He stated that after further discussion, it was decided that the building for the warehouse on 4th Ave would not be suitable for their offices. They approached JTJN Properties to purchase 415 E 4th Ave, Professional Bldg. He stated that only half of the property is rented out, and they would take the remaining part of the building for their offices. They closed on the Professional Bldg, December 29, 2016, and Matt Policki added that the warehouse in in the design and engineering phase and they will be breaking ground around the 3'd week of February, the entire building will be under roof by April 1, 2017. Both Mr. Yoest and Mr. Policki thanked the Borough for also closed on the loan for the warehouse on December 29, 2016. their support PRESIDENTS REPORT: 1.N No report at this time MAYORS REPORT: 1.Mayor Magnetta read the Calls for Service Report for November 2016 Calls for service 465, Action Necessary 249, No Action Necessary 216, Arrests 18, Citations Issued 82, Total Accidents 8, Accidents with Injuries 2, Fines collected $2,219.79, Fines Collected for the year $30,193.50, Parking Tickets Issued 9 POLICE CHIEFS REPORT: I. No report at this time 1. MANAGERS REPORT: Manager Gutonski reported: 1. Manager Gutonski asked Jeff Adams, Water Plant Supervisor to explain ai new additive, Dell Pac 20/20 for the water plant. Mr. Adams, stated this additive will work better to coagulate dirt and debris in the water for removal, and it works better in cold water than the Alumni they are currently using, and is better fori the PH level. Mr.Adams stated the Del Pac 20/20 will save approximately $15,000.00 a year in chemical costs. During this discussion, Solicitor Regoli said that the purchase should go out for bid, and that all chemicals purchased by the water plant should bel bid out every, year. 2. Manager Gutonski reported that the work on the 4th Ave Bridge is on hold right now. The gas company has to move their lines before the repairs can begin. He stated the 3. Manager Gutonski stated that there are a lot of projects in the electrical system and to help generate revenue for electric projects the current $5.00 customer fee will be increased to $10.00. A discussion was held about advertising the increase, Solicitor Regoli stated the Resolution to increase only needed to be made public at a regular work should start in about amonth. Motion Carried. Solicitor Regoli stated the seat must be filled within 30 days ofi it being vacated, which would be January 19, 2017. After discussion Council will hold a Special Meeting on January 17, 2017 for interviews for the seat. All letters ofi interest will must be turned in by Friday, January 13, 2017. WATER: 1. No report at this time 2. ELECTRIC: .Motion by Rhonda Dzugan second by Tim Cornuet to approve Resolution 17-01 raising the minimum monthly electric charge from $5.00 to $10.00. Carrie Fox reported that PA just passed House Bill 1683, that would give volunteer fire fighters and volunteer EMS a reduction in local income tax and property tax. Mayor Magnetta stated that he contacted Rep Dermody's office to forward copies of House Bill TOTAL COMPANY TRAININGI HOURS 14 1683 for review by the Borough. PARKS & RECREATION: people attended. I.C Carrie Fox reported that the Senior Citizen Bingo was successful approximately 78 2. Carrie Fox gave an update on the 175th Celebration, the banquet will be held March 4, 2017 at the Masonic lodge and the Recreation Board will be selling tickets 3. The Recreation Board will not hold a January meeting 4. Carrie Fox stated that 15 veterans banners have been purchased and should be in soon. PROPERTY & ZONING: 1.Motion by Tim Cornuet second by Carrie Fox to advertise the sale of properties at 132- 134 and 150 W 7th Ave. which will be advertised, there will be a minimum bid required and the bid must include demolition of the buildings at the owners expense. Motion by Time Cornuet second by Carrie Fox to authorize Solicitor Regoli to proceed with the condemnation of 136 W 7th Ave thru Provisions of Pennsylvania Title 26 Eminent Domain. A discussion was held as to why Solicitor Regoli chose to use eminent domain. He stated there are SO many relatives to have sign off on the purchase of the property it will be a more efficient way to obtain the property.
