BOROUGH OF TARENTUM ALLEGHENY COUNTY, PENNSYLVANIA BOROUGH COUNCIL MINUTES OCTOBER 4, 2016 6:30 Call to Order, Pledge of Allegiance ATTENDING: Eric Carter, Erika Josefoski, Greg Schmitt, Carrie Fox, Rhonda Dzugan, Peter Varos, Mayor Magnetta Solicitor Charles Clark. Chief William Vakulick, Manager Michael Gutonski Councilman Tim Cornuet absent due to illness President Eric Carter reminded everyone that the meeting is recorded President Eric Carter stated an Executive Session was held September 14, 20016 and Motion by Pete Varos, second by Carrie Fox, to approve minutes from the September 6, October 4, 20161 to discuss aj personnel issues. 20161 regular Council meeting motion passed 6-0, one absent CITIZEN COMMENTS: 1. Dan Ryan, from Tarentum VFW asked if Council had received his letter regarding placing a plaque for the first Tarentum resident killed in the Viet Nam War, to be paid for by the VFW. Manager Gutonski stated he didn't receive the letter. Erika Josefoski said the letter was in her mail box. Manager Gutonski asked Mr. Ryan to give him his 2. Curtis Stepp W 7th Ave regarding the replacement ofhis sidewalk and curbs. He said he would like to get them replaced as soon as possible, but was waiting for the Borough to do the curbs. He also asked if the Borough could haul away the concrete. Manager Gutonski said the Borough will replace the curbs and assist in the removal of the concrete contact information and that they would discuss placing the plaque. from the sidewalk when Mr. Stepp demolishes them. PRESIDENTS REPORT: Nothing at this time MAYORS REPORT: Calls for Service Incidents 482, Action necessary 256, No action necessary 226, Arrests 24, Citations issued 34, Total accidents 10, Accidents with injuries 0, Fines collected $2,361.82, Fines collected for the year $24,232.43, Parking tickets issued 7. POLICE CHIEFS REPORT I.ChiefVakulick confirmed the SRO Grant for the Dept ofEducation for Officer Jendrejewski to remain at Grandview for the 2-16-2017 school year. 2. Chief Vakulick state that both new police cars are in and are being equipped. MANAGERS REPORT Manager Gutonski reported: increase in collections. I.Stated that Karen Marietti, Tax Collector gave him an update report showing that the Warning Letters for delinquents that she has been mailing out has resulted in 40%-50% 2. Manager Gutonski state the Borough advertised for bids for the repair oft the 4th. Ave Bridge for the second time, as the first bids were high. Bids were opened on September 22,2016, the lowest bid was from Marricco Construction in the amount of $689,797.44. The Borough will receive a $500,000.00 grant through the state. Total cost for repair of thel bridge including engineering, inspections etc will be $884,800.00. Greg Schmitt state that putting the bids out for as second time saved about $100,000.00. Carrie Fox state this is al big project that needs to be approved by COG to apply for the grant. Mayor Magnetta state that 4-6 years ago, the bridge could have been repaired for about $100,000.00 but, that fonner Manager Rossey held off getting thel bridge repaired. SOLICITORS REPORT Solicitor Clark Stated. in the Goral lawsuit. I.Asked the Borough to withdraw the lawsuit against Travelers and Selective Insurance 2. Solicitor Clark, Manager Gutonski and representatives from Travelers insurance met to discuss the Goral Lawsuit. 3. Carrie Fox stated that she has noticed a lot of graffiti popping up around town and asked if something could be done. A discussion followed. James Bowser inquired about the building at the corner of Corbett and 3rd Ave (Bertolino Bldg) if any decision has been made about the safety conditions of the building. Manager Gutonski told him its still being looked at. Natalie Mousad from W.11"ave. Commented on the woods across the street owned by Tarentum Borough She stated in a letter that one tree had already fallen on their vehicle and just recently another tree fell, both times the electric lines were involved. She asked if the Borough had any plans to remove the remainder of the dangerous trees and if anyone was going to clean up the Mayor Magnetta responded that he thought all of the dangerous trees were taken care of when the Borough had the trees trimmed and removed. Councilwoman Fox also stated Manager Gutonski said all the trees in the area were already trimmed or removed at a cost of approx. $19.000 a year ago but, he will check the area. Mr. Masquad stated he will mark the trees with paint that he feels are a danger to his] property. debris from when the trees were cut prior. that just because they live up on the hill they are: not forgotten.
