WEST GROVE BOROUGH COUNCIL February 2, 2017 The Regular Meeting oft the West Grove Borough Council was held on Wednesday, February 1,2017, in the West Grove Borough Municipal Building. The President, Mr. Johnson, called the meeting to order at 7:30 p.m. ROLL CALL: Mayor Stephen Black Mr. Mark Johnson, President Mr. David Prosser, Vice President Mr. Brinis Miller Mr. Clyde Jacobs Mr. Michael Ranieri Mr. Gregory McCummings, Secretary MINUTES: January 4, 2017: Mr. Prosser moved and Mr. Miller seconded to approve the minutes of the. January 4, 2017 Borough Council Meeting. Motion Passed FINANCIAL REPORT: Mr. Prosser moved and Mr. Ranieri seconded to approve the. January Financial Report. Motion Passed TRANSFERS: Mr. Prosser moved and Mr. Jacobs seconded to approve the February transfers. Motion Passed BILLS: Mr. Prosser moved and Mr. Ranieri seconded to approve the February bills. Motion Passed VISITOR: Chiefs Simpson oft the Southern Chester Country Regional Police Force provided an update on the newly formed Regional police force. Chain ofcommunication was discussed for any significant events that may occur in the Borough. Mayor Black indicated that the Mayor and Borough Manager should be notified and will communicate to the rest of council ifnecessary. Chief Simpson provided a statistical update for the organizations progress through the 3rd, week of. January compared against the same time period in 2016. Chief Simpson set an expectation for what reporting would be provided moving forward on a weeklyquarteryyeary basis. FINANCE: Borough Manager indicated that he attended the Effective Grant Writing Workshop in York, PA on 1/26/17 to gain a better understanding of where to find grant information and how toj put effective proposals together. PUBLIC WORKS: Hometown Streets Project: The new: street light poles will be installed in February Superintendent Nichols confirmed that the public works division: is properly prepared for 2017, no more definitive time schedule available at this time. any winter weather we may experience. PUBLIC SAFETY: ChiefKing provided the yearly results for 2016. All statistics showed significant improvements from the 2015: results and where available 20141 results with the additional personal on the force. The number of responses by the State Police in the Borough was also reduced in 2016 as well. Unfinished Business: Codification ofOrdinances - Committee has been established with] Mr. Miller as the chairman. Included on the committee are the Borough Manager, Mr. Freese and Mr. Ranieri. The committee will review the editorial and legal analysis provided in the review by General Code. The committee will make decisions as tov what legislation is or is not tol be ini the Code and with what, ifany, revisions. Farm Home Property Transfer- - Discussion was held regarding the tax parcel #5- 4-376.13 and our agreement with the HOA of the Townview Farm Homes. Previous agreement was made to transfer the parcel to Townview ifall stipulations were met which included improvements to thel landscape of the land. Mr. Miller moved and Mr. Ranieri seconded the motion to proceed with All requested improvements have been made. transferring the ownership of the parcel.
