2 Council Meeting October 4, 2021 Turtle Creek Borough regular monthly Council meeting held on October 4, 2021 was called to order by President Nick Bianchi who led the Pledge of Allegiance. Roll Call: President Bianchi - present Mr. Estocin = present Ms. Henkel - absent Mr. Nolan = present Solicitor - present Mr. Osman - present Mr. Spencer - present Mrs. Tinsley = present Mayor Kelley - present Approval of the September minutes: Correction: Page 5- Gehry not Gary Correction: Page 7 - Mary Somasundaram Motion Mr. Spencer, Mr. Osman approving the September 2021 minutes as amended. Motion carried. Correspondence: Ar resident put in an application for the Vacant Property Program through Allegheny County and the next step is for Council to approve Resolution 701-21 for Lot and Block #374 M 345, 233 Miller Street. 3 Motion Mr. Estocin, Mr. Osman approving Resolution 701-21, parcel 374 M 345, through the Vacant Property Program, with the application not to include parking. Motion carried. Before the Citizens Report, the meeting will be turned over to Mr. Mr. Spencer stated that in August, John McCaul was appointed as Acting Chief pending his testing. He passed and tonight will be sworn Spencer. in as the permanent Chief of Police. Motion Mr. Spencer, Mr. Osman approving the motion to hire John McCaul as the permanent Chief at the rate of $43.79/hour. Motion carried. Mayor Kelley swore in John McCaul as the new Turtle Creek Police Chief. Citizens Reports: Philip Catalano resident of 824 Maple Avenue asked Council if anything was being done about the trash in his neighborhood. Chief McCaul stated that all units were cited in September. President Bianchi asked Chief McCaul to go up there and cite them again if the problem has not been corrected. Committee Reports: President Bianchi = stated that today the Borough of Turtle Creek opened bids for the Locust Street paving. The lowest responsible bidder was Toresco Paving Corporation in the amount of $109,555. Motion 4 Mr. Nolan, Mr. Osman awarding the Locust Street paving project, from Maple Avenue to Monroeville Avenue, and from Monroeville Avenue to Lower Boone Drive, to Toresco Paving Corporation, in the amount of $109,555.00, contingent on the final approval from the Borough Engineer, and that the funds come from the Capital fund. Motion carried. President Bianchi reminded Council that it is almost budget time for 2022. Ms. Henkel -absent Mr. Estocin -none Mr. Nolan = none Mr. Osman = stated that it is time to purchase salt for 2021 -2022. Motion Mr. Spencer, Mrs. Tinsley authorizing the Borough Administrator to purchase salt for 2021 - 2022 from SHA-COG for 78.82/ton, and Co-STAR for 68.04/ton. Motion carried. Mrs. Tinsley stated that the Pitt students will be coming to the Garden on Saturday to help shut it down for the season. She thanked Council and the Water Authority for the help with the water Mr. Spencer - stated that he received a resignation letter from bill this season. Matthew Colbert effective September 20, 2021. Motion Mrs. Tinsley, Mr. Nolan accepting the resignation of Officer Matthew Colbert, effective September 20, 2021. Motion carried. 5 President Bianchi stated that we are experiencing a Police shortage. We have made every effort to recruit and hire Officers. We will continue to discuss how to bring in new Officers. This problem is Mr. Spencer stated that every 5 years, citizens must reapply for handicapped parking spaces. We have 3 up for renewal this month. everywhere, not just in Turtle Creek. Iti is your responsibility to keep The Red Lantern Opportunity Hub is holding a health fair on Friday Mayor Kelley congratulated Chief McCaul. She stated that it has been an honor to work with him and for him to become Chief as one them secure. from 11am - 2pm. of the last things she will do as the Mayor. Trick or Treating will be held on Halloween from 6-7:30. Solicitor = none Old Business: Ratifying payment of the September 2021 bills.
