2 Council Meeting September 12, 2022 Turtle Creek Borough regular monthly Council meeting held on September 12, 2022 was called to order by President Nick Bianchi who led the Pledge of Allegiance. Motion to advertise Ordinance #1151 should read Mr. Nolan. Motion to Ratify July 2022 bills should read Mr. Osman. Motion Mr. Spencer, Mrs. Tinsley approving the August 2022 regular meeting minutes with corrections. Correspondence: Motion carried. 2022-2023 COSTARS salt contract cost will be $77.82 per ton. Citizens Reports: Ron Gehry- 1208 Chestnut Street- Stating there are high weeds on the Woodland Hills Stadium property across from his house. Mayor Forgie stated he will notify the Woodland Hills School Ann Sapida- 225 Pine Street- Stated that vehicles are being parked on sidewalks and in yards on Elizabeth Street at Pine Street. The Police Chief has been up to the location and has been taking care of the issue. Ms. Sapida asked if there could be some no parking sign installed. District. Council will look into this issue. Committee Reports: Authority. Mr. Bianchi- Approval of Ordinance #1151 the 50 year agreement with Wilkinsburg Penn Joint Water Motion Mr. Nolan, Mr. Spencer approving Ordinance #1151 agreement with Wilkinsburg Penn Joint Water Authority. Motion carried. 2023 MMO (Minimum Municipal Obligation) Uniform $133,913.00. Motion Mr. Osman, Mr. Spencer approving the 2023 MMO for Uniform employees at $133,913.00. Motion carries. 2023 MMO (Minimum Municipal Obligation) Non-Uniform $9,341.00. 4 Motion Mr. Osman, Mrs. Tinsley approving the 2023 MMO for Non-Uniform employees at $9,341.00. Council will be considering some demolitions around town and will need title searches. Asking council to consider giving the Borough Administrator approval to order title searches when needed. Motion carried. Motion Mrs. Tinsley, Mr. Osman giving the Borough. Administrator approval to order title searches Street Department has supplied Council with al list of catch basin that need either replaced or repaired around town. Approval need for the Borough Engineer to send out requests for bids for catch basin repair or replace. The money will be taken for the Borough Surcharge Account. when needed. Motion carried. Motion Mr. Spencer, Mr. Osman for the approval of repair or replacement of catch basin around town. Motion carried. Mr. Osman- None Mrs. Tinsley- Community Garden is now winding down. The Garden is looking for volunteers to help Mr. Spencer- Making a motion to advertise the sale oft two police vehicles, 2013 Ford Taurus and a close the garden down for the year. The beds need to be covered. 2014 Ford Explorer, to be put on the Municibid site. Motion Mr. Spencer, Mr. Nolan, approving the advertisement for the sale of the 2013 Ford Taurus and the 2014 Ford Explorer. Motion carried. Making a motion to remove al handicap space on Elizabeth Street. Motion Mr. Spencer, Mr. Osman approving the removal of the handicap space on Elizabeth Street. Thanked Dale Bizab and the Mon Valley Initiative for repairing the sidewalk on Grant Street. Motion carried. Mayor Forgie- The Borough has received 10 trees to be planted in November thrui the Tree Vitalize. The trees will be planted at two parks and the Hitching Post. We are looking for volunteers. A planting meeting is scheduled at the Borough Building for October 22, 2022 at 9:00a.m. Solicitor = None Old Business: Ratifying payment of the August 2022 bills. Motion Mr. Spencer, Mr. Osman ratifying the action taken by the Borough. Administrator in the payment of the August 2022 bills in the amount of $229,003.88. Motion carried.
