Council Meeting July 10, 2023 Page2 2 Turtle Creek Borough regular monthly meeting held on. July 10, 2023 was called to order by President Nick Bianchi who led the Pledge of Allegiance. June 2023 minutes as submitted. Motion Ms. Henkel, Mr. Osman approving the. June 2023 minutes as submitted. Motion carried. A Proclamation for Michael McAllister was read by Mayor Forgie. Michael McAllister was presented with Tina Doose founder of the Mon Metro Chamber of Commerce and also a consultant for EOS. EOS has applied for a DOE energy that has a 20% equity plan. Six communities are included: East Pittsburgh, North Braddock, Braddock. Rankin, Forest Hills and Turtle Creek. They will be hosting community the Proclamation. meetings for residents and council members can attend. Correspondence: Ed-234 Penn. Avenue Ext. Wants to report to council about a toxic weed growing int the area on Penn Avenue Ext. and Triboro Highway. He stated that the Health Department said weed killer the first year. Nancy: 109 6th Street Came to report to Council about the disturbance with her neighbor that lives in the apartment above her. The grass is not being cut, trash problem and a broken window. Nancy was advised to notify her landlord of this issues SO they can respond. If the owner doesn't not clear up the Daniel Murray- 324Charles Street wanted to thank Council and Borough employees for all they do. The Borough will check the location and notify the appropriate officials. issues citations will be issued. Page 3 Beth Hamill-1413 Maple Avenue asked if Council was able to hire any new officers. Reported speeding Motor bikes on Maple Avenue and. James Street. Wanted to know when grass will be cut around town. The Borough had put out a test for Police officers and received no applications. ChiefN McCaul stated that the Motor bike issue was resolved. The Borough has a new Public Works employee starting and the grass will be cut. The properties the Borough owns willl be cut first and they are reviewing the past properties that have been cut. Committee Reports: Mr. Bianchi- The Borough building is need ofar new heating and air condition. Asking for a motion to approve the new: system to Combustion Services & Equipment (through Federal Cooperative Group) in the amount of $360,000.00. Mayor Forgie supports the new Heating/Cooling. Motion Mr. Estocin, Mr. Spencer approving Combustion Services & Equipment for a new heating and Air conditioning fori the Borough Building in the amount of $360,000.00. Motion carried. The Act 152 of 2022 bid for demolition for 313. James Street and 1404 Oak Avenue was completed by the Turtle Creek Valley Cog of Government and awarded to the lowest bidder. The required local share for the demolition is $2,500.00. Motion Ms. Henkel, Mr. Nolan approving the local share of $2,500.00 for the Act 152: 2022 demolition. Motion carried. Act 152 2023 Concurring Resolution and the! Slum and Bight Resolution for thet following properties: 403 Larimer Avenue, 509 Larimer Avenue, 511 Larimer Avenue, 108 gth Street (two Homes) and 414 Mercer Street. Motion Mr. Osman, Mrs. Tinsley approving the Resolutions fori the Act 152 2023 fort the properties listed. Motion carried. Page 4 Hiring ofa Full Time Laborer fort the Street Department at $20.83an hour. New employee to start soon and be hired and approved at the August meeting. Motion Mr. Osman, Ms. Henkel approving a new hire for the Street Department to be named and approved at the August meeting. Motion carried. Henkel- None Mr. Osman- None Mrs. Tinsley-The Community Garden Food stand is on Wednesdays and Saturdays from 10am to 2pm. The garden is always looking for volunteers. Thanked the Borough for the new water vault at the Garden. Mr. Estocin- None Mr. Nolan- None Mr. Spencer- Motion to accept the resignation of Mark" Terry Full Time Police Officer.
