Council Meeting April 8, 2024 Page 2 Turtle Creek Borough regular monthly Council Meeting, held on April 8, 2024, was called to order by President Nick Bianchi who led the Pledge of Allegiance. Roll Call: President Bianchi - present Mr. Estocin - present Ms. Henkel = absent Mr. Nolan = absent Solicitor - present Mr. Sanker = present Mr. Spencer - present Mr. King - absent Mayor Forgie = present Motion Mr. Spencer, Mr. Estocin to enter into the advertised Condemnation Hearing for 402,403,509 & 511 Larimer Avenue. Motion carried. Motion Mr. Estocin, Mr. Spencer to adjourn Condemnation Hearing and enter into the Council Meeting. Motion carried. Approval of the March 2024 minutes: Motion Mr. Spencer, Mr. Sanker approving the March 2024 minutes as submitted. Motion carried. Correspondence: Turtle Creek Development Corporation is requesting a $500.00 donation towards the publishing of the "The Turtle Creeker" newsletter. Motion Mr. Estocin, Mr. Sanker approving the $500.00 donation to the TCDC for the Turtle Creeker. Motion carried. Page 3 Allegheny County Election Department requesting the use of the Borough Building as a polling place for the Tuesday, April 23, 2024 Primary and the Tuesday, November 5, 2024 General Election. Motion Mr. Estocin, Mr. Spencer approving the use of the Borough building as a polling place for primary and general elections 2024. Motion carried. Citizens Report: Jennifer Myers-414 Highland Avenue-After the last heavy rain her garage drain backed up. Concerned about water runoff in Saunderson Alley. Steps located from Highland Avenue and Mr. Bianchi- Council will have the Engineer check Sanderson Alley Sanderson Alley have not been able to be used. and locate who owns the steps. Committee Reports: Mr. Bianchi-Asking Council for approval to advertise the sale of the 2009 Ford F550 known as Truck #09 on Municibid. Motion Mr. Spencer, Mr. Estocin approving the advertisement of Ford Truck #09 to sell on Municibid. Motion carried. Acondemnation hearing is needed for the following properties: 519 Larimer Avenue, 311 Brown Avenue, 923 & 924 Oak Avenue, 311- 313 Highland Avenue, 379 Stewart Street, 546 Negley Avenue, 736- 738 Church Street Ext., 119 Line Way, 123 Line Way, 272 Seneca Street, 244 Wilbur Avenue, 402 Larimer Avenue, 403 Larimer Avenue, 509 Larimer Avenue and 511 Larimer Avenue. The Borough has received funding in the amount $175,000.00. Approval to advertise the condemnation hearing for Monday, May 20, 2024 at 7pm. Page 4 Motion Mr. Spencer, Mr. Sanker approving the advertisement for the Monday, May 20, 2024 Condemnation Hearing. Motion carried. Mr. Estocin-The new heating and air conditions for the Borough Building is 95% complete. There are separate units throughout the building. The next couple of weeks the contractor will do a walk through with officials. Mr. Sanker-Every year the Borough has an agreement with the Turtle Creek Valley COG for Vactor service. This the amount of the agreement is 15 days at $16,500.00. Motion Mr. Sanker, Mr. Estocin approving the agreement with TCVCOG for Vactor service in the amount of $16,500.00. Motion carried. Mr. Spencer- Consider a motion for the Civil Service Committee to hold a Fulltime Police Officer test. Testing date May 7,2024 and applications due by May 1,2024. $45.00 is refundable if applicant shows up for the test. Motion Mr. Spencer, Mr. Sanker approving the Civil Service Commission to a test for Fulltime Officer hire. Motion carried. Hiring of a parttime Public Works seasonal laborer, Patrick Grubbs. for the summer of 2024 at $17.19 an hour. Motion Mr. Spencer, Mr. Estocin approving the hiring of Patrick Grubbs for the seasonal summer position at $17.19 an hour. Motion carried. Page 5 Police and Public Safety Mayor Forgie- Reminding the residents of the Wednesdays litter walks and also the whole town cleanup day is scheduled for Saturday, April 20, 2024. Wanted to thank Council and the Civil Service Committee for the scheduling of the Fulltime Police position. Motion Mr. Spencer, Mr. Estocin approving the agreement that was received by HUD. Motion carried. Old Business: Ratifying payment of the March 2024 bills in the amount of $860,061.18. The highest being ALCOSAN at $379,562.31 and CSE heating and air at $144,000.00. Page 7 Motion Mr. Spencer, Mr. Sanker ratifying the action taken by the Borough Administrator in the payment of the March 2024 bills in the amount of $860,061.18. Motion carried.
