There are books loaded with history and he thanked Cindy Homberg, Carrie Fox and 6. Carrie Fox reported on the recycling program through ESCR that she spoke about at last meeting. She met with a representative and felt that their fees were a bit too high for non recyclable items and it would only be one day, she didn't feel it was a fit for Tarentum. Waste Management does have a program in place through their contract with the Borough and asked if this program can be promoted more through the graduation on May 25th from 6:00-9:00 pm Motion carried around town for their help purchasecelebration-merchandise. Carrie Fox stated that she attended a presentation at Tri County Collabrative regarding Land Banks. Vacant properties would be purchased through the Heinz Endowment to get them back on the tax rolls. The school district must also agree to the Land Bank, the Borough cannot participate without the school district. Solicitor Regoli stated that there are a lot of communities in Westmoreland County participate in Land Banks. Manager Gutonski reported that he spoke to Tom Benecki from COG and he would like to attend a council meeting to answer questions or concerns. CEO Fabec informed council that you have to have a magistrate that is willing to hold Blight Hearings. A discussion was held 2. Maureen White asked if residents are still allowed to make utility payments in the office. She stated that when she came to pay her bill she was told she could put her payment in the drop box. Manager Gutonski told her he would speak toi the office staff 3. Dave Terrill stated he thought the Land Banks sounded like a good idea and asked if anyone knew if Highlands would agree. Carrie Fox said they are aware of the program, 4. Bruce Ringer asked if he would be required to pay the yearly sign fees. CEO Fabec told him the fee would only be charged if a business advertised other business' besides the money collected from the permits to the Fire Departments but they have never responded their own 5 5. Gina Landis asked when the old rail road ties were going to removed, kids are playing and climbing on them. Manager Gutonski told her that they are contacted weekly, but it doesn't help and that there are ties the entire way up the line.
