, such as for grass cutting. He asked Council to consider having the Borough help with this type of maintenance. PAGE 3 .00368 REMARKS: COUNCILMAN RAPP Councilman Rapp stated, under President's Comments, on February 19, Borough Manager, Mayor, Councilman Fox and he attended a political kickoff in Harmarville. On February 20, Borough Manager and he met with local business owner and developer to discuss ideas for Tarentum. He stated the evening of February 20, he met with a group of young people who read Tarentum's Comprehensive Plan on the internet and are looking for properties in the downtown area. On February 22, presented a certificate of recognition of Eagle Scout to Dakota Jones. He stated also there was Melvin Peck who has been a scout leader for 17 years and during those years, there have been 13 Eagle Scouts. On February 24, attended the Brackenridge Improvement Group meeting who would like to do something in the park. On February 25, attended a landscape meeting for 366 corridor, by Grandview School, with representatives from PennDOT and a few business people from Tarentum regarding what plantings can be placed there. He stated on March 5, he passed out some business licenses in the Borough. Mayor Magnetta stated the no action necessary means calls that are taken by the police and no arrests were made, but the problems were solved. He stated this shows that the police are doing a great job and taking a lot of calls. Chief Vakulick stated these are calls that come from County 911. The Police Department is sent a printout of the calls for the month and indicates how much time is spent on each call. RANKIN Borough Manager Rossey stated the building will be torn down and the dirt is stacked to stabilize the wall to tear the building down Mr. Rankin, Central Presbyterian Church, stated the church will be 125 years old this year and celebrating 100th anniversary of its construction and receiving a grant from the History and Landmark Foundation to begin restoration of the stained glass windows. The process calls for complete removal of the windows from the building and may take eight to ten years to complete.
