BOROUGH OF TARENTUM ALLEGHENY COUNTY, PENNSYLVANIA BOROUGH COUNCIL MINUTES DECEMBER 6, 2016  6:30 Call to Order, Pledge of Allegiance  ATTENDING: Eric Carter, Erika Josefoski, Greg Schmitt, Carrie Fox, Rhonda Dzugan, Solicitor Regoli, Mayor Magnetta, Chief William Vakulick, Manager Michael Gutonski  Pete Varos & Tim Cornuet-absent due to illness  Council President Eric Carter-reminded everyone that the meeting is being recorded Motion: by Carrie Fox second by Erika. Josefoski to approve minutes from November 2nd regular meeting and November 18th special meeting Motion carried  CITIZEN COMMENTS:  1.Cindy Hornberg stated there are still 175th Anniversary calendars available 2. Walter Alfather stated that there is pipe in the street by 917 Lawton and the street is caving in for several months. Manager Gutonski stated that is a sewer line and it should 3.J Jim Bowser stated the alley between W 8th Ave and W.gth Ave by Holy Martyrs  ber repaired soon Church is collapsing PRESIDENTS REPORT:  1.Eric Carter stated there were two Executive Sessions held November gth 2016and  November 29th2 2016 to discuss personnel matters. 2. Solicitor Clark submitted his letter ofresignation 3. Council hired Mr.Regoli as Solicitor past year for the Borough MAYORS REPORT:  4. Eric Carter thanked Council and Manager Gutonski on what was accomplished this  1.No report at this time, the information from County 911 was not received;  POLICE CHIEFS REPORT: Nothing at this time    MANAGERS REPORT: Manager Gutonski reported: completed by summer2017  1.Around December 26, 20161 the 4th Ave Bridge repair will begin, the repairs are to be 2. The Budget, if passed will have no tax increase or utility rate increases, the Borough ended the year with $130,000.00 which can be put toward infrastructure 3. The Budget allows for possible dredging ofthe water intake and new equipment  SOLICITORS REPORT: Nothing at this time  COMMITTEE REPORTS:  ADMINISTRATION, EMPLOYEE RELATIONS, FINANCE:  1.Motion: Erika Josefoski second by Greg Schmitt to pay November Bills Roll Call 5 yes 2. Councilwoman Fox stated she voted no for the budget because she doesn't approve oft the Manager's raise and feels the 3. Carrie Fox reported that the Senior Bingo Will be held at Daltons Edge December 7, 6. Carrie Fox stated there has only been 1 negative response to the Tarentum Borough Banners. She stated that the Military Banners are paid by individuals and not the Borough or Recreation Board. She stated that the Recreation Board has purchased additional Tarentum Borough Banners for each entrance into the Borough. She reported that Gray  Department & Summit Hose 2016at 1:30pm  Signs is doing a great job on the banners.  7. Carrie. Fox wished everyone al Merry Christmas and a Happy New Year  PROPERTY & ZONING: Erika Josefoski  1. Discuss new ordinance proposals for:  ALandlords and or property managers to live within 15 miles of their rental Greg Schmitt stated that something needs to be done with these properties. Mr. Regoli questioned the legality oft this and stated he needs to check intoi it B. Yearly rental privilege fees for landlords, the same as business privilege since they are basically running a business. The fee will be $25.00 per year Discussion was held on who would be enforcing the fees. C.A Annual property and fire inspections for all businesses within the Borough Discussion was held, who would do the inspections, Chris Fabec stated he does the inspections for the bars and personal care homes, and he would do  properties further  the inspections. Cost will be $100.00 per year  2. Erika Josefoski stated that she and CEO Chris Fabec have been discussing software to 3. Mayor Magnetta stated he doesn't want to make it sound like he doesn't agree that the above needs to be done, but where is Mr. Fabec going to get the time. There was a 4. Lorraine White reported panhandlers and loiterers on corners of 4th Ave and Corbet St are bothering people. They come into the Rite Aid where she works.
