Council Meeting May 1, 2023 Page 2 Turtle Creek Borough regular monthly meeting held on May 1, 2023 was called to order by President Ar moment ofs silence was observed for Nick Laurito. Last week wel lost a member of our family. Mr. Laurito was at fixture int this town for over 45 years. He knew thet town inside and out. Council, Mayor and Borough employees will miss him dearly. His knowledge of the town can never be replaced. We don't know which one he loved more, from the Kabota mower, the Case Backhoe and the famous Nick Bianchi who led the Pledge of Allegiance. Sweeper. Chemical Collections on August 19that The Hard to Recycle Collection on August 26, 2023 at Next Tier Connect @Pittsburgh East. Both programs are on a Saturday from 9am-1pm. Citizens Report: Dan Pusateri- Owner of 383 Highland Avenue, reporting that individuals keep parking on the sidewalk that he has just repaired. He asked ifa sign can bei installed. Mr. Bianchi stated that the Police and Public Safety Committee will look into his request and come back with a recommendation. Mr. Pusateri reported that someone is dumping in the alley. Mr. Bianchi stated that some of the garbage in the alley was cleaned up during cleanup day. Ift there is a NO Dumping sign there, we would still request that the Chris Marino- 1451 Chestnut Street asked council if they would consider dedicate one of the trees that have planted recently in memory of Nick Laurito. Council thought that was a good idea and do want to Ron Gehry- 1208 Chestnut Street asked Council ift there was any newi information on the property behind his house in the name of Butler. No new information. The property across the street from his residence own by the Woodland Hills School District is over grown. Mayor stated he would notify the Don Devich- 109: 7th Street reporting vehicles are parking around his property along a fence. There used to be a no parking sign and would like it put back up. Mr. Bianchi stated that the sign will be put back residents keep a lookout and helpi identify the individuals dumping. recognize Mr. Laurito for his years of service. School District. up. Page 3 Committee Reports: Ms. Henkel- None Mr. Osman- Purchasing a 2023 Ford F-550 through Tri-Star Ford using PA COSTARS. The Chassis Diesel for the amount of $64,397.00 with Ford Motor Company on ai five (5) year lease. Motion Mr. Spencer, Ms. Henkel approving the purchase of a 2023 Ford F-5501 from Tri-Star Ford in the Amount of $64,397.00. Motion carried. The additional equipment needed to complete the truck is the uplift with includes Dump, Plowa and Spreader. This will be purchased from Stephenson Equipment in the amount of $61,500.00. Price is through PA COSTARS. Motion Mr. Osman, Mr. Nolan, approving the uplift purchase with Stephenson Equipment in the amount of $61,500.00. Motion carried. Mrs. Tinsley: The Community Garden isi in its gth year. All the vegetables are grown and at harvest time there will be a vegetable stand. Itisa no cost but the Garden does ask for a donation. The days and times oft the Vegetable stand are Wednesdays and Saturdays from 10am-12pm. The Garden is always looking for new volunteers. No working days and times have been set. Mr. Nolan- None Mr. Spencer- The Mayor, Police Chief and the Police and Public Safety Committee interview for a part time Police officer. Committee requesting approval for the hiring of Daniel Lore. Motion Mr. Spencer, Mr. Nolan approving the hiring of Daniel Lore as a part time Police Officer at the rate of $20.49 an hour. Question: It has been difficult to retain Police Officers. Motion carried. In March 2023 a policy was adopted for the Police Body Cameras. The Borough has received a grant of $20,000.001 from Allegheny County DA. The camera policy has been received some changes had to be made that were required by the DA. Need to amend the previous approved policy. Motion Ms. Henkel, Mr. Nolan approving the changes to the Police Camera Policy. Question: The changes need to be provided to the Police Union. The Union must approve and must be submitted to the Boroughi in writing. Motion carried contingent on the receipt in writing from the Police Union. New Business: Mr. Osman want to recognize Mike McAllister: a volunteer Fireman has received a three years contract with the LA Rams. Hej just graduated from Youngstown State College. A Proclamation for Reminder that there will be a blood drive in the Borough's community room on Friday, May 19,2023 next month's meeting. from 12pm-5pm.
