Council Meeting August 7, 2023 Page 2 Turtle Creek Borough regular monthly Council Meeting, held on August 7, 2023, was called to order by Vice President Max Spencer who led the Pledge of Allegiance. Roll Call: President Bianchi = absent Mr. Estocin = present Ms. Henkel = absent Mr. Nolan = present Solicitor - present Mr. Osman - present Mr. Spencer - present Mrs. Tinsley present Mayor Forgie - absent Approval of the July 2023 minutes: Motion Mr. Estocin, Mr. Osman approving the July 2023 minutes as submitted. Motion carried. Correspondence: None Citizens Reports: John Parker- 1701 Monroeville Avenue, Dead tree at the end of Monroeville Avenue on Borough Property. Thanked the Fire Chief, Fire Department and the Police the job they did at the Fire on Oak Pat Cartell- 627 George Street-Question: How long does the Magistrate take to have a hearing. Answer from Mr. Evashavik, The magistrates schedule the hearings and the Borough has no control of Avenue Ext. that process. Page 3 Committee Reports: Vice President Spencer- Approval of the funding for the approved HVAC for the Borough Building, thru the Cooperative OMNIA partners, to be paid with the ARPA stimulus money in the amount of $360,000.00. Motion Mr. Estocin, Mrs. Tinsley approving the use of the ARPA Stimulus money in the amount of $360,000.00 for Borough Building new HVAC system. Motion carried. Approving an exhibit A/Resolution for the Opt-in CDBG grants for the years of 2024, 2025 and 2026. Motion Mrs. Tinsley, Mr. Osman approving the exhibit A/resolution for the Opt-in CDBG grants for 2024, 2025&2026. Motion carried. Bids were. received for a sewer line repair on Church Street Ext. Soli Construction was the lowest responsible bidder at $11,100.00. Payment will be made through the Sewage Surcharge Fund. Motion Mr. Osman, Mr. Nolan approving the Church Street Ext. Sewer Line repair to Soli Construction in the amount of $11,100.00 using Sewage Surcharge Fund money. Motion carried. Page 4 Mr. Osman - Hiring of Alan Bachy Public Works laborer at $20.83 started on July 11, 2023. Motion Mr. Nolan, Mrs. Tinsley approving the hiring of Alan Bachy Laborer at $20.83. Motion carried. Mr. Estocin- None Mrs. Tinsley - Community Garden farm stand is open on Wednesdays and Saturdays from 10am to 12pm. Scheduling the University of Pittsburgh student to come in October to help close the garden down for the season. Mr. Nolan- None Solicitor - Borough Council held an executive session on July 23, 2023 regarding Employee matters. Old Business: Ratifying payment of the July 2023 bills in the amount of $151,226.04. Motion Mr. Estocin, Mr. Nolan ratifying the action taken by the Borough Administrator in the payment of the July 2023 bills in the amount of $151,226.04. Motion carried.
