PAGE 1 100356 ASSEMBLY Council of the Borough of Tarentum met in regular session on Monday, February 17, 2014, with Councilman President Tim Rapp; Councilman Vice- President Hugh Fox; Councilman Tim Firko; Councilman Mike Gutonski; Councilman Eric Carter; and Councilman Raymond Kerr. REMARKS: MR. BOWSER Mr. Bowser, West 8th Avenue, stated some of the citizens in town wanted me to give you this item which we feel may help you out. Mr. Bowser gave an item to Mayor Magnetta, Councilman Rapp and Councilman Rapp stated, under President's Report, Councilman Rapp asked for a report from the Mayor Magnetta stated, under the Mayor's Report, on Friday, February 14, Tarentum Police Department along with the Attorney General's Drug Task Force made drug arrests at two homes in the Borough, 212 West 7th Avenue, Apartment A and 808 Short Street. Both raids were very successful and closed down two drug distribution points. These places were under surveillance for many months. He stated drug arrests do not happen overnight, but the police do a fantastic job and will not give up in the fight against drugs in the Borough. PAGE 3 REMARKS: OFFICER KAMINSKI REMARKS: COUNCILMAN RAPP REMARKS: BOROUGH MANAGER ROSSEY Officer Kaminski stated there was no report. Councilman Rapp asked for a report from the Borough Manager. Borough Manager Rossey stated on the agenda, are three requests for grants through Community Infrastructure and Tourism Fund, one for the 4th Avenue Bridge, one for waterline replacement under the bridge on West 7th Avenue and one for the relocation of an antique steam locomotive. He stated he spoke with PennDOT regarding the 4th Avenue Bridge and is working on getting help with the replacement. He stated there have been a few breaks on the waterline under the bridge and trying to get assistance for replacement of that line. He stated regarding the antique steam locomotive which was made in 1943, restored and sitting isolated in McKees Rocks and would like to make a permanent place for it in the Train Station area next to the restaurant. He stated he is trying to secure another grant for the Borough's storm water management through Allegheny County to put a rain garden in down at the marina. The water runoff from the parking lot will help manage that storm water going into the river and into Bull Creek. He stated a meeting is scheduled Tuesday, February 25, at 6:30, at larentum Station for the landscape project on 366, to beautify that area coming in where PennDOT resurfaced the road and left the Councilman Rapp asked for a report from the grass area. Upon roll call, the resolution was adopted with Councilman Rapp asked for a report from the Committee. six (6) affirmative votes. REMARKS: COUNCILMAN RAPP RESOLUTION 14-01 Water Committee. Upon motion by Councilman Gutonski, seconded by Councilman Fox, RESOLVED, this Council passes Resolution 14-01, regarding the 4th Avenue Bridge Replacement, requesting a $250,000 grant through the Community Infrastructure and Tourism Fund. PAGE 5 REMARKS: COUNCILMAN KERR REMARKS: COUNCILMAN RAPP REMARKS: COUNCILMAN FIRKO Councilman Kerr stated he had no report. Councilman Rapp asked for a report from Public Safety & Civil Service Committee. Councilman Firko stated the report for Eureka, there were 37 fire calls consisting of 12 vehicle accidents, 10 automatic fire alarms, one vehicle fire, one physical resue, 7 water conditions, 4 smoke investigations and 2 working structure fires, representing 893 personnel hours. Also Mutual Aid responses in East Deer, Frazer, Cheswick and Springdale Townshipi EMS covered 246 calls, representing 898 personnel hours. Also, 74 training hours for the month. The report for Summit Hose, there were 2 structure fires; 3 vehicle accidents; one carbon monoxide alarm; 2 service calls; 8 automatic fire alarms; representing 17 total calls. There were 2 drills, 2 meetings, 2 work details, total man hours 27 1. He stated everyone cherishes and respects the work the fire departments do and along with the police department the Borough has good emergency responders and deserve everyone's Councilman Rapp asked for a report from Property 2 Zoning, Library & Health Committee. PAGE 6 REMARKS: COUNCILMAN CARTER REMARKS: COUNCILMAN FIRKO Councilman Carter stated he had no report. Councilman Firko stated he wasn't at the last Council meeting where a discussion was held regarding hiring someone for the Street Department and asked for an update regarding the Councilman Gutonski stated it was discussed at the last meeting and most Councilmen seemed to be in favor of hiring someone for the Street Department, but no timeframe was set. Borough Manager Rossey stated it is not in the budget to hire someone for the Street Department at this time. If someone retires, it may be possible then to hire another employee. He stated the work that the Public Works Department has done over the last few months with the snow, the overtime and the salt that was bought is way over budget at this time and the budget is going to have to be adjusted to cover those costs. The Public Works Department has done an outstanding job in keeping up with the snow and keeping the streets clear for travel, but this winter has hurt the Borough. He stated $25,000 was budgeted for rock salt and at least $50,000 has been spent Councilman Firko stated it should be a goal of the Borough to hire someone for the Street matter.
