TARENTUM BOROUGH ALLEGHENY COUNTY BOROUGH COUNCIL MINUTES MAY2, 2017 6:30 Call to Order, Pledge of Allegiance, Pres Eric Carter reminded everyone that the ATTENDING: Carrie Fox, Adam Blythe, Eric Carter, Rhonda Dzugan, Tim Cornuet, Greg Schmitt, Mayor Magnetta, Manager Gutonski, Solicitor Regoli, Chief Vakulick meeting is recorded. Absent- Erika Josefoski Motion by Carrie Fox second by Tim Cornuet to approve the minutes from April 4, 2017 also the Special Meetings held April 13, 2017 President Carter stated that the meeting was held to no accept the bid and rebid the fence project at Grandview Elementary and the April 20, 2017 to approve the sale oft the W7th Ave property. Motion carried CITIZENS COMMENTS: 1. Cindy Homberg reported on the third event celebrating Tarentum's 175th Anniversary. She reported approximately 60 people attended the showing of The Girl in the Red Velvet Swing. The next event will be Henry Brackenridge's birthday on May 11, 2.. Jim Bowser stated he wanted the veterans banner that he purchased for his dad put up in West Tarentum. Carrie Fox said the banners are being placed along E 6th and E 10th Ave. He stated he wanted his dad's banner and he will place it in West Tarentum 3. John Figler asked if a Do Not Enter sign could be erected on Corbet St for Stevenson Alley, that he has almost been hit there several times with people going the wrong way. Manager Gutonski asked if there were One Way signs there, Mr. Figler said yes, but 4. Martin Bertolino asked if there was any movement on the repairs to his building. Manager Gutonski turned the question over to Solicitor Regoli. Solicitor Regoli said the Borough could do nothing, that the contractor was paid through a grant from Allegheny County, Mr. Bertolino asked why he would be responsible because he did nothing to 2017 from noon to 2:00 pm by himself. Mr. Troutman also questioned the property located at 227 2nd Ave, there is junk in the yard and they are running a business out of the property. CEO Fabec reported the property owner is up. deceased and he can't cite his son in law. PRESIDENTS REPORT: 1. Pres Carter stated the Special Meetings were held to discuss the bid on the fencing for Grandview Elementary and for the sale of the W7 7th Ave property 1. This new monitior will make it easier for the police to watch the park for vandalism 24/7. Greg Schmitt asked when the vandalism is occuring, the Chief stated different areas. Mayor Magnetta stated, that anyone caught vandalizing the park will be prosecuted when 3. Manager Gutonski reported that the only bid received for the fence at Grandview was from Allegheny Fence and council rejected the bid because is was high. They rebid the project and Allegheny Fence was again the only bid received and it was higher than 2. Manager Gutonski reported that he contacted COSTAR for bids on the fencefor their first bid, this bid was also rejected. 2 Grandview, he explained that the borough did not have to advertise for bids because 3. Manager Gutonski reported about attending a program regarding asbestos removal and that the county is basically hand cuffing the Borough with the new rules. The county is holding the Borough to different guidelines than the private sector. This change is holding up demolitions with more time and planning. Carrie Fox said that Tom 6. Manager Gutonski requested 4 students. A supervisor will accompany the students and the program covers the liabilty 100%. The students would work: 20-30hrs aweek. WATER: 1. Sandy Collins questioned if funds are being tranferred into the general fund, she thought that had been discontinued.
