MINUTES REGULAR COUNCIL MEETING MARCH 16, 2015 6:3 30 P.M. PAGE 1 ASSEMBLY Council fori the Borough of Tarentum met in regular session on Monday, March 16, 2015, with Councilman Mike Gutonski; Counciiman Tim Firko; Councilman Greg Schmitt; Councilman Raymond Kerr; Councilman Pete Varos; and Councilman Joe Davidek. Councilman Eric Carter was absent. Also present were Mayor Carl Magnetta; Borough Manager William Rossey; Solicitor Charles Clark; and Chief Vakulick. RESOLUTION Upon motion by Councilman Firko, seconded by Councilman Davidek, RESOLVED, this Council approves the APPROVE MINUTES Minutes of the Regular Council Meeting of February 16, 2015. All council members present were in favor and the resolution was adopted. AUDIENCE PARTICIPATION At this point in the meeting, Council invites questions and comments from members of the audience. Ar resident from 506 East Sixth Avenue, Tarentum, complained of her neighbor's cars parked on the street and noise. Aresident from 315 East 3rd Avenue, Tarentum, complained of an abandoned building by his home and people were going in and out ofi it at night. He wanted to see ift the Borough could demolish it. President Mike Gutonski received a list from Bobby Betts on the roads that need to be paved. President Gutonski hopes the Board will REMARKS: PRESIDENT 1 GUTONSKI consider the list. He asked that we go from the top of the list toi the bottom. President Gutonski asked that the property located at 200 West 12thA Avenue, Tarentum, be torn down. An estimated cost is $12,000.00. He also announced that there will be six seats open for Council. He also asked that Bill Rossey provide him with a letter of retirement. Mayor Magnetta stated, under the Mayor's Report for February 2015, there were 433 calls for service; actions necessary calls were 320; no action 113; arrests 8; citations 94; total accidents 16; accidents with injuries none; fines collected $4,223.75; total fines for the year REMARKS: MAYOR MAGNETTA $11,719.11; parking tickets 27. ***No police chief report this month.*** ***No manager's report this month. *** REMARKS: SOLICITOR CLARK COMMITTEE Solicitor Clark is working on five properties to make sure they become tax exempt. Upon motion by Councilman Firko, seconded by Councilman Kerr RESOLVED, this Council approves the payment of the REPORTS RESOLUTION PAY BILLS March 2015 bills. Upon roll call, the resolution was adopted with six (6) affirmative votes. Motion by Councilman Firko, seconded by Councilman Kerr to grant Les Jones FMLA was RESOLVED, this Council accepts the request. All Council members were in favor and the resolution was adopted. Upon motion by Councilman Davidek seconded by Councilman Kerr ORDINANCE RESOLVED, this Council passes 2 15-02 Ordinance 15-02, Borough of Tarentum MS4 Prohibited Discharge Stormwater Management Ordinance. All Council members present were in favor and the resolution was adopted. REMARKS: JOE DAVIDEK Councilman Joe Davidek asked for a motion to gett three water tanks inspected before the West 12th Avenue project moves any further. Upon motion by Councilman Davidek seconded by Councilman Schmitt, RESOLVED, this Council approves the water tanks tol be inspected. Upon roll call, the resolution was adopted with six (6) affirmative votes. C 5 C ***No Electric Committee report this month.*** REMARKS: COUNCILMAN FIRKO Motion was made by Councilman Firko seconded by Councilman Davidek to accept the resignation of Tim Cornuet ast the Emergency Management Coordinator for Tarentum Borough. RESOLVED, this Council approves the resignation of Tim Cornuet. Upon roll call, the resolution was adopted with six (6) affirmative votes. Property & Zoning Library & Health Committee REMARKS: Motion by Councilman Kerr seconded by Councilman Varos that the Code COUNCILMAN Enforcement Officer position'ssupervision role be changed from the KERR Borough Managerssupervsion to the Police Chief's supervision. Motion was RESOLVED. Upon roll call, the resolution was adopted with six (6) affirmative votes. ***No report for Streets & Sanitary Sewers Committee.*** Parks & Recreation Committee: 1. Motion by Councilman Schmitt seconded by Councilman Davidek to give the Tarentum Area Lions Club permission to use Riverview Park to hold a Children's Book Walk Saturday, May 16"h. 3 2. Motion by Councilman Schmitt seconded by Councilman Davidek to grant Holy Martyrs Church permission to use Riverview Park on Sunday, August 23, 20151 from 3. Motion by Councilman Schmitt seconded by Councilman Davidek to grant First Baptist Church permission to use the Riverview Park Bandshell on Sunday, June 14; July 12; and August 16, 2015 to hold outdoor church services at 6:00 p.m. 4. Motion by Councilman Schmitt seconded by Councilman Varos to grant Abundant Joy Fellowship permission to use Riverview Park Bandshell on Thursday, May 7, 2015 from 6:30 p.m. to 8:30 p.m. for the 64th Annual National Day of Prayer service.
