2 Council Meeting March 7, 2022 Turtle Creek Borough regular monthly Council meeting held on March 7, 2022 was called to order by President Bianchi, who led the Pledge of Allegiance. Roll Call: President Bianchi - present Mr. Estocin present Ms. Henkel - present Mr. Nolan - present Solicitor - present Mr. Osman - present Mr. Spencer = present Mrs. Tinsley present Mayor Forgie - present President Bianchi- At this time IV will turn the meeting over to Mr. Evashavic: Mr. Evashavic As you know, the Borough Council publishes an agenda for every meeting, and those are the topics we typically the only items we address. The Sunshine Law allows for an amendment to the agenda under certain limited circumstances, such as emergency situations related to the health, safety and welfare of the residents of the Borough. Very recently, one of our Full Time Officers int the Borough, suffered significant injury, and will not be able to perform his duties as a police officer for an indefinite amount of time. This has left the Borough Police Department short staffed. Iti is the intention oft the Borough Council, tot take steps to replace that Full Time Officer, which will also require hiring another Officer. Motion Mr. Spencer, Mr. Osman authorizing the motion to amend the agenda regarding the item mentioned above, to include the hiring of a full time Police Officer.. Motion Carried. Committee Reports: President Bianchi - stated that we had a resolution authorizing the submission of a grant application to the Commonwealth in the amount of &192,000 for the Maple Avenue reconstruction. Motion Mr. Osman, Mr. Spencer authorizing Council to pass a resolution authorizing the Borough of Turtle Creek to apply for an LS8 Grant out of the Commonwealth of Pennsylvania for the Maple Avenue reconstruction in the amount of $192,000. Motion carried. *Let the minutes show that Mayor Forgie supports this motion. A grant that was awarded by the County through the Commonwealth Development Program must be completed by August. Motion Ms. Henkel, Mr. Nolan authorizing the Borough Engineer to design and set specifications for the Cunningham, Caruthers, Garden, and Hamilton Avenue Project, which will be bid out by the Council of Governments. Motion carried. 4 Ms. Henkel - none Mr. Estocin = none Mr. Nolan- none Mr. Osman = stated that there is a manhole insulation issue that needs repaired. The 3b bids received for the project were: Soli $8700 Lawson - $8750 Creative Enterprises - $9500 Motion Mr. Osman, Mr. Spencer awarding the Albert Street at Center Street manhole insulation repairs to Soli, the lowest responsible bidder, in the amount of $8700. Motion carried. Motion Mr. Osman, Mr. Spencer awarding the Beech Street Emergency repairs to Lawson, the lowest responsible bidder, in the amount of $22,775. Motion carried. Mrs. Tinsley - stated that we are coming up on a new season for the garden. She wanted to thank Beth Hamil who has spent a lot of time trying to get more people to help. Mrs. Tinsley stated that she is still involved in CONNECT, and former Mayor Kelley keeps her Mr. Spencer - stated that the Police and Public Safety Committee has been interviewing along informed. with the Mayor, for a Full-Time Officer. Motion Motion carried. Motion Mr. Spencer, Mr. Nolan conditionally offering a Full-Time position to Mark Terry, contingent on satisfying pre-employment requirements set by the Commonwealth. Mr. Osman, Mr. Estocin approving the motion to purchase 2 vehicles for the Police Department through COSTAR for $33,855 each. Motion carried. They received an Application for Handicap parking space in the Borough Parking Lot on Brown Avenue. Motion Mr. Spencer, Mr. Osman approving the request for a Handicap parking space in the Borough Lot on Brown Avenue. Motion carried. They received a request for the removal of a Handicap parking space from 114' Watson Drive. The resident using the spot has died. 5 Motion Mr. Spencer, Ms. Henkel approving the request to remove the Handicap parking space from the vicinity of 114 Watson Drive. Motion carried. President Bianchi stated that the top candidate for Full-Time Police Officer, has chosen not to take the position sO we need to remove him from the list. Motion Mr. Spencer, Mrs. Tinsley authorizing the request to remove the top candidate from the list for eligible Full Time Officers. Police and Public Safety: Motion carried.
