Roll Call: President Bianchi = present Mr. Estocin = absent Ms. Henkel = present Mr. Nolan - present Solicitor - present Mr. Sanker - present Mr. Spencer - present Mr. King = present Mayor Forgie = absent Motion Ms. Henkel, Mr. Nolan to open the advertised Public Hearing for Ordinance #1154 criteria as to issuance of Disability parking permits. Motion carried. Ordinance #1154 is guidelines for the issuance of handicap spaces. Mr. Bianchi stated is there anyone that wants to speak on the ordinance for or against. Let the record show that no one spoke. Motion Mr. Spencer, Ms. Henkel to adjourn the publiq hearing. Motion carried. Approval of the February 2024 minutes: Motion Ms. Henkel, Mr. Nolan approving the February 2024 minutes as submitted. Turtle Creek Valley COG is asking for a sponsorship for the ALOM Educational Conference at Seven Springs. Sponsorship Levels: Gold $1,000.00 Silver $500.00 Bronze $200.00 Motion Mr. Nolan, Mr. King approving a $200.00 sponsorship to Turtle Creek Valley COG for the ALOM çonference. Motion carried. Citizens Report: Ron Gehry-1208 Chestnut Street asking if any information has been obtained regarding ownership of the property that is behind his. No but the engineer looked at the water issue on Chestnut Street. A Anna Lawson-376 Highland Avenue- Thanked Council for addressing all her issues from last meeting. Mr. Bianchi responded the potholes Karen Horvath-225 Seneca Street-Asked Council if there is any word on scheduled paving for Seneca Street. The Engineer will be inspecting the road. Asked if the Miller Street steps be reopened. Mr. Bianchi stated the Miller Street steps will remain closed. curb along the area will be fixed. were filled and the Engineer request a wedge curb., Committee Reports: Ms. Henkel- Based on his performance the Public Works Committee recommends the promotion of Brandon Steininger to Public Work Foreman at the rate of $29.00 an hour retroactive as of February 2, 2024. Litter Walk starting on Wednesday, March 6, 2024 from 4:30-6:00p.m. supplies will be given and if there is a rain delay it will be pushed to the next week. This is in addition to the town wide cleanup day, Saturday, April 20, 2024. Mr. King- The Woodland Hills High School of Performing Arts is requesting an AD for their school musical, Wonderland. The AD costs are: Xtra-Large $100.00 Large-$80.00 Medium-555.00 Small-$30.00 The Borough usually does the Large Ad $80.00 Motion Mr. King, Ms. Henkel approving an AD for the WHHS Performing Art musical, Wonderland at $80.00. Mr. Bianchi- The following addresses are the Act 152 demolition which is funded by money from deed transfers: 402 Larimer Avenue, 403 Larimer Avenue, 509 Larimer Avenue and 511 Larimer Avenue. A Condemnation Hearing needs to be scheduled for the April 8, 2024. Motion Ms. Henkel, Mr. Spencer approving the Condemnation hearing for the ACT 152 demolition of 402.403,509 &511 Larimer Avenue properties on Monday, April 8, 2024. Motion carried. Mr. Spencer- Consider a motion requesting the Civil Service Commission to the process for another test for Fulltime Police Officers. Police and Public Safety Police Chief McCaul thanked Council and the Mayor for their new hire. Solicitor - None Old Business: Ratifying payment of the February 2024 bills in the amount of $228,885.75. Motion Mr. Spencer, Mr. Sanker ratifying the action taken by the Borough Administrator in the payment of the February 2024 bills in the amount of $228.885.75. Motion carried.
