2 Council Meeting May 3, 2021 Turtle Creek Borough regular monthly Council meeting held on May 3, 2021 was called to order by President Nick Bianchi who led the Pledge of Allegiance. RollCall: President Bianchi - present Mr. Estocin - present Ms. Henkel - via phone Mr. Nolan - present Solicitor - present Mr. Osman = present Mr. Spencer - present Mrs. Tinsley - present Mayor Kelley - present Approval of the April minutes: Motion Mr. Osman, Ms. Henkel approving the April 2021 regular meeting minutes as submitted. Motion carried. Correspondence: The Borough of Turtle Creek will sponsor the Summer Lunch Program through the Greater Pittsburgh Food Bank. This is open to all Turtle Creek residents up to the age of 18 at Hamilton Playground. The dates have not been confirmed yet. This will be a grab Pauline Schoffstall will be the site supervisor, has all her clearances, and will be paid and go lunch and breakfast from noon = 1pm. $12/hr. Turtle Creek Rotary has offered to pay half of her pay. Motion Mr. Spencer, Ms. Henkel approving the motion to pay Pauline Schaufstall $12/hr., with half being paid by the Turtle Creek Rotary. Motion carried. The Allegheny League of Municipalities will hold their annual educational conference at Seven Springs, June 17 - 20. Multiple packages are available. We have looked at the property, along with the Borough Engineer, and have decided that it would be a good you are interested. candidate for the Land Bank. 3 Motion Mr. Osman, Mrs. Tinsley approving the motion authorizing the Borough Administrator to submit 242 Seneca Street to the Land Bank for consideration. Motion carried. The CD 46 Demolition, which includes: 411 Clugston Avenue 415 Clugston Avenue 1422 Lynn Avenue 322 Mortimer Avenue 908 Maple Avenue 335 George Street were bid out through the Council of Governments. The successful bidder was Buzz Masonry in the amount of $52,596. Motion Mr. Spencer, Ms. Henkel authorizing COG to award, to the lowest responsible bidder, Buzz Masonry, the CD 46 Demolition. Motion carried. Citizens Reports: none Committee Reports: President Bianchi = stated that COG will be opening bids for our paving project on Monday May 10. This year we will identify Mercer Street, Sycamore Street, and Lower Boone. In addition to these 3, James Street will also begin. Motion Mrs. Tinsley, Mr. Nolan recognizing the Turtle Creek Valley COG in awarding the paving program to the lowest responsible bidder. Motion carried. Ms. Henkel -none Mr. Estocin = stated that he had a request from the Fire Department to use the parking lot for wine tasting and food truck fundraisers from noon - 6pm on the following dates: July 25 August 29 September 26 Motion Mr. Estocin, Mr. Nolan approving the use of the parking lot by the TCFD for fundraisers on the dates and times listed above. Motion carried. 4 Mr. Nolan-I none Mr. Osman stated that Pat Grubbs was hired for the summer for the Street Department for 32 hours a week, at the hourly rate of $15.32. Motion Mr. Osman, Mrs. Tinsley approved the hiring of Pat Grubbs for the summer at Mr. Osman stated that the Street Departments backhoe is getting old and it is time to purchase a new one. We had one bid through COSTAR agreement, which was Stephenson Equipment for $134,000. With discounts and trade-in, iti is $81,000. We are also waiting for a grant in the amount of $50,000 through the Commonwealth, and the $15.32/hr, 32/hrs per week. Motion carried. rest will be made up through the General Fund. Motion Mr. Osman, Mr. Estocin approving the motion to purchase a Backhoe from Stephenson Equipment, through COSTAR advertisement, in the amount of $80,949, with 50,000 oft those purchasing dollars coming from the Commonwealth. Motion carried. Mrs. Tinsley - stated that they were awarded a grant for the Garden, and thanked Beth Hamil for applying for it. It will be used for more raised beds.
