Monthly Meeting of Summerhill Borough Council Minutes February 14, 2023 Call to Order The regular monthly meeting of Summerhill Borough Council was held at 7:00 PM on Tuesday, February 14", 2023. Council President Becky Templeton called the meeting to order at 7:00pm, and the Pledge Council Present: President, Becky Templeton, Vice-President, Russell Jones, Joni Trovato, Brad Others present: Karmen Baumgardner, Tax Collector/Electric Secretary & Treasurer, Janice Anderson of Allegiance was recited by all. Attendance Bodenschatz, Danielle Ritchey, Ray Penatzer & VIA Zoom: Matt Penatzer Borough Secretary Absent: Mayor Eric Miller Visitors Brianna of Mainline Newspaper Kelly Kelly presented an offer/initiative for Summerhill to donate funds that would provide an AED device at the ballfield. This initiative is being called "No. 3 Project" (referencing Damar Hamlin's player number). This initiative stressed the importance of being able to provide aid as quickly and as efficiently as needed to anyone in need (child or adult) at the ballfield. Device is $1,514 (each) includes case). Council discussed donating to acquire - agreed to donate $2,000 SO we could acquire extra box(s) for summer/winter placement. Russ made the motion to donate $2k for the AED and Ray seconded the motion. All agreed, motion carried. Approval of minutes Karmen asked that the account numbers of the electric account delinquent list be removed (and not used) from all future minutes. Russ made the motion to approve the January meeting minutes and Ray Danielle is officially no longer associated with the financial documents (accounting). Per Karmen, there are still some OLD accounts that need to be removed (i.e.: CDs we recently closed, other accts from Reviewed Karmen's payment of Bills. Russ made the motion to accept the payment of bills and Brad seconded the motion - all in favor, motion passed. Approval of financial statements S&T bank, 1001, 10017, 125th Anniv. 1013, etc.). Approval of payment of bills seconded the motion. All were in favor and the motion carried. Fund Transfers Budgets Brief recap of the CDs & other accounts closed and/or moved into the NEW money Market. Did not have a full discussion on budgets as not ALL (2 sided) pages printed in the meeting packet. Forest Hills Municipal Authority - list of upcoming meeting dates was supplied for review. Laurel Municipal Inspection Agency - permit report- - ONE new permit applied and approved. Croyle Township Police Report - nla. nothing to discuss - page did not print in packet. Delinquent Light Accounts - 1 account received LIHEEP funds, and is no longer on delinquent Correspondence Old Business report, and 7 accounts must pay by 20th. Page 1of3 2023- 021 Feb Minutes Monthly Meeting of Summerhill Borough Council Minutes Codification = Janice and Danielle met with Nils Herdelin, Esq, from American Legal Publishing. Based on that meeting, it was realized that more has been completed than thought, however, a final review and approval of Summerhil's "Code of Ordinances" still needs to be performed. All sections were divided amongst the council members. Each is to review their section(s) for correctness and completeness (all codes showing the latest rates, fines, parking rules, etc.). Review and comments Code Violations - Brad mentioned that 764 2nd St could use a courtesy call, as they are parking on the sidewalk. Janice to call residents to let them know they cannot park on sidewalk. (NO specific ordinance referenced- note: Ordinance 1907-01 & 2020-02 reference cleaning/clearing sidewalks, Ehrenfeld Boro Intergovernmental Agreement - Eric sent Ehrenfeld a copy oft the agreement. It was signed and dated by the president of Ehrenfeld Council at their February meeting and Janice brought that signed version to Summerhill's February meeting, but Becky wanted time to review and therefore Summerhil's execution of the agreement has been tabled till the March meeting. Chicken ordinance - Janice presented a modernized, re-formatted version of the Chicken/hen permit application and created an ordinance for council review and signature. The ordinance and application were updated to allow for the increase of number of chickens/hens to 8 per lot. Brad made the motion to adopt the ordinance and accept the updated application, Ray seconded the motion = motion carried. - SEE ORDINANCE No. 2023-01.Blank applications are filed with the AMP Advanced Metering System. Per a phone call between AMP and Summerhill, al letter of support (from Summerhill) and a resolution were needed to make the grant paperwork complete. Becky created and SENT the letter. Janice formatted the resolution (see Resolution:2023-03) See electronic & hard copy files for copied. A motion to approve the