Absent-Chief Vakulick Motion by Carrie Fox, second by Tim Cornuet to approve the minutes from the January OPENING OF SEALED BIDS: Solicitor Regoli stated one bid was submitted for the purchase of the properties located at 126,128, 134 & 150W 7th Ave. Bid received from Tarentum Investment LLC in the amount of $100,000.00, a check was enclosed in the amount of $10,000.00 to cover the 10% of the bid required. Solicitor Regoli Motion by Time Cornuet, second by Erika Josefoski to award the bid of $100,000.00t to 3, 2017 and special meeting January 17, 2017 recommended to award the bid upon his review oft the bid. Manager Gutonski stated that according to the 2. Martin Bertolino questioned the status of repairs by the Borough on his building located on the corner of 3rd Ave and Corbet St. He said he hasn't heard anything from the Borough. He reported that grants were secured for demolition of the buildings between 2nd and 3rd Ave, years ago but his building was not included. He read a bid tor repair the masonry, a new footer, to frame ini the side of the building for $58,000.00. 3. Karen Marietti, Tax Collector gave a report on her request for a 1% increase in commission for the upcoming year. She stated that in the 12 years she has held office, there has never been an increase in her commission. She reported that in 2009, the former manager removed the Business Privilege Tax and the LST Tax collections from Manager Gutonski he will look into the possiblity of repairs. 10%to5%. These changes were done after the election, which was unethical. The 1% will result in an increase of approximately $4,966.96 in current tax commissions. She stated that her rent is $1,500.00 per year and her phone bill is $840.00 per year, which are expenses that come out of her commission. She is not requesting an 4. Dan Ryan from the Tarentum VFW showed the plaque that was purchased in memory of Sgt Adams, to be dedicated on Memorial Day. Tim Cornuet commended Mr. Ryan on obtaining the plaque. Manager Gutonski said the plaque will be erected by the Viet Nam Memorial. Mayor Magnetta stated the Memorial Day Parade will begin in Brackenridge where there will be a dedication of the Arch Way in Brackenridge Park, then the parade will end in Tarentum where a dedication of the increase in commission for delinquent taxes. plaque for Sgt.Adams will bel held. Manager Gutonski reported that the engineers called on January 7 to report the gas company was still dragging their feet moving the gas lines for the construction on the 4th Ave Bridge. He stated he then called the gas company and Mayor Magnetta also called the gas company. They said they would start moving the lines in two weeks. The Borough has until the end of. June to complete the construction oft the bridge. 3. Manager Gutonski reported, fori informational purpose, that the street sweeper that was purchasedi three years ago has hadi nothing but problems. The Borough has putin around $18,000.00inr repairs. There was never a maintenance agreement for repairs done when the sweeper was purchased. There is still $44,000.00 owed on the sweeper and the monthly payments are around $3,000.00. He met with A&H Equipment to get information on the purchase of a new sweeper that has fewer movingp parts to break. He would like to sell the old sweeper, after it's repaired for no less than $75,000.00. A new sweeper could cost $180,000.00 with an extended warranty. Tim Cornuet said he was at the meeting about the sweeper and said there is a website where companies buy used sweepers. Mayor Magnetta asked how many sweepers has the Borough purchased over the years and asked where the Borough is going to get the money to purchase a new sweeper. After a discussion Council approved Manager Gutonski toi investigate the cost, etc for a new sweeper. SOLICITORS REPORT: 1. She would like that section to be put back into the agreement. A discussion was held, Eric Carter said that removing those items was what council had ask for originally but that he will speak to Solicitor Regoli regarding her concerns. Solicitor Regoli stated that it would not be necessary to have it placed back into the agreement and that the minutes would reflect the concerns 5. Carrie Fox reported that Earth Day is being held in other towns. She felt that having ar recycling collection day, at no cost to the Borough would help clean up the Borough She spoke to ESCR, this company will set up a day and come into the Borough and collect hard to recycle items ex: TV's, paint, tire etc. for a cost to the resident of 25-40 cents per pound. Council agreed and Mrs. Fox will contact ESCR for moreinformation. Councilwoman Fox had and would provide enough clarification.
