TARENTUM BOROUGH ALLEGHENY COUNTY BOROUGH COUNCIL MINUTES AUGUST1, 2017 6:30 Call to Order, Pledge of Allegiance, Pres Eric Carter reminded everyone that the ATTENDING: Erika Josefoski, Carrie Fox, Adam Blythe, Eric Carter, Tim Cornuet, Greg meeting is recorded. Schmitt, Manager Gutonski, Solicitor Regoli, Chief Vakulick Absent- Mayor Magnetta, due to illness, Rhonda Dzugan Motion by Tim Cornuet second by Greg Schmidt to approve the minutes from July 12, 2017 meeting and the. July 24, 2017 special meeting. Carrie Fox made two corrections to the minutes 1. Parks and Recreations motion. regarding erecting a tent ini the park for as shower was not amended 2. Public Safety, Carrie Fox stated not to rush into Act 172, Councilwoman Fox honored the students and the supervisor involved in the My Work Initiative Program for a job well done. Manager Gutonski stated, they did not know what to expect when the program was started, Terry Chambon and the students have done a great job and thanked Carrie Fox for brininging the program to the Boroughs not Erika Josefoski attention, Carrie Fox stated It takes a team. CITIZENS COMMENTS: 1. No comments PRESIDENTS REPORT: 1. Pres Carter stated he observed the students, working through the Work Initiative Program and reported that are very hard workers and are doing a great job 2. Pres Carter stated he attended the Basketball and Badges ati the W6 6th Ave courts. MAYORS REPORT: Nothing at this time POLICE CHIEFS REPORT: 1. Chief Vakulick stated that the police have been receiving complaints about noise and stated he can not find a Noise Ordinance and aski if the solicitor could check into writing an ordiance. Solicitor Regoli stated he will check other resources regarding noise ordinances 1 2. Chief Vakulick stated the SRO Grant for the resource officer Kurt. Jendrejewski has not been received in the amount of $90,000.00, $60,000.00 for last year and $30,000.00 for the beginning of this year. The Chief recommended to suspend the program for this 3. Manager Gutonksi reported that the final water tank restoration is almost complete, 2. Manager Gutonski stated al list of chemicals for the water plant have never been put out for bid, and Solicitor Regoli stated that the Borough is required to get bids for the 3. Manager Gutonski stated over the past weekend there were electric problems due to that knocked down poles and cross arms. He stated he is not happy with the maintenance of the system and would like to meet with representatives to possibly hair at full time lineman and an apprentice. They would actually be Borough employees through IBEW with Borough benefits. He stated there are too many issues that aren't being handled. Eric Carter said it wouldn't hurt to explore what is out there. Manager Gutonski state there has never been extensive maintenance to the water or electric system. Erika Josefoski asked if there would be enough work for a full time electric dept., Manager Gutonski stated yes that all the lines are old copper and they no longer use copper and it needs upgraded. He also stated that poles and cross arms need replaced. There is also tree trimming that needs done. Greg Schmitt feels the thought process is justified and warranted and asked Manager Gutonski to put things together and Council will support him. Adam Blythe agrees to check the extra expenses and compare the costs. Manager Gutonski stated that we need people that know the systems and that there is an individual that has worked for the Borough in the past that he was talking to. Chief Vakulick stated that there are different vendors for traffic light 4. Manager Gutonski reported that there is a Street Dept employee that is retiring soon Bob Betts had stated to him that the new hire needs to have knowledge for the work the crew is cleaning it out and will be completed within 3-4 weeks chemicals repairs, tree trimming, electric meters and repairs that will be required. SOLICITORS REPORT: 1. Solicitor Regoli reported that Resolution 17-08 to enter into a purchase agreement for the sale of realestate for W: 7th Ave Development is included in the packet 2 2, Solicitor Regoli stated regarding the chemical for the water plant may not have to be bid, due to the threshold oft the amount of chemicals required COMMITTEE REPORTS: ADMINISTATION, EMPLOYEE RELATIONS, FINANCE. 1. Motion by Erika Josefoski, second by Carrie Fox to pay. July bills. Roll Call yesOnay 1a absent Motion carried 2. Erika Josefoski asked for any thoughs regarding the Jr. Council Person Program. Tim Cornuet was against the program due to confidentality, a discussion was held. Eric Carter asked Solicitor Regoli if he could come up with rules etc for participation. Solicitor Regoli state that the students could shadow the CEO, Manager etc. Manager Gutonski stated it would be a good idea to get youth interested in government WATER: 1. Motion by Greg Schmitt, second by Carrie Fox to approve the request from Danicka Koskey owner of Koskelys Korner to close Dickey St from E 6th-E7th August 19, 2017 from 8 AM-4PM for "Kittens at Koskeys Animal Protectors Event" which includes an 2. Greg Schmitt inquired about the purchase of a new street sweeper that was discussed, Manager Gutonski reported that there is nothing wrong with the sweeper they have, that the sweeper was not being properly maintained, now that the proper outdoor fruit barbeque. Discussion was held regarding Act 172 for a reduction on property taxes/earned income for volunteer fire fighters/ambulance personnel. A discussion was held 3 regarding how many active volunteers each fire dept has. PARKS AND RECREATION: 1. Motion by Carrie Fox, second by Greg Schmitt to have the Recreation Board fund the extention of the Snack Shack Pavililion roof by approximately 20 ft and to have a new metal roof place over the entire structure at the cost of $6,700.00 with the work to be completed by Troyer Construction. Question on the motion, Erika Josefoski asked if this was the lowest bid. Solicitor Regoli stated that they are not using Borough money, and they were. just asking for permission to do the work. Sandy Collins asked is tax payer dollars were being used for the Snack Shack roof, Carrie Fox stated that the money was earned through the concerts and the Recreation Board has been saving for two years, and the money is not from the budget. 2. Jim Bowser stated that he agrees the Borough nees to have in house lineman 3. Jamie Johnson stated she emailed Chris Fabec about opening a pet grooming business on E1 10th Ave., hei is reviewing the plans and will be back to her 4. Gina Landis stated she calls people about attending meetings and she feels that the meetings need more adverisement, maybe on the water bill. Manager Gutonski stated that they are updating the billing system and they will be able to put more information on the back of the bills ADIOURNMENT: Motion by Erika.
