Council Meeting April3,2023 Page 2 Turtle Creek Borough regular monthly meeting held on April 3, 2023 was called to order by President Nick Bianchi who led the Pledge of Allegiance. Roll Call: President Bianchi-present Mr. Estocin-present Ms. Henkel-present Mr. Nolan-present Solicitor-present Mr. Osman-present Mr. Spencer-present Mrs. Tinsley-present Mayor Forgie-present Approval of the March 2023 minutes as submitted. Motion Mr. Spencer, Mr. Nolan approving the March 2023 minutes as submitted. Motion carried. Correspondence: Woodland Hills Cheerleader, Moriyah Chancey, is asking for a Sponsorship for the BIG 33 High School Football Classic. $200.00 for a Quarter page AD. The Mayor to split the cost. Motion Ms. Henkel, Mr. Nolanapproving the Quarter AD: at $100.00. Motion carried. The Mayor supports this decision. The Human Services Center Mon' Valley would like to have their HIV/AID awareness walki in October. Asking for Police and Fire assistances. The route will start at! 519 Penn Avenue to 6th Street then back to Hunter Street. Motion Mr. Nolan, Mr. Osman approving the request for the HIV/AID awareness walk in October. Motion carried. Question: Ask the Human Services Center Mon' Valley if the route could Change to make the loop at 4th Street in Wilmerding to 5th Street then back to Airbrake Avenue. Turtle Creek Watershed Assocation Membership request. Membership cost at $200.00. Page 3 Motion Mr. Spencer, Mrs. Tinsley approving the Membership cost of $200.00 to the Turtle Creek Watershed Assocation. Motion carried. Citizens Report: Beth Hamill- 1413 Maple Avenue-Thanked Council for addressing the issue she had brought to their attention at the February meeting. Committee Reports: Mr. Bianchi- The sidewalk repairs around the Borough building is scheduled to start the second week of May. The Maple Avenue sewer repairs have been completed. Catch basin project almost completed. First payment request has been received. The Borough has received a $100,000.00 grant for the paving of Maple Avenue with the support from Senator Brewster. Engineers are looking into the actual cost for Henkel- In the process of getting bids for the repair of the roof dugout at Hamilton Avenue Playground. Last Saturday was a tree planting with Tree Vitalize and Tree Pittsburgh. Four (4) trees at Shubert park, two (2) dog woods and 2. Japanese Snowbells and along Thompson Street, three (3) Dawn Redwoods the paving, could be around. $200,000.00. and three (3). American Sweetgum. Mr. Osman- None Mr. Estocin- The Turtle Creek' Valley Rotary wants to use the Community Room on May 19, 2023 from 12p.m. to! 5p.m. for a Red Cross Blood Drive. Motion Mr. Estocin, Mr. Spencer approving the use of the Community Room for al Red Cross Blood Drive. Motion carried. The Braddock Carnegie Library request the use of Hamilton Avenue Playground this summer for the Store Stroll and other acivities. Motion Mr.Estocin, Mrs. Tinsley approving the use of Hamilton Avenue Playground by The Braddock Carnegie Library. Motion carried. Page 4 Mrs. Tinsley- The Home Plate Gardeni is looking for volunteers. They are looking into hosting other activities this summer at the garden. Mr. Nolan- Thanked Lou Lantzy, Emergency Coordinator and the Fire Department with assisting the County and Property Owner where the wall has fallen. Mr. Bianchi stated that the section of the wall doesn't join into the Penn. Avenue Bridge. This wall is not the responsibility of the Borough. The Engineer inspected the Bridge and the Bridge was not affected. Litter walk this week on Wednesday at 4:30 p.m. Check Facebook for the gathering location. April 122is Clean Up dayf for the whole town. Everyone will be supplied with the necessary equipment. There will also be food. Page! 5 Mayor still hasn'treceived a response from the Civil Service Committee regarding a list for ai full time officer. Mr. Bianchi stated Council will check into this process. Solicitor- None Old Business: Ms. Henkel, Mr. Spencer ratifying the action taken by the Borough Administrator in the payment of the March 2023 bills in the amount of $645,860.53 with the highest being ALCOSAN payment of $368,760.92. for the readers. New Business: Mr. Spencer stating the Borough has camera plate readers and need to developa policy Motion Mr. Spencer, Ms. Henkel approving the adopting a policy for the use of thel license plate readers.
