BOROUGH OF SOUTH GREENSBURG COUNCIL MEETING MINUTES December 13th, 2021 Council President Clentin Martin called the meeting to order at 6:30P.M. All those present repeated the Pledge of Allegiance to the Flag. Vote: Yes 7, No 0, Absent 0, abstain 0 -Motion Passed CORRESPONDENCE: COMMITTEE REPORTS: Ms. Peticca available in office/Moodle POLICE & EMERGENCY MANAGEMENT/ November's Report included in packet read over by Mayor Fajt Ralph Furin spoke on his Emergency Management Report Mr. Bartley said the grant for the generator was submitted into Scott BUILDINGS & GROUNDS: STREETS & SANITATION: Report included in packet Mr. Yarnell said People's Gas will bei installing new lines in the 1500, 16001 blocks of] Elm, some of Poplar and a little bit of Sheridan. The garbage truck's DEF part was patched up and back in operation, still awaiting the new part to come in. FIRE & WATER: VFD report included in packet & read by Mr. Rosensteel. PARKS & RECREATION: Mrs. Hopkins thanked Jamie Bartley, Matt White (VFD), Todd Brant (Police), Kevin Fajt, Tom Yarnell, Dave Kelsey for assisting with Santa. There were about 70 children in attendance. Also, a special thanks Baseball, Softball and Soccer registrations will be open in January. 2 new teams will be using Western toI Logan Readd, Ali Scarpa, and Paige Cole for helping with set up and crafts. The Police Department will be judging the light up contest winners this week. Avenue for baseball this season. PLANNING, ZONING & CODE ENFORCEMENT: Ms. Peticca read the zoning report for November (included in packet). SOLICITOR'S REPORT: ENGINEER'S REPORT: SEWAGE AUTHORITY REPORT: Mrs. Hopkins said that the authority will be borrowing funds toi implement items at the plant. Rates will be going up based on usage. That a tax be and the same is hereby levied on all real property within the Borough, subject to taxation for Borough purposes, for the fiscal year 2022 as Greensburg, Westmoreland County, Pennsylvania, as follows: follows: TAXI RATE FOR GENERAL BOROUGH PURPOSES - The sum of16.77 Mills on each dollar ofa assessed valuation. TAX RATE FOR OTHER PURPOSES-The sum of1.01 Mill on each dollar of assessed valuation for V.F.D. Capital Reserve Fund for the purchase of fire equipment. TAX RATE: FOR OTHER PURPOSES -The sum of3.001 Mills on each dollard of assessed valuation for Street Improvement Fund for repairs to streets and alleys in the Borough, two (2) Mills for streets and one (1) Mill foralleys. MAKING a total tax rate for all Borough purposes of20.77 Mills. SECTION2. Discounts. Consistent with statutory authority, all taxpayers subject to the payment of taxes levied by this ordinance shall be entitled to a discount of two percent (2%) from the amount of such tax upon making payment of the whole amount of such tax within two (2) months after the date of the tax notice. SECTION3. Penalties. Consistent with statutory authority, a taxpayer subject to the payment of a tax levied by this ordinance, who shall fail to make payment ofs such tax for four (4) months after the date ofthe tax notice, shall be charged a penalty oft ten percent (10%), which penalty shall be added to the tax by the Tax Collector and shall be collected by the Tax Collector. SECTION 4. Severability. Ifany sentence, section or part of this ordinance is for any reason found to be unconstitutional, illegal or invalid, such unconstitutionality, illegality or invalidity shall not affect or impair any oft the remaining provisions, sentences, clauses, sections or parts ofthis ordinance. Itis hereby declared as the intent ofthe Borough of South Greensburg that this resolution would have been adopted has such unconstitutional, illegal or invalid sentence, clause, section or part thereof not be included herein. SECTION5. Effective Date. The terms and provision set forth herein shall become effective as of the date of enactment. The Borough of South Greensburg hereby approves and does agree to enter into the addendum with The International Brotherhood ofTeamsters Local Union #30, for street and sanitation services, as attached as Exhibit A. SECTION: 2. That the Mayor, Borough Council President, Secretary oft the Borough of South Greensburg, and/or any other proper officer or employee of the Borough of South Greensburg, are hereby authorized and directed to take any and all action and sign any and all documentation necessary to carry into effect this resolution and the agreement approved hereby.
