MINUTES 390483 REGULAR COUNCIL MEETING JANUARY 19, 2015 6:30 P.M. PAGE 1 ASSEMBLY Council of the Borough of Tarentum met in regular Session on Monday, January 19, 2015, with Councilman President Michael Gutonski; Councilman Timothy Firko; Councilman Raymond Kerr; Councilman Peter Varos; and Councilman Joseph Davidek. Also present were Mayor Carl Magnetta, Jr.; Borough Manager William Rossey; Solicitor Charles T. Clark; and Chief William Vakulick. RESOLUTION APPROVE MINUTES Upon motion by Councilman Davidek, seconded by Councilman Kerr, RESOLVED, this Council approves the Minutes of the Regular Council Meeting of All Council members present were in favor and the December 15, 2014. Resolution was adopted. REMARKS: GUTONSKI: Councilman Gutonski stated, under President's Report, Mr. Rossey to prepare a list of the top five houses to be torn down in Tarentum. Councilman Gutonski stated that the two in dire need are 200 West 12th Avenue and 136 West 12th Avenue. He stated that 200 West 12th Avenue is sliding down towards the sidewalk. PAGE 2 154148.3 Mr. Rossey was asked how soon he wanted the list, and he replied he would like it in a couple weeks. Councilman Gutonski asked for a report from the Mayor. Mayor Magnetta stated that for the month of December 2014, there were 394 calls for service, which is plus 128; 294 action necessary; 100 no action necessary; 16 arrests, which is minus one from 2013; 125 citations issued, which is plus 69 from 2013; 14 total accidents, which is the same as 2013; zero accidents with injuries, the same as 2013; $3,908.15 in fines collected, which isp plus $1,723.47 from 2013; $47,005.70 in fines collected, which is minus $13,280.43 from 2013; 11 parking tickets issued, which is minus 21 from 2013. Half the month was free parking for Christmas holiday. Councilman asked for a report from the Chief of Police. REMARKS: MAYOR MAGNETTA: REMARKS: COUNCILMAN GUTONSKI REMARKS: CHIEF VAKULICK Chief Vakulick stated he applied for another grant through USDA for in-car computers. Currently down to two that were bought in 2005. It's a matching grant. Total project is $19,100. Borough's part would be $4,775. If Borough gets a a forfeiture from a narcotics case that happened in 2010, that would cover the Borough's part of the cost for the grant. MINUTES REGULAR COUNCIL MEETING JANUARY 19, 2015 6:30 P.M. PAGE 3 33484 Councilman Gutonski asked if Chief Vakulick got all the information he needed from the auditors. Chief Vakulick stated he got it all. REMARKS: GUTONSKI REMARKS: BOROUGH ROSSEY Councilman Gutonski asked for a report from the COUNCILMAN Borough Manager. Borough Manager Rossey stated that Linda Walker will be the new stenographer due to the retirement of Barb Backus after December's meeting after 15 years. Borough Manager Rossey stated that last week there was a meeting with PennDOT concerning the 4th Avenue Bridge. Also present at the meeting was State Senator Vulakovich, Congressman Mike Doyle's office and Representative Frank Dermody's office. A letter was sent to Jim Hassinger from SPC asking for $900.000. The Borough has received a $500,000 grant for the bridge. Total cost to replace bridge would be $1.4 million. Letters were sent to all business owners along 4th Avenue asking that they send letters to Jim Hassinger from SPC and to District 11 of PennDOT. PennDOT has agreed to help with the design and the bid for replacement of the 4th Avenue Bridge. 168385 MINUTES REGULAR COUNCIL MEETING JANUARY 19, 2015 6:30 P.M. PAGE 4 Should be able to get this out for bid this summer. It Looks favorable that the Borough will be able to get The $900,000 from SPC. Hopefully early next year we'll start replacing the 4th Avenue Bridge. Councilman Gutonski asked for a report from the REMARKS: GUTONSKI REMARKS: SOLICITOR CLARK COUNCILMAN Solicitor. Solicitor Clark stated that an injunction was removed on the Laundromat and the demolition continues. Additionally, we closed on the Sebek property, SO we can move forward when we're ready on that. Solicitor Clark stated that he took a look at the MDIA Proposal, and it all seems reasonable. He checked with Mr. Fabec, and he has a good working relationship with those folks. Mr. Gutonski stated, referring to our motion under property and zoning. Solicitor Clark Councilman Gutonski asked for a report from stated that is correct. PAGE 5 RESOLUTION BILLS VOTE ON RESOLUTION RESOLUTION PASS ORDINANCE 15-01 VOTE ON RESOLUTION RESOLUTION TO APPOINT 15T WARD SEAT Upon motion by Councilman Firko, seconded by the payment of the January 2015 bills. PAY JANUARY Councilman Davidek, RESOLVED, this Council approves All Council members present were in favor and the resolution was adopted. Upon motion by Councilman Firko, seconded by Councilman Vardos, RESOLVED, this Council passes Ordinance 15-01 setting the 2015 tax millage at 5.48 mills, which is no change. All Council members present were in favor and the resolution was adopted. Councilman Firko stated the third motion will be done in two parts. Motion made to appoint majority vote receiver to the vacant 1st Ward Council seat. Seconded by Councilman Kerr. Councilman Gutonski asked for remarks. Councilman Firko thanked the candidates for their interest to serve on Council, and voted for Greg Councilman Gutonski stated he will go with Mr. Schmidt. And thanked the candidates for their interest encouraged them to pursue this issue in the upcoming Schmidt. election. Mayor Magnetta swore in Mr. Schmidt. Councilman introduces Tom McCaffrey from DEP and Allegheny River Partnership Source Water Protection COUNCILMAN Sherene Hess from RAIN regarding the Lower Plan. Ms. Hess explained their goals of protecting drinking water in Western Pennsylvania, and that they are looking to be a provider of education Jeff Adams stated that we had discussed this about five years ago and met with these folks in Kittanning. in a general sense. They had two training sessions constituting 40 hours in Eureka Fire Rescue, December 2014, 21 fire calls representing 73 personnel hours, man-hours; 5 mutual mutual aid responses for Frazer, Harrison and Cheswick; EMS, 254 calls representing 940 personnal hours; total company training hours for the month were 15. Mayor Magnetta asked what this means. Councilman Gutonski stated this means that we are it's going to create income for the Borough. Borough Manager Rossey stated that a consultant was hired a few months ago, and he's ready to put itout for bid. He has three companies that are interested. The bid will state that we can reject any and all. It totals about 80 acres, and we can get between four and five thousand an acre for a signing bonus. Councilman Davidek asked how they would go into our park. Borough Manager Rossey stated they will come from the other side of the river. He stated that the Borough regulations exceeds the County's minimum COUNCILMAN packets the revision from the Allegheny County Health revisions on open burning. Sandy Collins read in the Dispatch that Council was going to formulate a plan to collect back taxes in ino conjunction with the Highland School District, and asked if there was any progress in that area. Councilman Firko stated that a list was published. Sandy Collins stated that Mr. Rossey and Mr. Rapp were mentioned in the article.
