2 Council Meeting April 4, 2022 Turtle Creek Borough regular monthly Council meeting held on April 4, 2022 was called to order by President Nick Bianchi who led the Pledge of Allegiance. Roll Call: President Bianchi - present Mr. Estocin - present Ms. Henkel - present Mr. Nolan - present Solicitor - present Mark Terry Ross Becher Mr. Osman - present Mr. Spencer - present Mrs. Tinsley - present Mayor Forgie = present Mayor Forgie sworn in two new full time officers: Approval of the March 2022 minutes: Motion Ms. Henkel, Mr. Osman approving the March 2022 regular meeting minutes as submitted. Motion carried. Correspondence: Resolution #707-22- Turtle Creek Borough Council hereby authorized the signing of the Consent Order and Agreement from the Department of Environmental Protection and to forward the signed agreement to PA DEP. Motion Ms. Henkel, Mrs. Tinsley approving the signing of the Consent Order and Agreement from the Approval of an end of year (2021) transfer from the American Relief money to the general fund for the Department of Environmental Protection. Motion carried. Locust Street paving$100,000.00. Motion Mr. Spencer, Mr. Osman, approving the transfer from the. American Relief money to the general fund in the amount of $100,000.00. Motion carried. CD project was approved by Allegheny County for the paving of Cunningham Avenue, Garden Drive, Carothers Drive, and Hamilton Avenue. Motion to approve to lowest responsible bidder at May's meeting. Motion Mr. Estocin, Mr. Spencer CD project to the lowest responsible bidder. Motion carried. Mr. Estocin- None Mr. Nolan- None Mrs. Tinsley- The Community Garden has scheduled meetings regarding the start of the Community Mr. Spencer- Hiring of Mark Terry as a Full time Police Officer at the rate of $21.90 an hour. Motion Mr. Spencer, Mr. Nolan approving the hire of Full time Officer Mark Terry at the rate of $21.90 an hour. Motion carried Hiring of Ross Becher as a Full time Police Officer at the rate of $21.90 an hour. Motion Mr. Spencer, Mr. Osman approving the hire of Full time Officer Ross Becher at the rate of $21.90 an hour. Motion carried. Purchase of two police vehicles from Ford Motor credit. Leasing both vehicles for three (3) Mr. Spencer, Mr. Osman, approving the lease oft two police vehicles from Ford Motor Credit years at $68,255.00. Motion for three years at $68,255.00. Motion carried. 4 The sale of two police vehicles, Ford Taurus and Ford Explorer, on the auction site Municibid. Ms. Henkel, Mrs. Tinsley approving the sale of two police vehicles on Minicibid. Solicitor = None Old Business: Ratifying payment of the March 2022 bills in the amount of $865,171.28. Alcosan being the most at $299,858.21. Motion Mr. Spencer, Mr. Estocin ratifying the action taken by the Borough Administrator in the payment of the March 2022 bills in the amount of $865,171.28. Motion carried.
