PAGE 1 100349 ASSEMBLY Council of the Borough of Tarentum met in regular session on Monday, January 20, 2014, with Councilman President Tim Rapp; Councilman Vice- President Hugh Fox; Councilman Eric Carter; Councilman Mike Gutonski; and Councilman Pete Varos. Also present were Mayor Carl Magnettai Borough Manager William Rosseyi Solicitor David Regoli; and Chief William Vakulick. Councilman Firko and Councilman Kerr were absent. Upon motion by Councilman Varos, seconded by Councilman Gutonski, RESOLVED, this Council approves the Minutes of the Regular Council Meeting of December 16, 2013 and the Reorganization Meeting of January 6, 2014. PROTZ Mr. Protz, Brackenridge, stated he is the leading observer for the Pennsylvania Game Commission for the falcons on the bridge. He stated during the redistribution of benches in the park, the bench he uses had been removed and would like it replaced. It's the bench that's right along the fence, behind the door on the maintenance room door, on the bandstand. He stated this bench is used for watching the falcons. BOWSER Mr. Bowser, West gth Avenue, stated he hopes Council starts out the new year with a better attitude and willingness to work with the citizens of this Borough and do things the way Councilman Rapp stated, under President's Comments, on January 8, attended a meeting of the Tarentum Business Association Committee. He stated all Council is invited to attend the Councilman Rapp asked for a report from the Mayor Magnetta stated for the month of December 2013, there were 266 calls for service which is a minus 2 from 2012; 17 arrests which is a minus 2 from 2012; 56 citations issued which is a minus 71 from 2012; total accidents 14 which is a plus 1f from 2012, accidents with injuries none which is a minus 1 from 2012; fines collected $1,745.07; fines collected for year $60,286.13 which is a minus $21,515.64 from 2012; parking tickets issued 32 which is a plus 26 from 2012. PAGE 3 REMARKS: BOROUGH MANAGER ROSSEY Borough Manager Rossey stated last week Monday afternoon and Tuesday evening there were power outages in the same location, 6th Avenue up to 10th Avenue at Corbett Street. The fuse was increased from 140 amp fuse to a 200 amp fuse on that circuit. The whole system has been checked and nothing was detected out of the ordinary. He stated with the new transportation bill, he will be meeting with the engineers regarding the replacement of the 4th Avenue Bridge. He stated the congressman and state representatives will be contacted for their help. One option is filing an application with PennVEST for a loan to replace the bridge and liquid fuels funds can be used to repay the loan. With that option, using liquid fuels to repay the loan, would reduce the amount of paving that can be done in the Borough. The liquid fuels amount the Borough will receive this year is $92,000 which has gone down every A discussion was held regarding the power outages and replacing the 4th Avenue Bridge. Solicitor Regoli stated Council has received the ordinance that will be voted on this evening. Paragraph 2.1 was added to the Water Rate Fee Schedule setting a flat rate fee. Councilman Gutonski stated Eureka Hose and Summit Hose incident reports were received. Eureka Hose for December 2013, there were 28 fire calls; 43 EMS calls; incident reports for last year 372; 2,988 EMS calls; total personnel hours of 12,164. BETTS Councilman Rapp asked for a report from Streets & Sanitary Sewers Committee. Councilman Carter stated Mr. Betts, Public Works Director, would like to address Council. Mr. Betts stated he would like Council to consider hiring an additional employee for the Public Works Department. He stated there are additional lots to maintain, including PennDOT properties, the new flower planters, approximately 52 water valves need installed, maintenance to the Borough vehicles and equipment and the Department is down to seven employees. PAGE 7 REMARKS: COUNCILMAN RAPP REMARKS: BOROUGH MANAGER ROSSEY Councilman Rapp asked for a report from Redevelopment & Revitalization Committee. Councilman Rapp stated there was no report. Borough Manager Rossey stated for those who aren't aware of the Highlands Emergency Services Alliance program, it is a program at Highlands High School and the only school that offers this type of program in their curriculum as an elective. The program was started about six years ago and it has gone from one class with about twenty students to two classes with about thirty students in each class. The students that take the classes are future junior firemen for the community. They learn fire training and the hockey tournament will be their fundraiser to fund their field trips. He stated under consideration is building a training site at the high school to allow all the fire companies in the district to use as a training center instead of going to North Park, North Hills or Butler. The school has allotted a piece of property behind the school to allow the training facility to be built. He stated this is a great program and is happy to see it going as strong as it is.
