Monthly Meeting of Summerhill Borough Council Minutes January 10, 2023 Call to Order The regular monthly meeting of Summerhill Borough Council was held at 7:00 PM on Tuesday, January 10", 2023. Council President Becky Templeton called the meeting to order at 7:02pm, and the Pledge of Allegiance was recited by all. Council Members Present Mayor Eric Miller, President, Becky Templeton, Vice-President, Russell Jones, Joni Trovato, Brad Bodenschatz, Danielle Ritchey, VIA Zoom: Ray Penatzer Others present: Karmen Baumgardner, Tax Collector/Electric Secretary & Treasurer, Janice Anderson Borough Secretary Matt Penatzer Visitors Council Members not in Attendance Brianna of Mainline Newspaper Approval of minutes unanimously approved. Approval of financial statements There were NO changes or corrections to the December 13th, 2022 regular meeting minutes. Joni moved to approve the previous month's minutes and Russ seconded the motion. Motion was Financial reports were briefly discussed. Brad made the motion to approve the reports, and Joni seconded the motion. All members were ini favor and the motion passed. Approval of payment of bills Reviewed Karmen's payment of Bills. Danielle made the motion to accept the payment of bills and Brad seconded the motion. All were in favor and the motion carried. Fund Transfers Becky stated that in heri investigations into possible transfers CD and other Account Transfers (form last meeting), S&T didn't seem as enthusiastic as 1stSummit and that 1st Summit provided a better offer and service(s), therefore Becky obtained the paperwork to move the following into a new Money Market: $125k form S&T Elect /$50k from General Acct/$20k from 125 Annv. Acct. The motion to AMEND (change from S &Tto 1st Summit) was made by Becky and seconded by Danielle. All members in favor Additionally; due to Becky's research into rates, it was discussed to CLOSE all existing CDs and start 3 new CDs as follows: 6mth: 135,865.03 at 3.76%/12 mth: $67,932.53 at 3.51%/18 mth: $67,932.52 at 3.26%. Correspondence Forest Hills Municipal Authority - nla. nothing to discuss Laurel Municipal Inspection Agency - nla. nothing to discuss Croyle Township Police Report -n/a. nothing to discuss Old Business customer (A Delinquent Light Accounts - Per Karmen, sent one certified last month (which was 2 accts for 1 Codification - Janice and Danielle will meet (via phone meeting) with Nils Herdelin, Esq., Client Relations/ Staff Attorney of American Legal Publishing on 02/01/23 at 9:00 a.m. Code Violations - no new cases or reports of violation, however, Becky did send out a letter to Fifteen(15) residents regarding loose or unattended dog (see Ordinance 2004-05) Ehrenfeld Boro Intergovernmental. Agreement - Eric will drop off a DRAFT of agreement. (Janice will review, format, and edit this draft) before Eric provides it to Ehrenfeld for their review and comment. Ini the agreement, it is stated that Ehrenfeld will Pay Summerhill monthly for hours and Chicken ordinance = although ordinance still missing, it was discussed increasing the count of 4 per lot to 8 per lot. If the property owner had a double lot, the total amount of chickens would be 16. The application will need to be updated (and ordinance could be drawn up from the application - Janice toi fix app and write ord)Brad made the motion to increase count to 8 chickens per lot and Bums/buyersleventy/mCGymnPesiosSahlaney/wope. Although Attorney Burns offered his services "as a favor" for one year, council agree to hire Attorney David Beyers for $150 hour as needed. Danielle made the motion to select Attorney Beyers and Joni seconded the motion. All AMP - a meeting with Sam Wolfe is set for January 19th at 11:00 a.m. This is a zoom meeting - open to attend. This is a questionnaire that needs to be completed before the meeting. Brad will CDs & Money Mkt - SEE ABOVE - all discussed in "Fund Transfers". However, Karmen did bring up about the Covd/Cares/Stmulus money. There is (approximately) $23,240k which we should divide between Fire Co. and EMS to use for radios and/or rescue tools. A motion to send $11,670k (approx.) to each (fire & ems) was made by Russ and seconded by Danielle. All council agreed- ). Karmen has NOT received Proof of Receipt. specified rate(s). Russ seconded the motion. All agreed: motion carried. Solicitor and Accountant - Eric sent seven (7) "requests for service" letters. members agreed, motion carried. complete these questions. GBU Annuities- SKIPPED - Pin until another meeting. Silt/53 Bridge = nothing from PennDot - nothing to report. motion carried. New Business Employee handbook: = Russ, Eric and Brad are still working on it. Sent a draft to everyone for comment. Eric asked that everyone be prepared to comment on it at the next meeting. Re-appointments and Elections: Council agreed to the following: o Reappoint Daryl Bodenschatz to the two-year term on the Board of Directors of the Forest Hills Area Ambulance Association. Russ made the first motion and Brad seconded - the Reappoint Jack Bodenschatz to the five-year term on the Board of Directors of the Forest Hill Municipal Authority. Ray (from Zoom) our account to receive grants expires in April. Eric and Laura are listed as the contract. This info needs updated. Eric to look for the "Log-in" info and give it to. Janice. Committee Head Updates Electric Secretary (Karmen) nothing Streets (Russ) -Russ reported that a tree fell on the fence behind Boro Bldg. Fire company owns the land and fence, SO Fire company will look into fixing/repairing. Russ also reported there are many cracks in many placeslstreets/roads. Eric stated the "Sealer" is coming. Crack Sealer is ordered. Vendor reported supply issues and therefore there is a slight price increase, but it is coming. We should have it by spring 2023. The new equipment trailer is here and registered with new plates (old plate returned to PennDott). Codification (Danielle) - See above (old business) Electric (Joni/Brad) - see above - (old business - AMP meeting) Parks & Recreation (Joni) -Received a $50 Donation from (Kovals) previous pavilion renter. They enjoyed their time with the pavilion! We currently have 3 rentals for the 2023 year. DCNR meeting set up for January 19th, at 1 p.m.(zoom). Spike, Eric and Joni will attend. Per Brad, the streetlights are ordered, but racks need ordered yet. Budget (Becky) = no update Office/Secretary O Janice handed out the 2023 Public Official/Employee Statement of Financial Interest Informed council of the new/2023 "Bidding" thresholds for liquid Fuels requirements. Janice re-inquired as to who should/will be performing the Audit. Council Agreed it should be Mark Bodenschatz. Becky will send Janice last years (2022) Bodenschatz Brad had asked if he "Foreign Fire" issue was cleared up. Janice informed the council that she and Karmen got that DCED form cleared up and Karmen has the Check for Brad to give to the Fire company. Additionally, Janice let council know that all annually required DCED forms are completed except those not due yet: Forms. Audit. Janice will call/email Mr. Bodenschatz to get things rolling!
