Council Meeting December 5, 2022 Page 2 Turtle Creek Borough regular monthly meeting held on December 5, 2022 was called to order by President Nick Bianchi who led the Pledge of Allegiance. Motion carried. Hearing Adjourned. Approval of the April and November 2022 minutes as submitted. Motion Ms. Henkel, Mr. Osman approving the April and November 2022 minutes as submitted. Motion carried. Correspondence: The Borough has received a proposal for a Tax Anticipation Note for 2023. The proposal was received from S &TBank for $225,000.00 at! 5.89%. Motion Mr. Estocin, Ms. Henkel rejecting the Tax Anticipation Note proposal from S&TB Bank. Motion carried. Approving the correct cost for the COSTAR Road Salt contract for 2022-2023 of $77.88 per ton. Motion Mr. Nolan, Mr. Osman approving the 2022-2023 COSTAR Road Salt cost of $77.88 per ton. Page 3 Citizens Report: Dale Bizub- 1414 Mobile Avenue ask the Borough to help with the cost of printing for the Creeker News quarterly paper. TCDC is asking for $500.00. Motion Ms. Henkel, Mr. Estocin approving the $500.00 to TCDC for the printing cost for the Creeker. Motion carried. Mayor supports this motion. Committee Reports: Mr. Bianchi- After an inspection, an Emergency Sewer line repairs are needed at various locations on Maple Avenue approved by the Solicitor and Engineer. Motion Mr. Spencer, Mr. Estocin approving the emergency sewer lines repairs using the Sewage Surcharge funds. Motion carried. The Borough has received bids for the sidewalk replacement around the Borough building. The lowest bidder amount was $59.494.62. $50,000.00 is coming from a grant received from Senator Brewster's office. $9,494.62 is the Borough's local share. Motion Mr. Osman, Mr. Nolan approving the lowest bidder fort the sidewalk replacement and the $9,494.62 Borough's local share. Motion carried. The Boroughi is working on the 2023 budget. Approval of the Tentative Budget is scheduled for Monday, December 12, 2022. The Final Budget meeting for approval will be Tuesday, December 27, 2022. Mr. Spencer- Resolution #717-22-Provisions of the Police Pension waiving the contribution rate for the Motion Mr. Spencer, Ms. Henkel approving Resolution #717-22 Provisions of the Police Pension. Motion carried. Page 4 The Borough has sent out letters for the Handicap Parking Spot for the! 5 year renewal. 40-C Boone Drive-all necessary paperwork was received to approve the renewal. Motion Mr. Spencer, Mr. Nolan approving the Handicap Parking Spot renewal for 40-C Boone Drive. Motion carried. 102-D Harper Drive-all necessary paperwork was received to approve the renewal. Motion Mr. Spencer, Mr. Osman approving the Handicap Parking Spot renewal for 102-D Harper Drive. Motion carried. 198 11" Street-renewal paperwork was not returned. Motion Mr. Spencer, Ms. Henkel approving the removal oft the Handicap Parking spot at 198 11tStreet. Motion carried. Amend the sale amount received for the 2013 Ford Explorer $4,000.00. Motion Mr. Spencer, Mr. Nolan approving the amended amount received for the 2013 Ford Explorer. Motion carried. January 24, 2023 with other mayors to discuss re-opening aj juvenile centeri in The Borough Police has received a grant for the purchasing of Body cameras. It will be funded as long as the area since Shuman Center closed. all the regulations are followed. Mayor Forgie read the Chief's report for December 2022. Solicitor- None Old Business: Mr. Estocin, Ms. Henkel ratifying the action taken by the Borough Administrator in the payment of the November 2022 bills in the amount of $403,794.31. $89,983.00 was payment for the local share for the Oak Avenue Ext.
