TARENTUM BOROUGH ALLEGHENY COUNTY BOROUGH COUNCIL MINUTES JULY12,2017 6:30 Call to Order, Pledge of Allegiance, Pres Eric Carter reminded everyone that the ATTENDING: Erika Josefoski, Carrie Fox, Adam Blythe, Eric Carter, Rhonda Dzugan, Tim Cornuet, Greg Schmitt, Manager Gutonski, Solicitor Regoli, Chief Vakulick meeting is recorded. Absent- Mayor Magnetta, due toi illness Motion by Greg Schmitt second by Carrie Fox to approve the minutes from June 6 2017 meeting. Motion carried CITIZENS COMMENTS: PRESIDENTS REPORT: 1. Solicitor Regoli stated that comments may only be made on agenda items at this time 1. Pres Carter stated he observed the students, working through the Work Initiative Program and reported that are very hard workers and are doing a great job MAYORS REPORT: Given by Chief Vakulick due to mayor absent due to illness 1. Chief Vakulickreported the Calls of Service for May 2017 Calls of Service No Action Necessary 250 Citations Issued Accidents with injuries 2 Fines collected for the year $12,237.23 Parking tickts issued 8 POLICE CHIEFS REPORT: I. Nothing at this time MANAGERS REPORT: 503 84 Action Necessary Arrests Total Accidents Fines Collected 253 40 9 $2,229.45 1. Manager Gutonski reported that he reviewed the budget numbers and they are accurate, the Borough is doing quite well and all departments are cooperating to stay on budget. At this time, there are only two (2) line items that are over budget Manager Conferences by $1,400.00 and Council Conferences by $2,000.00. He stated that he isn't happy with the overage but, also feels that these conferences are importfor 1 Council and himself to better themselves for the benefit of the Borough. Greg Schmitt asked if everything else is under budget, Manager Gutonski stated they are. 2. Manager Gutonski gave an update on the Grandview Playground Project. Tim Cornuet reported on Eureka Fire Rescues June 2017 Incident Report MVC-06, AFA-06, WIRES/TRANFORMERS-06, ACSWFRT TEAM-04, SMOKE/ODOR INVEST- 01, ELECT COND-01, ASSIST EMS-01, FALSE CALL-01, BRUSH FIRE-01, TOTAL PERSONNEL HOURS-1109, MUTUAL AID, ARNOLD, SPRINGDALE BORD, HARMAR, 2 BLAWNOX-04, EMS CALLS-273, TOTAL PERSONNEL HOURS-1109, TOTAL CO TRAINING 2. Discussion was held regarding Act 172 for a reduction on property taxes/earned income for volunteer fire fighters/ambulance personnel. Carrie Fox stated that according to the act, these reductions can be given to several different volunteers including the auxiliary and asked Solicitor Regoli if the Borough has to follow the example ordinance. Solicitor Regoli statd that the ordinance he supplied is only a guideline for Council. Carrie Fox stated that Council doesn't need to rush into this and that they need to get information from fire departments on how many members are property owners etc. Solicitor Regoli state that there will need to be a public meeting HOURS-48 to discuss enacting thisordinance. PARKS AND RECREATION: 1. Motion by Carrie Fox, second by Greg Schmitt to approve the use of the gazebo at Riverview Park to Carol Tallerico for al bridal shower July 23,20171 from 1 PM-7PM A discussion was held regarding the erection of a tent in the park, the size of the tent and the possible use of alcohol in the park. Also, how many people would be attending and why the shower would last 6 hours. Chief Vakulick stated that his officers would have to keep an eye on the shower to insure no alcohol is being used in the park, they are permitted alcohol on their docks. Manager Gutonski stated that they signed the agreement and all rules are on the agreement including the use of alcohol is prohibited in the park The motion is to permit the use of the park with erecting at tent with the hours being 1PM-7PM Roll call 4 yes 3 nay Motion carried 2. The Recreation Boards sponsered ar movie at thel Historical Society 4.F Reported that the Grandview Playground Project is almost complete and she thanked everyone who was involved in the project, Manager Gutonski, Highlands SD, and the Borough Street Department for all their help in completing the project. There will be a Ribbon Cutting Ceremonylater proceeds going to the playground in the park summer 3. Erika Josefoski reported that she received a letter regarding "Hoops on 6th" scheduled on July 22 from 10 AM- 6PM. All are welcome to attend, games will be between residents and police officers. 3 PROPERTY AND: ZONING, LIBRARY AND HEALTH: 1. Motion by Erika Josefoski, second by Tim Cornuet to approve Resolution 17-08 stating that the potential acquisition of 607 5th Ave through the Allegheny County Vacant Property Recovery Program would be in accordance with Tarentum Borough's 2. Matin by Erika Josefoski, second by Greg Schmitt to approve bidi from Key Asbesgtos Abatement Inc in the amount of $13,995.00 for removal of asbestos at 114 W7th Ave 3. Motion by Erika Josefoski, second by Tim Cornuet to grant permission to Borough Manager Gutonski to advertise for sealed bids for demoliton of 114 W 7th Ave, Bids to be opened July 24. Questions on the motion. Can Council vote now to accept the lowest bid to get demolition of this property before the next meeting. This building is a source of constant vandalism and police calls. Solicitor Regoli said they cannot give the go ahead, that the bid must be awarded at a public meeting. Motion carried 4. Demolition complete on W12 Ave property is complete and Erika Josefoski thanked the volunteers from Summit Hose that stood by for safety 2. Beginning the week of. July 27th the Borough will begin doing sweeps of all neighborhood. The CEO and Police Officers will be hitting residents for Code Enforcement issues. Carol Zawart asked why she was cited for the property at the corner of E 9th Ave and Corbet St stating she as told she had to use special gravel or pave the lot and install a fence. She asked when this ordinance was passed and was why she required tot follow this ordinance. Erika Josefoski read a letter with al list of violations. Zawart stated she didn't acquire the property until May 2017 and the citation was for November 2015. Manager Gutonski stated that the Borough is doing their job and she needs to follow the ordinance. CEO Fabec stated that according to the Allegheny County Website, she acquired the property August 2015 and it's her responsibility to maintain the property according to the ordinances. If she wants to use it as a parking lot it must be paved or commercial gravel must be used and the property must bei fenced. Ifshe wants to use ita as a side yard she needs to clean the gravel that was place there out and plant grass 2.
