BOROUGH OF TARENTUM ALLEGHENY COUNTY, PENNSYLVANIA BOROUGH COUNCIL MEETING MINUTES NOVEMBER I 2016 6:30 Call to Order, Pledge of Allegiance ATTENDING: Eric Carter, Erika Josefoski, Greg Schmitt, Carrie Fox, Rhonda Dzugan, Tim Cornuet, Solicitor Charles Clark, Mayor Magnetta, Chief William Vakulick, Manager Michael Gutonski Pete Varos-absent due to illness Council President Eric Carter reminded everyone that the meeting is being recorded CITIZEN COMMENTS: 1. Dan Ryan from VFW asked if a decision was made to place the memorial plaque for Sgt. Robert Adams. Manager Gutonski stated he will discuss this in his report. 2. Bill Mayhugh stated that a new tenant has moved into 340 W 10th Ave and has trash Building up. There is also a SUV with expired plates and the vehicle is on blocks. Code Enforcement will be informed about the trash and Chief Vakulick stated the Police Dept. will address the vehicle PRESIDENTS REPORT: Nothing at this time MAYORS REPORT: 1.M Mayor Magnetta read the Calls for Service Report for the Police Dept. Calls of Service 496, Action Necessary 307, No Action Necessary 189, Arrests 17, Citations Issued 73, Total Accidents 12, Fines Collected $2,657.19, Fines Collected for 2. Mayor Magnetta thanked the Recreation Board for the wonderful Boo Fest for the 3. Mayor Magnetta thanked the Police and Fire Depts. for patrolling the streets for 4. MANAGERS REPORT: Manager Gutonski reported: 1.1 That he met with Mr. Ryan regarding the placing of the memorial plaque for Sgt. Robert Adam, the first resident of Tarentum Borough that was killed in the VietNam War. A decision was made to erect the plaque next to the VietNam Memorial in Riverview Park A discussion was held and as to when the plaque would be erected and it was suggested to dedicate the plaque on Memorial Day 2017. Greg Schmitt requested that the newspaper be 2. Mayor Magnetta stated he never knew of the story of Sgt Adams and agreed that it informed oft the dedication. would be nice to dedicate the plaque on Memorial Day 3. Cindy Hornberg said that Sgt. Adams is buried in Prospect Cemetery. 4. Manager Gutonski stated that Council needs to discuss the landscape situation along Route 366(Ross St) and E 6th Ave. Everything that was planted is overgrowing and needs weeded and new mulch. He put $10,000.00 in the budget for 2017 for up keep of landscaping He said he spoke to Public Works Director Bob Betts and the St Dept does not Manager Gutonski has contacted Allegheny County regarding the grant the Borough received and if there was any problem with changes, he said they really don't care at this point what is done. Manager Gutonski has spoken to several business people for suggestions for the Ross St Median and the bump outs on E6 6th Ave. The owners of Dusters suggested removing the planting and putting concrete in the median with several areas being left open for planting. Penn Dot said they would remove the concrete and plant grass, which the Borough will be responsible for cutting. There was a discussion held about removing the bump outs at E6th @ Lock St and E 6th @ Corbett St and reopen the right hand tum lanes Further discussion was held regarding Ross St, Chief Vakulick stated he liked the plantings along Ross St, saying it looks better than concrete that is always dirty and full of trash. Carrie Fox stated a lot of towns have Garden Clubs to help maintain areas with plantings, but after asking for volunteers when the gardens were put in there were none. Greg Schmitt asked Manager Gutonski to put some options together for the next meeting. Mayor Magnetta said the bumps outs need removed and thinks council needs to make a 5. He informed council that there is a new lawsuit and requested a brief Executive 4. Mayor Magnetta asked about the status of the Pracko property. Mr. Clark stated that he had contacted Attorney Kryzton who was handing the Pracko estate. Mr. Kryztonsaid there is not estate open and was looking into probate, he can't do an heirs deed. The next step would be to look into a Sheriffs Sale. Mr. Clark will contact the Redevelopment Session att the end ofthe meeting to inform council Authority COMMITTEE REPORTS: ADMINISTRATION, EMPLOYEE RELATIONS, FINANCE: 1. Motion by Erika Josefoski second by Greg Schmitt to approve the minutes with corrections from the October 4, 2016 regular meeting and the October 11, 2016 special meeting. Motion carried with Carrie Fox abstaining from the vote for the October 11 2.1 Motion was made by Erika Josefoski second by Greg Schmitt toj pay October Bills 3. Motion by Erika Josefoski second by Greg Schmitt to return the full payment without penalty to Charles Beacom in the amount of $8,500.00 for the voided sale of lot and block 1223-P-155. Manager Gutonski made ai remark that at the time oft the sale Mr. Beacom would pay a penalty if! he didn't fulfill the transaction. The sale was voided due to the taxes not being paid by the Borough and Mr.Beacom shouldn't be held to the original 4. Manager Gutonski stated that a bead of grout was supposed to be applied at the base of the tank, but that would not work and concrete was needed for the repair. PARKS & RECREATION: Carrie Fox reported Place Community Life 1.7 The winners oft the Scare Crow Contest 1st Place Site Signatures, 2nd Place Maskas, 3d 2. Boo Fest was held October 29 for 1-3. Around 90 children attended. A special thank you to the office staff fort theirl help with the project as well as the recreation board. 3. The Annual Christmas parade will be held November 19, start time is 1:00pm 4. The Farmers Market has ended for this year, the last day was October 26. Holding the Farmers Market on Corbett St worked out well. Thank you for all thes support 5. Tarentum Recreation Board would like to honor the fine men and women of Tarentum that have served in the armed forces for many generations by sponsoring a banner project in our Tarentum Park. We will be asking families to purchase al banner to honor their loved one. The banners will hang on the black poles closest to 1*Ave. first then ife enough are purchased they will move to the light poles along the walk ways. Gray Signs and the Recreation Board are working on the details and the costs are coming in around $100.00 per banner. This is growing in many of our surrounding towns. If anyoneisin interested please let Carrie Fox know. I'm also asking council for your support. 6. The banners for along W 7th Ave will be in shortly and installed during the next few weeks. Manager Gutonski requested two banners to be mounted on the poles in front of the Borough Building. Mayor Magnetta requested that banners be mounted at each entrance to theBorough. Courtney Mahronich spoke from "Friends of the Riverfront" about 2 new projects "Millvale to Freeport Trail Corridor". The trail is expanding along the Allegheny River from Millvale to Harrison Township. Then the trail will connect with Armstrong to Erie then to Pittsburgh to form 270 miles of continuous trail through Western PA The trail was already completed Northbound Trail in Tarentum, SO all the "Friends of the Riverfront" are requesting from Tarentum is the have Public Works hang signs for the Southbound Trail. They will call to make arrangements to deliver the signs in the next few weeks. 5 2. Carrie Fox reported that she attended the Alle-Kiski Strong Chambers Economic Development Workshop. It was a very interesting morning with many very good 3.
