Monthly Meeting of Summerhill Borough Council Minutes June 13, 2023 Call to Order The regular monthly meeting of Summerhill Borough Council was held at 7:00 PM on Tuesday, June 13th, 2023. Council VICE President Russ Jones called the meeting to order at 7:00pm, and the Pledge of Allegiance was recited by all. Attendance Council Present: President, Becky Templeton (via Zoom), Vice-President, Russell Jones, Joni Trovato, Brad Bodenschatz (via Zoom), Danielle Ritchey, Ray Penatzer, Matt Penatzer and Mayor Eric Miller. Others present: Karmen Baumgardner, Tax Collector/Electric Secretary & Treasurer, Janice Anderson Visitors Brianna of Mainline Newspaper: supplied her w/ copy of agenda AND Flyers for upcoming Borough Secretary. Absent: nla events. Approval of minutes motion passed. Joni made the motion to approve the May meeting minutes and Ray seconded the motion - all in favor, Approval of financial statements Approval of payment of bills There was NO motion to approve financial statements. Reviewed Karmen's payment of Bills. Danielle made the motion to accept the payment of bills and Ray seconded the motion. All were ini favor and the motion carried. Fund Transfers nla Budgets Russ stated that it seemed like we are sill over regarding the material for the crack sealer, but there was no line item sO it was put in that number, but since we know why, Eric stated this should be "OK" but should add a new number to the 2024 budget. Motion to accept the budget was made by Matt and Danielle seconded. All in favor and motion carried. Correspondence Forest Hills Municipal Authority -nothing discussed - council advised to review/read. Laurel Municipal Inspection Agency - (no permit activity - but LMI held their meeting - Per Eric, LMI's solicitor (Bill Barbin) was there and stated he is cutting back his workload (retirement prep). He recommended Toby Mclllwain for LMI and possibly SMH Boro Since Beyer is OUT now that he isa Judge. Eric asked if we wanted to get a resume from and USE Mclllwain, but Russ wanted council members to come to next meeting with attorney names and suggestions. Croyle Township Police Report - Still dog issues - Per Eric, a dog officer has been notified and Per Karmen, 1 dog has been removed but she is unsure of other location(s).. Delinquent Light Accounts -Still the same people as last month: Posted 2 shut off notices, and the one account on hold did PAY (power back on) There was a discussion as to whether boro should do re-inspections and apply charges when "Shut-offs" turned back on - and if this should be put into bylaws and/or an ordinance. Per Brad - if no problems w! systems before shut off, he sees no reason to inspect or charge; However, if there were a fire or water issues, inspections will need to Codification - Danielle sent Nils the proposed changes and our comments (appox. 3 wks ago). June Minutes Monthly Meeting of Summerhill Borough Council Minutes Code Violations - Discussion held on the several addresses that have issues: unkept grass, uninspected vehicles, unkept sidewalks, etc. Janice will work with Karmen to acquire addresses for HW&S project - form was reviewed, some answers were confirmed/clarified - Janice will send form Summerhill Boro Block Party - Council agreed to pay for bouncy-house and other children's amusements. Matt made the motion to pay the invoice and Joni seconded the motion. All ini favor Ball Filed Fence - Brad does not yet have quotes - may lump costs with firehall - put this off till July Concreate Apron -Russ gave project folder to Janice file/save. Luke is aware of logistics and needs for the equipment that will be used to complete the apron. - should take about 3 days to Insurance Update - Per Becky, Bret Insurance still to tough base (no update yet)- Push till July Sidewalk Condition - Janice received basicigeneral info and FORM from Representative Burns' office- gave the form to Becky to complete, but she still needs input from Dam at EADs (need info Crack Sealer Insurance issues: SMH boro has sealer listed on the liability insurance as an Operator for any property damage(s): - Our insurer will NOT cover damage to sealer; only any damaged property - FWF to send over updated certificate of liability - Janice to send copy of this to each location and send letters about violations. Suggested: Johnstown Tribune Democrat, Parks & Recreation (Joni) Have 10 upcoming rentals. still need input from Dan of EADs regarding freedom park. Completion is likely to be next year (-ish). AND...Need DCNR's data Budget (Becky) - Becky reminded all to start thinking about what they need for the 2024 Office/General (Janice) - Janice let everyone know that ALL BOXES, BINS, Crates, etc. have been evewedlemplednledmasnedshvedoed.
