Council Meeting May 6, 2024 Page 2 Turtle Creek Borough regular monthly Council Meeting, held on May 6, 2024, was called to order by President Nick Bianchi who led the Pledge of Allegiance. Roll Call: President Bianchi = present Mr. Estocin = present Ms. Henkel - present Mr. Nolan - present Solicitor - present Mr. Sanker - present Mr. Spencer = present Mr. King - present Mayor Forgie - present Approval of the April 2024 minutes: Motion Ms. Henkel, Mr. Spencer approving the April 2024 minutes as submitted. Motion carried. Correspondence: Steel River COG and Turtle Creek Valley Cog is asking Council to consider signing a letter address to President Joe Biden regarding the sale of the US Steel plant. Motion Mr. Spencer, Mr. Sanker approving signing a letter to President Biden regarding sale of USISteel. Motion carried. Citizens Report: Arth Sylvester-144-A Watson Drive, Advising Council of the vehicles speeding and people not stopping for stop signs. Drivers are also going the wrong way in the alleys. Mr. Bianchi asked the Mayor and Police Chief for more patrols on the drives. Asked if the Electric Heights Association to put out a robo call to residents regarding these issues. Page 3 Leroy Wood-1008 Maple Avenue, reporting vehicles parking on both sides of the street on Maple Avenue and parking on sidewalks. Ano parking sign was removed when the new stop sign was put in. Mr. Bianchi stated that the no parking sign will be reinstalled. Sara Covato-143-D Watson Drive has the same complaint that Mr. Sylvester has stated about speeding on the drives. Committee Reports: Mr. Bianchi-There has been some difficulties with our current bank, First Commonwealth. S&TB Bank will tailor to our needs. Effective date is as soon as it can be completed. Motion Ms. Henkel, Mr. Nolan approving the depository change to S&T Bank. Motion carried. There will be a public hearing for the demolition of 11 residential structures around the Borough on Monday, May 20, 2024 at 7:00p.m. Anyone can speak at the hearing if either for or against. The Ms. Henkel-Tree Pittsburgh will be planting more tree around Borough properties. Volunteers are welcome. 3t trees at Shubert's Park on Brown Avenue. The Spring planting will be at Hamilton Playground on Thursday, May 10, 2024 from 3:00p.m. to 5p.m. Mayor and I will be cleaning the memorial located at the Churchill Demolitions are at no cost to the Borough. Cemetery for Memorial Day. Mr. King-None Mr. Spencer-The Borough has received the resignation of Fulltime Police Officer Emily Carrigan. Ms. Carrigan has decided to move on. Motion Mr. Spencer, Mr. King accepting the resignation from Fulltime Officer Emily Carrigan. Motion carried. Page 4 Testing for a fulltime officer list by the Civil Service Committee will be tomorrow May 7,2024 at 10a.m. with three applicants. Replacing Ms. Mr. Sanker-Accepting a contract with the Turtle Creek Valley COGto handle Code Enforcement for the Borough. The contract is for 6 Carrigan and hiring one other Fulltime Police Officer. months at $20,000.00. Motion Mr. Sanker, Ms. Henkel approving the contract with the TCVCOG code enforcement for $20,000.00. Question: Allowing the TCVCOG to do our code enforcement hours on a weekly basis and provide follow up. Motion carried. Mr. Nolan-Thanked Mayor Forgie and Council member Jill Henkel for having a water buffalo for residents after the water break. Lou Lantzy Emergency Coordinator-update on the wall by the Penn Avenue Bridge. The last information he received is that bidding on the Wall repair with an agreement with the property owner. Mayor Forgie thanked Mr. Lantzy for his help last night. Mr. Estocin-The final walk through on the installation of the new heating and air conditioning was completed. Every zone is up and running. The new system will be using less energy, and each room Mr. Bianchi thanked Mr. Spencer for the changing of all the lights can be controlled. through out the building. Police and Public Safety Mayor Forgie- Had dinner with other Mayors and the new company at Keystone Commons called EOS. They are talking about moving their headquarters from New Jersey to Turtle Creek. There will be a meeting with RIDC regarding the planned Bike Trail. The trail could possibly run behind Citizen Bank. Thanked everyone who came out Page 5 to help with clean up day and also thanked the Street Department for Starting a traffic program to deal with parking issues around town. Working on a policy for police vest regarding the purchasing and retaining of. Union would have to sign off on any new policy. the work that day.
