MOTION TO APPROVE MINUTES FOR THE MARCH 16, 2015 COUNCIL MEETING Motioni to approve by Councilman Varos, seconded by Councilman Davidek. Carried. 4. CITIZEN'S COMMENTS REMARKS: Rhonda Russell of Butler Street, again, brought up issue of fire pits and open burning. Recited International Code of 307.4.3, that outdoor fireplaces shall not be placed within 151 feet ofa a structure. Ms. Russell does not want any open burning within 20 feet of her home. CHRIS Has done research and every Allegheny County fire piti is in a wheel and while they do not go under the international code, we are allowed to make our own interpretation as to what can be allowed under the code or not. The homeowner has not lived there for two years, and he is removing the outdoor fireplace. 1 PRESIDENT The matter is resolved andi the homeowner assures there are no burns going on. Our code enforcement officer, police chief, and lifelong firemen on thel board are able to make determinations as to such issues. GUTONSKI 5. PRESIDENT'S REPORT PRESIDENT GUTONSKI 100520 At this time, the President does not have a report. 6. N MAYORSREPORT MAYOR MAGNETTA Calls for service for April 2015: Calls for service 435; action necessary 326; no action necessary 109; arrests 28; Citations issued 129; Total accidents 14; Accidents with injuryi is 2; Fines collected $5,202.62. Fines collected for the year $20,955.41. Parking tickets issued 64. On 4/21, performed a wedding in the park gazebo and received a $25 donation for the recreation board. On 4/25, gave awards at the Eagle Scout ceremonies. On 4/30, attended Grandview 100" anniversary meeting celebration, which will be held on 8/29. 5/7, gave the address on the annual Day of Prayer. MANAGER's REPORT REMARKS: MANAGER ROSSEY Thel lights in the park are up and working. Landscaping is still needed and willl be done in two weeks. The streetscaping has begun and they are working down near Allegheny Lumber. 9.SOLICITOR'SF REPORT REMARKS: SOLICITOR CLARK 106522 Regarding 204 4th Avenue, the Steelers brought in another group of attorneys and an engineer, and the engineer confirmed what our engineer had said previously and that they got an email from their attorneys saying they no longer represented them. CHRIS The asbestos has been removed as was agreed upon, but they will not move forward with demolishing their unsafe structure. They have already received multiple citations and we are moving forward with those. COMMITTEE REPORTS A. ADMINISTRATIVE, EMPLOYEE RELATIONS, FINANCE COMMITTEE MIKE GUTONSKI, TIMI FIRKO 1. RESOLUTION TO PAY MAY BILLS Upon motion by Councilman Firko, seconded by Councilman Kerr. RESOLVED, this Council approves the payment oft the MAY: 2015 bills. Upon roll call, the resolution was adopted with seven (7) affirmative votes. 2. MOTION TO HIRE. JEREMY FOX, CLINT MOTOSICKY,. JOSHUA CARTER, JUSTIN CARTER, LOGAN ANSANI, AND MICHAEL ANUSZEK FOR TEMPORARY: SUMMER HELP AT $9.00 PERI HOUR. 3 RESOLVED, upon motion by Councilman Firko, seconded by Councilman Davidek. This Council approves the hiring oft the above-mentioned. However, Josh Carter is working, so he will not be a part of that list. Motion passed by a unanimous vote by the Council. 3. MOTION TO APPOINT MICHAEL GUTONSKI AS BOROUGH MANAGER, EFFECTIVE JUNE 1, 2015, WITH AF PER YEAR SALARY OF $54,000 AND FRINGE BENEFITS. TRAINING PERIODTOI BEGIN. JUNE1. EFFECTIVE PERIOD1 TO BEGIN NOVEMBER3, 2015. Upon motion by Councilman Davidek, seconded by Councilman Carter, andi toa unanimous vote (Mr. Gutonski abstaining), this Council approves the appointment of Michael Gutonski as Borough Manager. REMARKS: SOLICITOR CLARK Itis appropriate int this instance to pass the gavel down toi the vice president, and it should also be noted that President Gutonski abstain from all of this. DISCUSSION WAS HELD 00523 REMARKS: PRESIDENT GUTONSKI Tot the members of Tarentum Council and Mayor Magnetta, Iwill resign my position as Counclman-Atlarge, effective May31*. It has been a pleasure to serve for the past 15 years, and llook forward tos serving the Boroughi in a new capacity. 4. MOTION TO ACCEPT THE RESIGNATION OF MICHAEL GUTONSKI AS COUNCILMAN RESOLVED, upon motion by Councilman Davidek, seconded by Councilman Kerr, to accept the resignation of Michael Gutonski as Councilman at Large. Anew one has been ordered and will hopefully bei installed this weekend. Paperwork will be turned ini to the insurance company. The cost will be between $13-15,000. Motion to pass Ordinance 15-03 amending Chapter 250, Vehicles and Traffic, Article III, Traffic and Parking Regulation, adding Section 250-27.2 of the Code of Ordinances of the Borough of Tarentum (Reserving Parking.) REMARKS: COUNCILMAN FIRKO In March, Highland Hose reported 141 fire calls, representing 344 man hours. 4 For Eureka Fire Rescue, 281 fire calls representing 70 personnel hours. Training training sessions, representing 182 man hours. hours for the month of April are! 57. EMS, 217 calls, representing 888 personnel hours. For Emergency Management, there is some book work going on in order to produce ar new booklet on emergency procedures int the Borough. Also working aggressively to get a computer set up to keep all Emergency Management files fort the Borough. ***NO PROPERTY & ZONING, LIBRARY & HEALTH COMMITTEE REPORT THIS MONTH*** 1. RESOLVED, upon motion by Councilman Firko, seconded by Councilman Kerr, to accept the $9,500 bid by Gillette Contracting to demolish the property ons 5th Avenue. Motion was passed by a unanimous vote from Council. REMARKS: PRESIDENT GUTONSKI We need to move forward with the property on5"Avenue. There are two bids toi take care oft this property. One from Mr. Gillette at $9,500, and one from Haas Excavating at $9,350. Mr. Gillette's equipment is currently sitting on the property and we would like to use his services if we can get at firm completion date, event though his bidi is higher. 6 REMARKS: MR. GILETTE REMARKS: CHRIS 30:525 For both lots, it could be completed by May 29+h, butl Ineed to follow up witha plumbing inspector. As per code enforcement, the plan toi the plumbingi inspector does not need to bec completed before demolition, as according to the County, this is an emergency demolition, which is how we, got the asbestos waived. REMARKS: MR. GILETTE REMARKS: PRESIDENT GUTONSKI The entire project will be complete by. June 10""; however, the smaller building will be demolished by the end oft the week. Acontract will be drawn up between Tarentum Borough and Mr. Gillette that the entire project will be completed by. June! 5th. Iftherei is anything left to be done after. June! 5+h, it will fall under liquidated damages, and $500 will be Mr. Gillette will have the small building down by May 22"d. removed for each dayi iti is not completed. REMARKS: SOLICITOR CLARK In regards to Section 110 of the international code regarding salvageable materials, there should not be any salvageable materials as the copper was stolen. However, the Borough will need a statement from Mr. Gillette that there were no salvageable materials, ori if there are, that they will be taken toa a scrap metal dealer and the money given to the Borough. Does that apply to his 3rd Ward run as well? Say you own both elections, you'd choose one, then come thet first oft they year, you'd choose one and take your name off.