resolution was made by Danielle CDs & Money Mkt - (also see above) Per Becky receiving 3% on Money Mkt but can and will Employee Handbook -I no updated- - (everyone forgot their "homework"). Janice asked if W9s, Driver's license, etc. should be recollected (annually) for all current council members and/or employees (summer help) or if she should look at updating /modernizing employment applications or create a "new employee" packet. - All agreed this could be beneficial. Janice to work on as due by March meeting. but none mention "No Parking" ordainance. and seconded by Joni. Councill all in approval; motion passed. renegotiate in 12 months (1st Summit recommends renegotiating). Silt/53 Bride - NO Updated time allows. New Business Add/share Grasshopper phone service with Ehrenfeld - Janice asked if Summerhill would consider adding another/different phone line for Ehrenfeld to use and bill Ehrenfeld the monthly cost for adding that line. Council declined that option and suggested Ehrenfeld open their own account. Insurance Review - Becky met with Brett Insurance. Per Brett, there are really only two companies that work with municipal governments for insurance and we're using both. Becky provided Brett with copies of all our current policies. (Property, liability, WC)- TWO things noticed right away, is that Laura's residence was being insured (due to her working from home) that will need to be removed and he did not see where the ballfield or park was insured sO further investigation needed to see if they are included/nsured with boro bldg. Furthermore, Brett will review all policies and see if he could offer better figures. WC, will likely need to remain "as is" due to Fire Company. Waiting On-line Banking - Becky, Danielle and Karmen will (now) have access to online bank accounts (1st Summit). Resolution 2023-02 was created and adopted to allow multi-user on-line access and this resolution will be supplied to the bank. Russ made the 1st motion to adopt the resolution, and Summerhil Borough Block Party - Summerhill Social Club wants to initiate a "block party" and wanted to know if the Borough wanted to participate. Most of the organization, preparation, and initiation will be competed by the social club (movie night, food trucks, bouncy house, balloons, etc.) to hear from Brett Insurance for recommendations. Danielle seconded the motion. All agreed, motion passed. Page 2of3 2023- 02 Feb Minutes Monthly Meeting of Summerhill Borough Council Minutes Council members all agreed to participate SO Becky will inform the social club they can start IT( (LVTech) Proposal - Becky asked council to review the proposal supplied by LV Tech (initial project and maintenance). Becky pointed out that LVTech's first recommendation was to secure and protect the borough's email communications. Borough should NOT be on a public email system. Based on Borough's needs for filing and maintain certain typed of documents or data, a cloud service should be utilized, however, the current Microsoft Access Database being created by Janice to log and track what is being kept and filed is not compatible with the cloud. It was advised for Janice to continue to utilize the DB ifi it assists her in organizing and prioritizing the filing system. Additionally, Becky spoke with Comcast regarding Router, Speed and Business account. We are currently getting the best download speeds. We could consider buying a router instead of planning. renting it for $14 a month. - NO DIRECT decision determined. Committee Head Updates Streets (Russ) -). Electric Secretary (Karmen) - nothing Crack sealing material is here (should get inv soon). Rich Potter indicated some residents are not paying garbage bills and are bringing it to the Russ created a list of (Summer) work for Luke and the crew. If anyone has work, let Russ know. Luke is putting out "Feelers" for help, sO far, no luck. Russ asked Joni to puta a noticelad on Facebook for crew members for work from May through August- Need approx. 3 people. Start Facebook Search in MARCH. Must be 18 years old and able to drive a dump truck (can hire at 15 years old, but they will be a "Non-driving" employee) Russ wants to acquire sketches and contractor quotes for the concrete apron work at boro bldg. Ifwe can keep the work under $22,500, we will not need to bid out this work. Electric (Joni/Brad) - per Brad, the streetlights are here (but not Christmas lights(yet)). Shelfing is dumpster (at boro bldg.) Codification (Danielle) - See above (old business) here, but he wants more for back wall(s). Parks & Recreation (Joni) - Office/Secretary Budget (Becky) - Waiting on EADs to draw up official design and check list. Danielle made the motion to adjourn the meeting and Joni seconded the motion.
