Monthly Meeting of Summerhill Borough Council Meeting Minutes September 12, 2023 Call to Order The regular monthly meeting of Summerhill Borough Council was held at 7:00 PM on Tuesday, September 12th, 2023. Council President Becky Templeton called the meeting to order at 7:00pm, and the Pledge of Council Present: President, Becky Templeton, Vice-President, Russell Jones, Mayor Eric Miller, Joni Trovato, Brad Bodenschatz (VIA ZOOM), Ray Penatzer, Matt Penatzer. Others present: Karmen Baumgardner, Tax Collector/Electric Secretary & Treasurer, Janice Anderson Borough Secretary. Absent: Allegiance was recited by all. Attendance Danielle Ritchey, Visitors Brianna of Mainline Newspaper, Solicitor: Toby Mclllwain- spoke /introduced self. prefers email: provided email address. Provided Mr. Mcllwain with a signed/sealed agreement - Mr. Mcllwain will have his office execute and return a copy for Reviewed the Aug Minutes. Joni Made the motion to accept August's minutes and Russ seconded the It was noted that Wessell is back from maternity leave. Becky will review financial data and get with Group reviewed. Russ made the motion to Pay the Bills and Matt seconded - all in favor - PASSED our records. Approval of minutes motion - all in favor- PASSED. Approval of financial statements Karmen if necessary. Approval of payment of bills Fund Transfers nla no transfers. Budgets Correspondence Becky commented on the numbers looking better with adjustments made. All seemed on track. Forest Hills Municipal Authority - nothing of note board, but council of gave notice of retirement. Croyle Township Police Report - parking tickets Delinquent Light Accounts - group reviewed - Laurel Municipal Inspection Agency - Per Eric, organization is growing - got a few new municipalities on Old Business Code Violations - explain - Group reviewed the list (violation log) provided - talked about 102 tunnel st. Group also talked about Rt 53 Tractor trailer, but did not provide an address (No Letter sent). Additionally, Eric is to contact LMI/CCBCEA about 770 2nd Ave as it was reported they are installing new roof (with trusses) over existing. - NO UPDATER from LMI provided. Karmen reported a house with a hole in roof - Karmen & Eric going to check on this.. There are two vacant homes (Main & Jackson) - per Eric send to code - No addresses provided Attorney -the agreement with Toby Mclllwain's firm was briefly discussed ($150 per hour/no retainer). Matt made the motion to accept the agreement and hire and Ray seconded - passed. AMP Advanced Metering System - waiting on grant program (not here yet), but moving ahead. Additionally, it was announced that Sam is no longer our representative. AMP will be supplying us (municipalities) with SAMPLE/Example ordinances for Solar Electrician/lineman - Eric, AMP & PA Power - talked about lineman - is al bigger issue than just Summerhill. All municipalities relying on Barclay or Penelec - Amp looking to put program together for hire and utilize a lineman for many (close) areas. AMP sees this as a problem and looking for solution. This (1) person will be the PM for ALL projects (per municipality). Also discussed aging system. AMP to look at system and process and advise (likely would put costs of plan of attack in our bill & work off Insurance Update - got NOTHNG from Brett Insurance - Becky dissatisfied = sO reached out to FWF to Park vandalism (Watkins Security)- Janice let all know that if not already done, Watkins will be at park to panels and Electric Vehicles (2n/separate meter) over x amount of time!) doat full review. review/inspect area. Job Descriptions - all to review Ball Field Fence - Brad can't get anyone to call back - PIN IN THIS. Sidewalk Condition (Curbing Project) - nothing from EADs or Burns. Crumbling Barricades - Penn dot will handle - just where existing ones Animal Control Contract - all reviewed the 6 answers to 6 questions. - motion to adopt agreement contract - Ray made the motion to adopt/sign agreement and Matt seconded. - passed : SWIF Audit - Karmen and Janice gave brief update and informed council we passed audit - New Business 2023 County Aid ($3,200) = explained what we have in invoices, what Mike Bowser wants, and what might be used. However, all wanted to use upcoming invoices paving of trunnel street project to Trick or Treat Date - Croyle & SMH twp Oct 31 - Tuesday night- -Karmen to count/inspect last year's Paving - Tunnel Street(NES&L quote) -group reviewed the NES&L quote to complete this work. Russ made the motion to pay for the paving of tunnel st out of the Liquid Fuels AND County Aid Funds and Speed Bumps - Russ provided a count of possible speed bumps for main/dibert/elm (6 elm 6 main 3 dibert) - Attorney Toby explained there could be concern/issues with using (temporary) speed bumps (lawsuits, property damage, etc/(tort claims limits our liability)). Suggested digital signs. Eric will call acquire this money. (not sure this will work) necklaces before ordering more. Need someone to had out candy- Ray seconded the motion - all approved - passed. Burns' office. All suggested putting the ISSUE in the upcoming Newsletter. Electric Secretary (Karmen) - 14th 24th. - Karmen will be OUT- Committee head Updates Streets (Russ) Contractor came into look at floor to epoxy - no response yet /Street light at tunnel/ Codification (Danielle) Janice informed all about the new Sect 15 inserts), but since Danielle is out, Electric (Joni) -we received text form barclay, asking what work was available. Talked about underground at gates house. Cable CO. problem to put conduit in - we are off the poles SO cable CO is Talked to felix about finishing driveway. this is table till next month/meeting, until Daniell present- on their own. Parks & Recreation (Joni) - no design for gazebo yet - Budget (Becky) - budget reminders - work shops in oct - Oct Nov & dec timeframe MISC Topics/Discussion: Matt - festival 16th & 17th festival - LVTech = needs to know how we want our NEW emails set up (first name, last name, initials,, etc) as we will be migrating out gmial and into something elsel 1st initial last name = Newsletter for fall /winter topics needed.
