350493  MINUTES  REGULAR COUNCIL MEETING FEBRUARY16,2015 6:30P P.M. PAGE1  ASSEMBLY Council of1 the Borough of Tarentum met in regular session on Monday, February  16, 2015, with Councilman Mike Gutonski; Councilman Rayl Kerr; Councilman. Joe Davidek; Councilman Eric Carter; Councilman Greg Schmitt; Councilman Tim Firko; Mayor Magnetta, Manager William Rossey and Officer Matt Kaminski present. Councilman Pete  Varos was absent.  MINUTES  Motion C. Davidek, seconded C. Kerr to approve the Minutes of the Regular  Council Meeting of January 2015. Motion was passed.  CITIZEN COMMENTS None  PRESIDENT'S REPORT: There will be an Executive Session immediately following the regular  meeting.  MAYOR'S REPORT:  Mayor Magnetta stated for the month of January 2015, there were calls for service, 423, which is plus 139 over last year. Action necessary, 315. No action necessary 108. Arrests, 15, which is plus 2. Citations issued 151, which is plus 80. Total accidents 10, which is minus 6. Accidents with injuries is none, which is is same. Fines collected $3,587.21. Fines collected for the year is $3,587.21. Parking tickets issued 89,  which is plus 80 over last year.  POLICE CHIEF'S REPORT:  No Report.    390500  MANAGER'S REPORT: Borough Manager Rossey stated that this is  the third year in a row Tarentum has received the  Banner Community Award.  SOLICITOR'S REPORT: The solicitor reviewed the two ordinances  that were on the agenda for the meeting and he found them to be in order. He also reviewed an operating interconnection agreement between the Borough and West Penn Power and it was in order as well. He felt the Executive Session should state on the record what it's for personnel.  COMMITTEE REPORTS:  Motion C. Firko seconded by C. Carter to pay February's bills. Motion was passed.  WATER COMMITTEE:  Motion C. Davidek seconded by C. Kerr to approve the Lower Allegheny River Partnership Source Water Protection Plan. Motion was passed. Motion C. Davidek seconded by C. Carter to the advertise Ordinance 15-02, Borough of Tarentum MS4 Prohibited Discharge Stormwater Management Motion C. Davidek seconded by C. Carter to approve the 2015 maintenance contract with Hach for the water treatment plant at a cost of $6,492.00. Motion was passed.  Ordinance. Motion was passed.    3555  ELECTRIC COMMITTEE No Report PUBLIC SAFETY & CIVIL SERVICE  COMMITTEE  No Report  PROPERTY & ZONING: Motion C. Kerr seconded by C. Davidek to approve  the Block & Lot consolidation requests from the following residents for the following properties:  Michael & Beth Rabkin 328 East gth Avenue Tarentum, PA 15084 Block & Lots 1223-G-006 &1 1223-G-004 Motion was passed. STREETS & SANITARY:  Sola Samuels 146 1st Avenue Tarentum, PA 15084 Block & Lots 1223-R-273 & 1 1223-R-275  Motion C. Carter seconded by C. Kerr to pass Resolution 15-01 Community Infrastructure & Tourism Fund (CITF) grant application for the repair of the 2nd Avenue collapsed sewer and manhole. Motion was passed.  PARKS & RECREATION:  Motion C. Schmitt seconded by C. Firko to accept Jeremy Fox's resignation from the Recreation Board. Motion was passed. Motion C. Schmitt seconded by C. Kerr to appoint Hugh Fox to the Recreation Board.  Motion was passed. CITIZEN'S COMMENTS  Dan Schmitt from Gibson-Thomas Engineering gave council an update  ont the new water tank project.  Motion C. Davidek seconded by C. Carter to adjourn.
