Council Meeting November7,2022 Page 2 Turtle Creek Borough regular monthly meeting held on November7,: 2022 was called to order by President Nick Bianchi who led the Pledge of Allegiance. Roll Call: President Bianchi-present Mr. Estocin-absent Ms. Henkel-present Mr. Nolan-absent Solicitor-present Mr. Osman-present Mr. Spencer-present Mrs. Tinsley-present Mayor Forgie-present Approval of the October 2022 minutes as submitted. Motion Ms. Henkel, Mrs. Tinsley approving the October 2022 minutes as submitted. President Bianchi abstained. Correspondence: Motion carried. The Human Services Center is looking for volunteers to assist in the Free Tax Service to those that qualify. The volunteers will be need 3 hours a week during tax season. Persons interested. should Allegheny County Borough Association general meeting is on Thursday, December 1, ,2022 at 6:00p.m. Meeting being held at the South Hills Country Club. The meeting is $35.00 per person. The Borough will be holding a condemnation hearing on Monday, December 5, 2022 approval need for the advertising of the condemnation hearing. This is for two structures the Borough has received funds contact the Human Services Center. for the structures and the sructures are 313. James Street and 1404 Maple Avenue. Citizens Report: Luanne Morton- 1103 Chestnut Street reported to Council an incident that occurred on Saturday night. The incident was regarding the parking on Chestnut Street due to the Woodland Hills School District leasing the ballfield. Vehicles were parked on the yellow lines. Page 3 She is not against the games but the vehicle parking could possibly put resident's lives at risk. A vehicle had to be towed when the owner of the vehicle parked it in her front yard. She was not pleased with the response she received from the police officer and the School District. Mr. Bianchi asked the Mayor to discuss this matter with the Police officer. Ron Getry- 1208 Chestnut Street also reporting issues with the parking on Saturday along Chestnut Street. Vehicles were parked on property owner's sidewalks. Also, there is garbage located on the Woodland Hills School District property from the sidewalk to their fence on Chestnut Street. Chris Marino- There used to be signs on Chestnut Street with speed reduction and No Parking. She also came to discuss the parking on Chestnut Street Saturday night. The vehicles were parked on both: sides of the street that there would be no way an emergency vehicle could get through to the residents on the: street. There is a depression in the roadway on Chestnut! Street at Torrence: Street. Mr. Bianchi stated that a letter can be sent from the Borough to the School District regarding the complaints that have be received byt the Borough. Regarding the depression in the roadway the Street Anna Lawson- 376 Highland Avenue work had been done on Highland Avenue and at this time the restoration still has not been completed. She had contacted Wilkinsburg Penn. Joint Water Authority Mr. Bianchi stated that the Borough will contact the Water Authority to try and find out for her when Department can apply cold patch. three weeks ago but has not heard when the restoration will be completed. the work will be completed. The Contractor is responsible to restore. Committee Reports: Mr. Bianchi- Concurring Resolution for Community Development funds for Paving in the Community in the amount of $181,418.00. Grant being administered by Turtle Creek' Valley Council of Governments. Motion Ms. Henkel, Mrs. Tinsley approving the Concurring Resolution for Community Development Funds. Dates for the 2023 Budget Meetings are Public Discussion on Monday November 21*, Tentative Budget approval on Monday, December 5, 2022 and the Final Budget approval Meeting on Tuesday, December 27,2022 all at 7:00p.m. Council to consider these dates and approve the action taken by the Borough Motion carried. Last week Council opened bids for Sidewalk Replacement. The bids for the sidewalks located around the Borough building. The Borough has received a $50,000.00 grant from the Commonwealth. Hoffman Kennel Contract for animal enforcement for 2023-2024 no cost increase with this contract. Motion carried. Motion Mr. Spencer, Mr. Osman approving the 2023-2024 animal enforcement contract with Hoffman Kennel. Ms. Henkel- About two weeks ago the Borough planted 12 trees received from the tree revitalized. The Borough received 7 red woods, 3 London Plane, 3 red buds and 1 Evergreen tree at the Borough Motion carried. buidling. Mr. Osman- None Mr. Tinsley- The Community Garden has received al lot of positive results partnering with the Braddock and Monroeville Libraries for activities. The garden and libraries would like to hold more activities in the Mr. Spencer-Two police vehicle were placed on Municibid requesting approval for the sale of the 2014 future. Ford Explorer for $3,700.00. Motion Mr. Spencer, Mr. Osman approving the sale of the 2014 Ford Explorer. Motioncarried. The 2013 Ford Taurus did not meet the reverse. Motion carried. Police and Public Safety: Mayor Forgie- Will be having a discussion with the Woodland Hills School District to add crossing guards int the town. Due toi issues on Locust Street at Monroeville Avenue review is being conducted to possibly making the area a school zone. Mayor Forgie read the Chief's report for November 2022. The law: states any new property owner that doesn't receive al bill the year that there was at transfer of ownership the owner with proper documentation will pay the face amount oft the property tax.
