1 Council Meeting June 7,2021 Turtle Creek Borough regular monthly Council meeting held on June 7, 2021 was called to order by President Nick Bianchi who led the Pledge of Allegiance. Roll Call: President Bianchi - present Mr. Estocin = present Ms. Henkel - present Mr. Nolan - present Solicitor - present Mr. Osman - present Mr. Spencer- - present Mrs. Tinsley - present Mayor Kelley - absent Approval of the May minutes: Motion Ms. Henkel, Mr. Osman approving the May 2021 regular meeting minutes as submitted. Motion carried. Correspondence: Trot on July 31, 2021. The Turtle Creek Valley Rotary Club is asking Council to sponsor the 29th Annual Turtle Motion Mrs. Tinsley, Mr. Spencer authorizing the donation of $250.00 to sponsor the 29th Annual Turtle Trot on July 31, 2021. Motion carried. The Tri-COG Land Bank intends to acquire the following properties: 422 James Street 125gth Avenue-Ext stree Motion Mr. Spencer, Mr. Osman acknowledging the intent to acquire the properties listed above by the Tri-COG Land Bank. Motion carried. The Braddock Carnegie Library Association will be holding a Story Stroll at Hamilton The Summer Lunch Program will be held at Hamilton Park for 6 weeks this summer beginning on June 14th from 12pm - 1pm. It will be Grab and Go, cold breakfast and Playground. This will run all summer. lunch, and will run for 6 weeks. 2 Citizens Reports: Drew Monardo - resident of 623 George Street stated that he has been having a raw sewage problem since March 25, 2021. He stated that he has fixed everything he can President Bianchi asked Mr. Laurito ift there was something that could be done to stop the sewage from entering the house until the problem is resolved. He stated that he Beth Hamil = resident of 1413 Maple Avenue asked why the Summer Program is held at Hamilton Park. She stated that no one came last year and asked if there was any way Julie stated that due to the pandemic, many did not come out, and it is still a grab and go Ms. Hamil stated that there were Police and Ambulances in front of her house, and asked what the plans were for future shootings, gun shots, and violence, now that there Ms. Hamil was told that they could come to the Council Meetings if there are no Crime on his end and the rest is the responsibility of the Borough. would go to the residence tomorrow with the Borough Engineer. to add more, for example; have PJ Currie read books. this year. are no crime watch meetings. Watch meetings and she stated that they are afraid. Bill Wagner = resident of 371 Negley Avenue asked Council if there would be any money left to fix Negley Avenue after they are finished with the work on Osbourne, Clugston, President Bianchi stated that the work is done through the water authority. They will pay for half and the Borough will pay for the other half. At this time we do not have a plan for Negley. The Water Authority is considering replacing the water line there. Maria Cruz - owner of The Red Lantern Bike Shop at the Calgary Church stated that there will be a small kid bike giveaway on Sunday June 27th from 10am - noon. This is open to everyone, but all children must be accompanied by an adult. Fairview, and Highland. Committee Reports: resident Blanchi - stated that we had a problem on Oak Avenue Ext. A retaining wall fell down onto 2 properties on Lynn Avenue. Although the Borough does not have liability for this, we are looking into what can be done to help fix the problem and remove the dirt from behind the 2 properties. Urban Brothers - $12,000 Lawson Excavating $9,500 Two bids were received: Motion Ms. Henkel, Mr. Spencer ratifying the action taken by the President and Borough Administrator in awarding the contract to the lowest responsible bidder, Lawson Excavating, to clean up the dirt on Lynn Avenue, in the amount of $9,500. Motion carried. 3 Paving and milling is set to begin tomorrow on James Street, from Center Avenue to Monroeville Avenue. This is part of the contract through the Council of Governments. We looked at the potential of milling and paving Center Avenue, from Albert Street to James Street and received a price from Independent Enterprises in the amount of $11,060. Motion Mr. Osman, Mr. Nolan approving the change order to Independent Enterprises in the amount of $11,060 for the paving and milling of Center Avenue from Albert Street to James Street. Motion carried. In respect to paving, Council bid out the 2021 Paving Project: Sycamore Street Lower Boone Mercer Street Al Liberoni Paving was the lowest responsible bidder in the amount of $169,835.15 Motion Mr. Spencer, Mr. Estocin awarding the 2021 Paving Project to A Liberoni Paving int the amount of $169,835.15. Motion carried. Motion Ms. Henkel, Mr. Nolan authorizing the transfer of $100,000 from the Capital Fund With some of the Covid-19 relief funds that come through, the Borough is to receive $537,000 over the next 2 years, to be spent over the next 3 years, and we have to learn Ms. Henkel = stated that, as a test, they will reinstall 2 basketball nets for half court play only at Hamilton playground. She also stated that she would be looking for volunteers to to the General Fund. Motion carried. where we are allowed to use this money legally. clean and paint. Mr. Estocin - none Mr. Nolan - none Mr. Osman = none Mrs. Tinsley = stated that they may have the first Farmer's Market this Saturday. She also stated that she attended a Connect meeting in South Park and will be attending an online Summit about the LEAD Program. Mr. Spencer - none 4 Police and Public Safety: Mayor Kelley absent Solicitor = none Old Business: Ratifying payment of the May 2021 bills. Motion Ms. Henkel, Mrs. Tinsley ratifying the action taken by the Borough Administrator int the payment of the May 2021 bills in the amount of $166,073.47. Motion carried. New Business: Mr. Nolan thanked Mr. Laurito for taking down the decorations on the poles. He also asked if anyone knew if how to get Veterans on the poles. Mr. Estocin and Mr. Spencer stated that they were working ont this but were having trouble finding the correct President Bianchi stated that there is a lot that goes into this, beginning with getting information. approval from Duquesne Light, and renting the poles.
